CHAPTER 10 - K-V PROJECT PLANNING

11 - DEVELOPMENT OF SALE AREA IMPROVEMENT PLANS.

11.2 - Identification of Resource Improvement Needs and Projects.

11.23 - Recreation Management. Recreation and scenery management related improvement activities identified in a sale area improvement plan must meet the following criteria, in addition to the WO direction:

1. Project activities will be those which increase species variety and health in the foreground and middle ground from anticipated recreation access points and routes.

2. In addition to the work done in item #1, improvements can include creating openings and vistas to expand the visual appeal of the areas within and beyond the harvest unit boundary.

3. The first test of this criteria is to determine whether or not the recreation feature, facility, or opportunity existed before the timber harvest. If it did not preexist, it is inappropriate to include the project in the SAI Plan. If it did pre-exist, it is appropriate to use K-V funds to improve or enhance the recreation feature. The second test is to determine whether or not the prospective project is deemed necessary to mitigate the results of the proposed harvest activities. If that is the case, it is inappropriate to use K-V funds to restore, rehabilitate, replace, or relocate the recreation feature. Such actions should be made part of the timber purchaser's requirements, and/or the pre-sale planning should be modified to protect the recreation resources.

4. The intent is to capitalize on physical and/or biological changes resulting from harvest activities. For instance, openings for landings, temporary roads, etc. might be modified and/or enhanced to capture a recreation opportunity. The intent is not to create an entirely new set of recreation features after the harvest is completed. See #3 above. Also, the proposed recreation features must be consistent with the ROS and VQO established for the harvest area in the forest plan.

13 - APPROPRIATE USE OF K-V FUNDS. All projects, except essential reforestation, must have a benefit cost ratio which exceeds one (1), i.e. 1:1. Projects with a benefit cost ratio of less than 1:1 will be referred to as below cost proposals

(BCP). Any below cost proposal must be approved by the Regional Forester prior to inclusion in a KV collection plan. Requests for approval must include pertinent

NEPA documentation, alternatives to fund the BCP and irretrievable/irreversible consequences of not implementing the BCP using KV funds. The above direction must also be adhered to when considering all modifications to approved KV plans.

13.6 - Priorities for the Use of K-V Funds. For proposed projects that maintain or improve the productivity of existing resources, an economic analysis is required.

Proposed projects that maintain or improve existing resources must have a positive discounted present net value before such projects may be included and approved in a KV collection plan. Funding for all proposed projects that maintain or improve existing resources will be prioritized in descending order of benefits to costs, with those having the highest dollar benefits funded first. Cost and dollar benefits of each project will be included in the TSPIRS economic report in the year the sale is reported harvested.
