R1 SUPPLEMENT 6700-2006-1 EFFECTIVE DATE: 03/09/06 DURATION: This supplement is effective until superseded or removed. 6700_zero_code Page 2 of 3 FSM 6700 – SAFETY AND HEALTH PROGRAM CHAPTER – ZERO CODE 6703 – POLICY The overall Safety and Health Program shall include the Forest Service Safety and Health Program. The Region 1 Safety and Health Program is established in FSM 6700, FSH 6709.11 and FSH 6709.12. FSH 6709.11, Forest Service Health and Safety Code Handbook is designed for field activities and is the parent document for field projects and work activities. National Forests and Dakota Prairie Grasslands. National Forests and Dakota Prairie Grasslands shall comply with National and Regional Forest Service Safety and Health Programs. Forests and Grasslands shall develop programs as necessary to comply with laws and regulations. As a minimum, Forest and Grasslands programs shall include: a. Assignment of safety and health responsibilities to specific individual(s) as identified in 29 CFR Part 1960, such as, Forest and Grasslands Safety and Health Managers. b. Specific instructions relative to emergency procedures to be followed in the event of accident or illness, occupant emergency plans, workplace security, and workplace violence. Forests and Grasslands may also add local search and rescue plans as an appendix to their plans. c. The identification of special safety and health hazards and problems unique to the Forest or Grasslands, including accident and illness prevention techniques or procedures for reducing or eliminating them. This will be accomplished by using the Health and Safety Code Handbook (FSH 6909.11) and Job Hazard Analysis (JHA). d. Conduct a quarterly review of all accidents and injuries on the Forests, Districts and Grasslands and develop appropriate corrective actions, as necessary. Forest and Dakota Prairie Grasslands Supervisors and Regional Directors. Forest and Dakota Prairie Grasslands Supervisors and Regional Directors are responsible for ensuring Job Hazard Analyses (JHAs) are prepared as required prior to any field projects or work activities, and ensuring JHAs are reviewed and updated as a minimum on an annual basis, when changes dictate, when conditions warrant, and when employees and/or supervisor recommends. Regional Directors are responsible for integrating safety and health requirements into all programs and functional activities which they coordinate. Ensure supervisors inform employees of safety and health hazards associated with their jobs or workplaces. Personal Protective Equipment. All employees are required to provide sturdy high top, nonskid lace-up boots; snugfitting clothing; cuffless, snag- and tear-resistant trousers; gloves, and long-sleeved shirts when performing fieldwork. These items of clothing are considered normal, prudent fieldwork attire. 6704 - RESPONSIBILITY 6704.3 – Deputy Regional Forester This official is the designated agency safety and health official and is responsible for overall administration of the Regional Safety and Health Program.
