The procedures and responsibilities for the periodic sampling of potable water supplies are as follows: 1. District Ranger. The districts will secure the water samples for the sites prescribed in Exhibit 1. These samples must be taken on a regular basis so that an adequate history of the system can be developed. The proper procedure for the collection of the water sample is outlined in Exhibit II. It is important that each individual doing the sampling be instructed on this procedure. Improper sampling methods can contaminate a water sample and lead to unnecessary work. The district will ship, mail, or handcarry the sample and bacteriological water report form directly to the Laboratory. The district will receive all completed bacteriological water report forms directly from the Laboratory. The districts will be responsible for keeping a complete file on each sampling station. A copy of each sample report will be sent to the Supervisor's Office. Any sample that doesn't conform to State standards will be resampled immediately. If the second sample doesn't conform, the water system will be turned off until the problem is corrected and a conforming sample has been collected. The district should keep an adequate supply of sample bottles on hand at all times. 2. Forest Supervisor. A. The Resource Section will: (1) Receive copies of all bacteriological water reports. a. Record conforming reports and file them. b. Record non-conforming reports and forward to Forest Engineer. (2) Review records of reports to see that the sampling schedule is maintained. Notify Forest Engineer of tests not being taken as scheduled. The Forest Engineer will: (1) Check will districts to make sure rechecks are taken on non-conforming samples. (2) Assist districts in correcting problems on non-conforming systems. (3) Notify districts when sampling schedules are not being maintained. Be cautious in picking site for taking the sample. The site should meet the following conditions: a. Select taps for samples which are served by a distribution water main (rather than a storage tank). b. The sample tap must allow sampling without touching the neck of the sample bottle to the tap (avoid taps close to the ground or bottom of sink). c. Avoid taps which leak around valve stem. d. Remove tap attachments before sampling (e.g. aerators). e. The selected tap should be a cold water tap. An even flow of water should be permitted for two to three minutes prior to sampling. Avoid a splashing flow. f. After removing bottle top, continue to hold the top; do not put it down. Do not touch the inside of the cap. Do not permit the tap to touch the bottle. Do not adjust stream flow during sampling. 2. Use a great deal of care in taking these samples so that results will be erroneous or misleading. Sample bottles as received from the lab are sterile. Do not in any way accidentally contaminate them. Samples will have to be retaken if: a. b. c. d. e. f. Lip of bottle or cap is touched by hands. Open bottle or cap comes within 1½ feet of mouth or nose. Open bottle or cap accidentally dropped. Sneezed while taking sample. Camp has shaken off bottle in transit. Plastic seal in cap appears to be defective. 3. Carry extra bottles in case a sample must be retaken. 4. Send defective bottles back to lab for reuse. Send samples to lab the same day as taken. Do not allow them to sit around for some time before being sent off. 6. Fill out sample forms completely and correctly according to instructions. 7421.24g--4 Procedure 1. Remove bottle from mailing tube without touching lip of bottle or cap. 2. Remove cap but keep both bottle and cap at least 1½ feet away from your mouth or nose. Do not put cap down. Do not touch inside of cap. Do not permit the tap to touch the bottle. Do not adjust flow during sampling. 3. Let water run for 1-2 minutes prior to taking sample. 4. Do not flame the tap before taking sample. 5. Allow the bottle to fill within one inch of the top. 6. Carefully replace and tighten cap. 7. Place back in mailing tube. Place inside ice chest containing ice. (sample must be kept cool or else erroneous results will occur). 8. Fill out form and check for completeness. 9. Place form in mailing tube with writing to the outside so that moisture cannot obscure the writing. 10. Send off promptly. Sample must be at laboratory and analysis started within 30 hours of collection. Enough ice should be packed in ice chest so sample will remain at approximately 4 C.
