2014-2015 Credentialing Data Report
Executive Summary
The North Carolina Career and Technical Education 2014-2015 Credentialing Data Report offers an
accounting of information collected from the administration of more than one hundred different
assessments in which high school students earned credentials. This data will be used to improve
instruction.
The North Carolina Career and Technical Education Division has become nationally recognized as an
innovative leader in the administration and analysis of thoroughly vetted credentials for secondary
students. Collection of NC CTE student-earned credential data began in earnest with the 2010-2011
academic year. With the addition of the 2014-2015 data, a five-year total of 466,402 credentials have
been obtained by CTE students of North Carolina.
During the 2014-2015 school year 130,611 credentials were harvested from four different
computerized data sources. Credential data contained in this report is collected at the individual
student level. The raw data reported here includes spreadsheets and graphs and is disaggregated by
credential, percent earned based on student enrollment, region and local education agency (LEA). In
descending order, noteworthy analyses include:


Two sections of the report contain supplemental information that supports our credentialing effort.
One compares the future of credentialing in North Carolina’s Career and Technical Education to the
musings of a nationally recognized futurist. The other contains testimonials from students, teachers,
and stakeholders from different areas of North Carolina as to the workforce and career and college
value of credentialing.

SKILLS on PURPOSE:
The Future of Credentials in
North Carolina
Career and Technical Education
Skills gap, shifting economy, automation, charter schools, aging workforce,
competency-based pathways, telecommuting, economic globalization, astronomical
college costs, re-skill, upskill, digital revolution, talent on demand, credit by
demonstrated mastery, social networking, learner-centered education, brain research,
and nanodegrees – all dynamic forces that are changing educational systems and the
world of work.
In the employment sector, the days when one would start and end a lifetime of work
with one organization are now rare. Today’s workers will likely change jobs every 4.5
years and change careers 2 or 3 times over their lifetimes. Employers are increasingly
turning to on-demand contracted employees for their needs. For the ad hoc worker (a
likely scenario for 40 percent of US workers by 2020) they will change the type of work
even more frequently. To be competitive in such an employment environment, workers
will need to be constantly learning and updating skills.
Public education in the United States is in more of a flux than it has ever been in its
recent 100 year history. Digital logic circuits, and derived technologies, including the
computer, the cell phone, the Internet and the consequent social and cultural changes
are reshaping education. As education of late has become progressively more studentfocused, the importance of seat time and credit hours is being replaced by measures of
mastery. With these changes occurring in education, how we certify or credential
learning and skill attainment will certainly change. With such changes afoot what does
the near future hold for credentialing in North Carolina Public Schools?
Futurist Jason Swanson postulates in his spring 2015 paper, “Certifying Skills and
Knowledge: Four Scenarios on the Future of Credentials” as to what credentials might
look like in a decade, how they might be earned, and how they might be evaluated.

Scenario One - Baseline Future

Scenarios on the Future of Credentials

The Baseline Future scenario envisions high
school diplomas awarded by K – 12 institutions
still serve as the dominant form of credentials.
There are increasingly diverse forms of school
settings and educational assessments including
online instruction, charter schools, private, and
homeschooling.
Current North Carolina Credentialing Trends
Almost 1.6 million students in grades K-12 currently
attend traditional schools in North Carolina.
Diverse forms of school settings and educational
assessments in NC include:
 Career and STEM Academies, which abound among
the 115 North Carolina local school divisions.
 Charter Schools with enrollment of almost 81,000
 North Carolina Virtual Public Schools has the second
largest enrollment in the U.S. with approximately
55,000 students annually.
 Home schooled students and private school
enrollment are close to the same; around 100,000
each.
 Through the Career & College Promise (CCP)
program, qualified high-school-age students in North
Carolina have the opportunity to pursue college
credits, tuition free, while they are in high school,
allowing them to get a jumpstart on their workplace
and college preparation.

Various credentials, mostly industry sector
association and computer related software or
hardware specific, are being embraced by
hiring agents and CTE educators within the
traditional public school setting.
E-learning and micro-credentials often referred
to as badges or skill identifiers are gaining
recognition. As a means of capturing and
reporting these extracurricular activities skill
tracking technologies like Learning Record
Store (LRS) are being employed. LRSs offer
the ability to create in-depth e-learning analytics
because of the large amounts of learning data
they record and store. Analytics often favors
data visualization to communicate insight. A
primary goal of data visualization is to
communicate information clearly and efficiently
via statistical graphics, plots, information
graphics, tables, and charts. Effective
visualization helps to explain how a collection of
seemingly independent educational undertaking
is evidence of skill sets.
Note: Beginning with a pilot effort for 2014-15, earned CCP
credential data was collected and is reflected in this report.
North Carolina workforce focused organizations, both
public and private stakeholders, strongly support
students in high school earning credentials. Evidence of
this support is found in recognizing that during the past
five years North Carolina CTE students have
cumulatively earned 466,402 credentials.
In North Carolina it is recognized that badges are still an
emerging pedagogical and technological measure. As
such, data on the number of badges earned and specific
skill sets tested in North Carolina are currently not
available.

Credentialing Trends
The Alternative Future scenario explores a
future in which employers accept new forms of
credentials, such as micro-credentials, on a
standalone basis.
In many respects the future is now in North
Carolina. At the local school system level there
are system-wide CTE employer advisory
committees and many program areas have
business/ industry advisory groups. For years,

The high school diploma endorsement has
specialized to the point that students can often
align coursework to match career goals.
Especially with Career diploma endorsements,
Career and Technical Education (CTE)
students have the opportunity to take
stackable and stand-alone credentials to
ensure preparedness for both careers and
additional learning opportunities.
Students in North Carolina public schools may
receive one or more endorsements on their
high school diploma. These endorsements
indicate that students have completed specific
course concentrations preparing them to be
ready for college or careers. One of the five
endorsements is a Career Endorsement
indicating completion of a rigorous course of
study that includes a Career Technical
Education concentration and acquisition of a
recognized credential.

The Alternative Future 2 scenario considers
what credentials would be like if advanced
technologies allowed every student experience
to be recorded as a type of a nano-credential.
In the past decade learning has become more
personalized; an individual learning plan for all
students. With advances in skill tracking
computer systems, many schools are using
them to capture formal and informal learning.
Now, LRS-type systems are as common as
chalkboards were in years past. Teachers are
no longer the transmitter of subject content.
Teachers, with LRS feedback data, guide
student learning, checking for demonstrated
mastery at specific student pre-determined
intervals. With mastery instead of seat-time as
the benchmark and individualized learning,
students will move up the competency ladder
at different rates. Depending on the career
field, many students will still be required to
take summative assessments. However, as
the learning has been customized per student,
so will the credentialing tests. If a student has
shown mastery of certain material as
evidenced by the LRS data feedback, the test
will focus on those areas where mastery has
not yet been demonstrated.

Credentialing Trends
As the 21st Century dawned on public
education in North Carolina the movement
towards more personalized had already
begun. Differentiated Instruction is now the
norm in classrooms across the state. Starting
in 2015, students are allowed to demonstrate
mastery of a course’s content, to receive credit
for a course by taking an assessment and
completing an artifact. The North Carolina
Department of Public Instruction introduced
Credit by Demonstrated Mastery (CDM) in
order to ensure students grow optimally in our
public schools and are placed in the most
rigorous course sequence in which they can
be successful. Transitioning away from seat
time, in favor of a structure that creates
flexibility, allows students to progress as they
demonstrate mastery of academic content,
regardless of time, place, or pace of learning.
CDM applies to most CTE courses as well
core subjects.

The Wild Card Scenario imagines a future in
which advancements in mapping and tracking
brain functions in real time have created a new
kind of credential that reveals students’
intellectual abilities and social and emotional
skills. With the capability to harvest massive
amounts of complex data sets, better defined
data driven judgments can be made on how to
construct individual learning plans. Add this
insight with the breakthroughs made in brain
research and educators can determine how
each student actually learns. Educators now
possess the power to analyze a student’s
intellectual abilities and social and emotional
skills, which are now called their “neurofingerprints”. Students work toward mastery of
standardized levels of cognitive, social, and
emotional skills. With mastery achieved their
neuro-finger print becomes a student’s
credential.

Credentialing Trends
As the adage goes, “The best predictor of
future behavior is past behavior.” Historically,
North Carolina has been on the cutting edge
of education for centuries. A future employing
advanced technologies and brain research to
educate youth should prove no different.
Representatives from credentialing partners
such as Microsoft and Certiport have attested
to the fact that the credentialing achievements
of the North Carolina Career and Technical
Education Division are those of a leading
national model. As a national leader in
credentialing the North Carolina CTE Division
will continue to monitor the ebb, flow, and
change of all the dynamic forces that will
impact credentialing parameters.
Instruction and assessments that focus on
providing students with SKILLS on PURPOSE
will continue to be North Carolina’s
credentialing constant and priority.
North Carolina Career and Technical Education is poised with perfect precision and strategic
foresight to remain a national leader in providing the most current and cutting edge credentialing
opportunities for the students of North Carolina. The deck is most surely stacked in their favor.

Program Credential Data
Career & College Promise (“CCP”) is North Carolina’s dual enrollment program for high school
students. This program allows eligible NC high school students to enroll in college classes at
North Carolina community colleges and universities through their high school. Students who
successfully complete college courses earn college credit they can take with them after
graduation. In addition to earning college credit, some CCP college courses provide the
opportunity for students to take credentialing assessments.

LEA NAME
In order to begin gathering CCP credential baseline data and to develop a method for
collecting credentials earned within the NC Community College System structure, local school
districts data input was strictly on a voluntary basis. While the test takers were NC CTE High
School Students, the instruction and certifications earned occurred within the confines of the
community college system. Therefore, the CCP credentials data will stand alone and not be
added to the total NC CTE 2014-2015 Credential Data tally.
