Forest Supervisor shall: 1. 2. 3. Approve necessary SAI plans for S.O. sales. Make an annual review of K-V balances and work remaining to ensure there are sufficient funds to do the work. Return excess funds to the Treasury. Conduct on-the-ground reviews to ensure all projects for which K-V dollars were collected are being accomplished. Accomplish this type of review on at least one district per year. This review will be conducted by an interdisciplinary team. 04.4 – Ranger District Office 04.41 – District Ranger. Review all SAI plans annually. Make any necessary revisions. SAI plans will be developed by an interdisciplinary team. The recommended makeup of this team is Silviculturist, TMA, and Wildlife Biologist. The pertinent NEPA document(s) will be referred to when developing the SAI plan. Include all feasible projects on the SAI plan even if there is insufficient K-V dollars to do all projects. The SAI plan developed at time of sale advertisement shall be considered the original plan. This original plan shall be prepared in FACTS and an appropriate review and approval process shall be maintained. The original SAI plan shall be used at the time of sale award. Any subsequent changes, including for sale overbids, shall be considered a revision. Consult with Forest Supervisor to resolve questions of appropriate use of K-V funds. Establish SAI priorities other than reforestation based upon local needs (see current Forest supplement 2409.19 Chapter 10). Collect K-V funds from timber sale purchaser for all sales under District Ranger authority. Provide Forest Supervisor an annual review of K-V balance showing need compared to the money collected and to be collected. If there are excess funds to needs, recommend to Forest Supervisor that funds be returned to the Treasury. Ensure that all projects on SAI plans which K-V dollars were collected are accomplished within appropriate timeframe.
