TRUP Association relationship
with CoCT
This is to be discussed with the
City of Cape Town.
The TRUP Association is to have
a meeting with the city on the 14th
of April ??
The Definition of TRU-Park as it
is not explained in the manifesto.
The manifesto covers what TRUPark could be as a healing
element of the city, but the
current role of TRU-Park also
needs to be taken into account.
The workshop is intended to
highlight what the TRU-Park site
is to the stakeholders. The
manifesto is intended as a base
for planning and principles.
Notes: descriptions of the nature
of TRUP can be elaborated on.

Manifesto point no.6: This
mentions public-privatepartnerships; this could also
include and social/community
partnerships.
Point taken.

Manifesto point no.7: Good
urban management also needs
“environmentally appropriate
management” as the site is a
park.
Question also raised regarding
possible changes to legislation.
Point taken.

Heritage is important.
Agreed. This is highlighted in
Manifesto point no. 8.
Legislation was brought up
during the previous meeting. It
was felt that reforms could
include allowing for sustainable
technologies, green energy
solutions and other regulations.
COMMENTS ON AREAS:
NO-GO,
SENSITIVE,
DEVELOPABLE
WITH GRADED
SENSITIVITY &
DEVELOPABLE
SENSITIVE: Oude Molen is not a “no-go” area but need to be considered with sensitivity.
SENSITIVE: Maitland Garden Village is a sensitive area and any changes will need to be sensitive and in consultation
with the inhabitants.
DEVELOPABLE WITH GRADED SENSITIVITY: Alexandra has potential for development, but this should be graded
and sensitive.
DEVELOPPABLE: Ndabeni has great potential for redevelopment – incentives for changing current industrial area to a
mixed use area should be considered.
NO-GO AREAS: The green area of the park excluding some already developed areas such as parts of Valkenburg, the
River Club and the Observatory.

Enhancing and improving currently degraded areas.
A.
Ensure that the ecology of the Liesbeek is not
degraded.
B.
The area needs to remain the green lung of the
city.
A.
The 100 year flood-line needs to be respected.
Integrated plan.
Identify and protect green lung
density to be built from city centre outwards.
Indigenous plants and trees need to be protected.
Protection of Raapenberg Bird Sanctuary and Riparian Edges.
An inventory of all fauna and flaura for all four seasons
Increased maintenance
Restrict development to around existing footprints.
The view of the mountains more than superb and needs to be

WHAT ABOUT THE MOVEMENT SYSTEMS?
A.
Alexandra Rd should be an activity street. People
are currently concerned about the safety of
children on Alexandra Rd.
B.
Footbridge between Maitland Gardens Village
and the Observatory has been removed and this
has had an adverse effect on the mobility of
people who rely on pedestrian routes. People
walk from MGV to Howard centre and
Observatory. There is a distrust of taxis.
C.
MGV resident no longer have access through the
public land of Oude Molen due to private security
and horse paddocks. Children are no longer
allowed to play in the Oude Molen area and
security guards inhibit pedestrian movement
between MGV and the bridge linking to
Valkenberg.
D.
A MyCiti Route along Alexandra road would be
welcomed. There is no current bus system.
E.
Essential to rethink rail. There is no connection
between Observatory and Pinelands
stations/area. You need to take a train in to the
CBD in order to move between Pinelands and
Observatory. Safety in rail is an issue
F.
Safety is an issue for pedestrians and cyclists.
People do not feel safe.
A.
Heritage is important. Development should not
“kill” the heritage of the site.

QUESTION / STATEMENT
RESPONSE
The TRU-Park needs to be part of a larger
integrated development strategy.
The city needs to grow and densify from the
centre outward and needs a plan.
TRU-Park is one of several citywide project that are
currently part of the larger integrated plans for the
city. All other corridors and developments are looked
at in conjunction with all other projects. TRU-Park is
not in isolation; although it enjoys top priority, it is
only a part of the basket of development project that
are envisioned.
The manifest is intended to align with the
development objectives of provincial and municipal
government and is intended as a matrix against
which proposals can be judged.
TRU-Park includes greenfield areas that
need to be preserved as the green lung
The TRU-Park area is envisioned as a park. The
extended area considered also includes underutilized
brownfield sites such as Ndabeni.
ACTION
Comment on aim of the project:
The question of how development takes place is very
important in order to avoid unpleasant environments
form being created. The land user departments have
indicated that SKA, CHTP and NHL are institutions
that will need to be accommodated on erven within
the area. These will contribute to the economic
development of technology sector, but should also
contribute to the social development of the area.
These need to be catered for in such a way that they
contribute to the area, allow pedestrian access,
conform to a larger vision/framework for the area and
contribute to a positive environment.
Comment on aim of the project:
TRU-Park needs to balance the capacity for services
across the site in such a way that little or no strain is
put on the infrastructure system. These service
capacities will need to be assessed. In addition to
impact assessments, the design of any development
will need to will need to be carefully considered. Eg.
Mixed-use development that prioritizes the pedestrian
could allow people to live in close proximity to where
they work and create a pedestrian friendly
environment which is safe and active during 24 hours
of the day. (live-work-play)
TRU-Park should be an area to recreate and
play. Reference is made to Central Park in
New York as well as the Sea Point
Promenade.
Central Park and the Seapoint Promenade are great
examples of inspiring places. The site currently only
allows for a limited activity for a few. The aim is to
create a space that is access and enjoyed by
everyone. This workshop is intended to highlight
input from people who currently use the park and
how this experience can be enhanced.
Province, CoCT and other stakeholders
should elaborate on their vision for the site in
future meeting.
This should be
presented and
discussed in the next
meeting.
th
We would like to reconvene for the next session, on the 21 of April 2016 at the Pinelands Methodist Church
hall.
