The Regional Forester’s approval authority for the design of all construction, reconstruction, and modifications of drinking water systems is delegated to the Regional Office Director of Engineering. This includes the responsibility to ensure coordination of State review and approval of drinking water systems as necessary. The Director of Engineering may redelegate design authority on a case-by-case basis. Forest Supervisors may submit a written request for delegated authority to the Director of Engineering. The request will identify specific individuals assigned to the design team and their roles and responsibilities. Criteria for evaluating delegated authorities include design team members’ prior experience, education, certifications and/or professional licensing, and the demonstrated ability of the design team to conduct adequate peer review of design work.
