April 1, 2016 To: All Holders of Bid Specification - 16-7120-CP Chillers Replacements From: Diane Pacheco, Purchasing Department Email: Purchasing.info@mcckc.edu Subject: Addendum 2 and Q&A Attached is a new Bid Form The following questions have been posed and are deemed of importance to all parties who have expressed interest in bidding on this project. 1. Q: The Affidavit Compliance with the Prevailing Wage, page 38 states to submit with the bid, that form is usually filled out when one has the project and the project is completed, please advise how you want to proceed with that document? A: Prevailing wage paperwork such as Certified Payroll is filled out during the course of the project. The Affidavit Compliance attests that you routinely comply with Prevailing Wage rules. The Affidavit Compliance form is not a document that must be received at the time of the bid. 2. The bid is to be sent electronically and also hard copy, does the hard copy have to be delivered the same day as the electronic copy or can it come the next day?. A.The hard copy of the bid must be at MCC-AC, 3200 Broadway by the time of the bid opening, April 22, 2016 at 2:00pm. The next day or electronically is acceptable. The electronic copy of the bid document can also be sent at another time such as via email to: (purchasing.info@mcckc.edu) 3. Q: What is the estimated value for the Chiller Replacements? If the vendor is responsible, who will get the salvage value? A: The contractor is responsible for removal and disposal of the old equipment. We have requested bidders give us a dollar amount for the removal of the individual chillers. We would also like you to detail any rebate or discount you would give for the salvage of that item. The revised Bid Form has this change. 5. Q: Are there any FREON issues we should or could consider? A: the contractor is responsible for capturing and disposal of the Freon. MCC requires a report for the volume of Freon and the recycling or disposal. (send a copy to Alan Olson at MCC or submit with paperwork at the end of the project). The Freon could be stored and used in the new equipment. 6. We would like to meet to present our proposed chillers. There are no meetings or conversations during the bid process. We may request presentations after the bids are received. 7. Can we have copies of the last 2 years of utility costs on the chillers? The utility bids are by the locations and not specific to chillers. We may prepare the utility bills for the awardee. 8. Under the Substitutions Section #9 a. lines 1-2, it states “Substitutions prior to bid date: for inclusion of products other than those specified, bidders shall submit a request in writing by noon on April 5, 2016.” We are under the impression in order to get approval ahead of time, we need to prepare our selections and related energy info by the above 4/5/16. Today, we were told otherwise; we could only submit alternates on 4/22/16. Please advise.
