6701 – AUTHORITY

6702 – OBJECTIVE
1. Maintain a professional program for safe use of chain saws and crosscut saws
consistent throughout the region.
2. To protect employees and volunteers from death and serious injury resulting from the
inherent risks involving crosscut and chain saw operations.
3. To provide employees and volunteers formalized training and certification prior to the
use of crosscut and chain saws for the Rocky Mountain Region.
4. To ensure employees and volunteers are provided with required and approved
personal protective equipment and saws to perform assigned duties safely.
6703 – POLICY
5. Provide standardized, approved training and certification for employees and
volunteers assigned to the potential high-risk task of cutting material with a crosscut or chain
saw.
6. Field units may develop directive supplements to accommodate unique local
organizational needs but must ensure consistency with the minimum training and certification
standards prescribed in this supplement.
7. Crosscut and chain saw operations shall only be conducted by personnel who have
successfully completed S-212 Wildland Fire Chain Saw training or the 2001 edition or later
Missoula Technology and Development Center Chain Saw and Crosscut Saw training course.
8. All sawyers in the Rocky Mountain Region must complete a formal, written saw field
evaluation process. All training or certification obtained by employees prior to assignment to the
Rocky Mountain Region must be reviewed, verified, and approved by the applicable program
manager.
6704.5 – Safety and Occupational Health Program Manager
10. The Regional Safety and Health Program Manager for the Rocky Mountain Region
provides leadership, administrative support, and occupational safety and health oversight of the
regional chain saw and crosscut training and certification program.

11. Forest Occupational Safety and Health Program Managers are responsible for
providing administrative support and management direction to Program Managers. Other duties
include:
a. Provide the forest-wide program monitoring report annually, or as needed, to the
Forest Supervisor and Forest leadership team.
b. Guide, counsel, and assist the line officers, unit managers, and staff officers in
implementing this policy.
c. Investigate all reported sawyer incidents/accidents.
d. Meet annually with Forest Chain Saw Program Manager(s) and District/unit lead
instructors to evaluate and ensure effective program delivery.
6704.7 - Regional Foresters, Station Directors, and Area Director
4. The Deputy Regional Forester for Operations has overall responsibility for the Rocky
Mountain Region chain saw and crosscut training and certification program consistent with
current national policy and FSH 6709.11 direction.
5. The Deputy Regional Forester shall appoint a Regional Chain Saw and Crosscut
Program Manager who is responsible for the tactical coordination, management, and
implementation of the program.
6704.8 – Forest Supervisors
1. In addition to other safety programs the Forest Supervisors have authority to
implement and administer the Regional crosscut/chain saw program at each Forest.
2. Forest Supervisor shall appoint Chain Saw Program Managers based on Ranger, Unit
Manager, Staff Officer, and Forest Safety Officer recommendations.
3. District Rangers have the authority and responsibility to implement and administer the
program direction set forth in this policy at the local unit level. Responsibilities include:
a. Ensure employees have the foundational skill, knowledge, training, and the
supervision needed to safely meet the duties assigned.
b. Support sawyer training/certification on the District based on program of work,
staff recommendations, and individual employee’s experience, performance, and
skills.
c. Annually review and evaluate the District’s training and certification program.
d. Appoint a unit lead instructor(s) as needed.
