WILLIAMS Regional Forester 3 R-6 SUPPLEMENT 7100-96-1 EFFECTIVE 10/9/96 7170 Page 2 of 3 FSM 7100 - ENGINEERING OPERATIONS R-6 SUPPLEMENT 7100-96-1 EFFECTIVE 10/9/96 CHAPTER 7170 - GEOTECHNICAL AND MATERIALS ENGINEERING 7170.4 - Responsibility 1. The Regional Office Director of Engineering has the responsibility for geotechnical engineering requirements for rock material management. To fulfill this responsibility, the Director of Engineering shall: a. Develop appropriate technical direction and guidelines for forest rock material management, investigation requirements, source development and operating plans, site rehabilitation, resource inventory, and documentation procedures. b. Selectively evaluate forest rock material management programs through the Activity Review process. c. Provide consultation, technical assistance, and support services for rock material management. d. Coordinate safety requirements promulgated by Federal and State laws and regulations pertaining to rock material source development. e. Consolidate and report annual rock material reserve and depletion data from individual forest reports. 2. Forest Supervisors shall develop appropriate direction for management of rock material on each forest. The objectives of this management direction are to: a. Provide forest direction for use and administration of the rock material relating to development, implementation, and administration of the rock material resource. b. Establish technical standards of performance required to develop and administer the forest rock material program. c. Adequately assess rock material reserves, monitor utilization rates, and conserve the resource. 3. The forest direction shall provide for the following plan and procedures: a. Forest Rock Material Management Plan. Each forest shall develop a rock material resource plan which provides for acquisition of the following management information. (3) Identification requirements. of present and projected rock material (4) Strategy to meet present and future material requirements. (5) Resource protection and site rehabilitation requirements. b. The forest Rock Material Management Plan shall also emphasize interdisciplinary coordination during program development and review to ensure that the widest range of management factors is considered during planning and utilization of the resource.
