CHAPTER 20 – SCALING LOG ACCOUNTABILITY
27.1 - Log Accountability Procedures. The Gifford Pinchot National Forest approved alternate
scaling locations for the measurement of Forest timber removed from the National Forest are
described herein. This policy is written to ensure that the Government receives full value for
timber removed from the Gifford Pinchot National Forest. The Forest Service Representative
(FSR) is responsible for log accountability, including alternate scaling location agreements on
individual sales, and hauling to those sites. The Forest's scaling zone map is located at each
Subunit Office and at the Supervisor's Office.
All timber that requires scaling shall be scaled at the designated site listed in A-14 of the Timber
Sale Contract, unless the FSR has approved an alternate site listed herein. No more than four
scaling locations shall be approved at any one time for a given sale.
Designated A-14 sites must be identified for each sale in accordance with the instructions in FSH
2409.18, R6 Supplement.
1. Alternate Scaling Sites.
Scaling at a location other than the A-14 scaling site is a privilege and not a contractual right or
guarantee. Purchaser's request for scaling sites, other than the one listed in A-14 of the Timber
Sale Contract, need to be in writing to the FSR. The FSR shall review the request and, if
approved, shall prepare an Alternate Scaling Site Agreement for the Purchaser's signature. The
Alternate Scaling Agreement is specific for the sale involved and is not the same as the Yard or
Truck Ramp Agreement. Use of the "29 form" is only to authorize the TPSO to scale National
Forest products and to notify them of the location(s). Whereas, the alternate scale agreement is
between the purchaser and Forest Service on accountability measures to be taken because the
scale location is different than anticipated when the contract was formed. The agreement should
specifically identify those items that will assure that products removed from the sale area are
paid for. Below is a list of items that should be in such an agreement:
a. What will be done to maintain or enhance accountability of products over A14.
b. Location of remote check scales. If remote check scaling is not available for that
location, then the alternate scale location shall not be approved.
c. Arrangements for Forest Service personnel to have access to any unscaled loads at
any time.
d. Cost to be charged for administering the alternate scale site agreement, if needed.
e. The time the load leaves the landing shall be recorded in the Load Receipt book and
on the matching tickets.
f. All loads will be scaled the same day as hauled.

g. If product removal permit is mispunched, and "recognized prior to the truck leaving
sale area," the purchaser will void the mispunched ticket, and issue a new ticket.
Prior to the beginning of the next day's haul, the purchaser will notify the
F.S.R./S.A. of the error and determine what further action needs to be taken. *
h. In the event of emergencies or breakdowns, the timeliness and method of notification
the purchaser will use to notify the FSR.
Note: Overnight parking areas will not be routinely approved. It is Gifford Pinchot Forest
policy that all loads hauled under an alternate scaling agreement will be scaled the same day as
removed from the sale area, unless a true breakdown or emergency has occurred that prevents
scaling, at which point the FSR will agree with the PR, or instruct the PR on where the load will
be parked and what additional security measures are to be taken.
i. Any other conditions the Contracting Officer feels is necessary to maintain
accountability equal to A14.
Note: When any scale site is approved, the FSR and the scale site must have a Scaling
Authorization form (R6-FS-2400-29), stamped received by the TPSO, prior to allowing haul to
the site.
A purchaser's request for an intermittent scaling service shall not be approved.Forest Service
Representatives have the authority to approve alternate scaling at the following sites, subject to
the previous agreement. Other scaling locations shall be denied or recommended to the Forest
Contracting Officer to be approved.
