The Deputy Regional Forester of Operations assigns records program to the Director of Information Resources Management, who delegates program management to the Regional Records Officer. The Director of Acquisition Management is responsible for ensuring that a secure place is provided for the physical privacy of stored records in the Region. The Regional Records Officer is responsible for records management duties per FSM 6230, FSM 6270, and FSH 6209.11, FSH 6209.13. Responsibility also includes records management duties in emerging information technology, such as databases and other repositories of intellectual capital. Staffs are responsible for timely disposition of their records. 1. Forest Supervisors. Forest Supervisors are responsible for management of forest records and correspondence programs, and must delegate appropriate responsibilities to Forest Records Officers. Forest Records Officers are responsible for: a. Forest management of records programs, including records creation, maintenance and disposition (FSM 6230, 6270, FSH 6209.11). b. Training forest personnel annually in the latest records programs developments. c. Coordinating records tasks with Forest FOIA/PA Officers (FSM 6270, FSH 6209.13). 6230.5 – DEFINITIONS. Intellectual Capital. Intellectual capital is comprised of intangible assets including employee knowledge and education, research, and application of historical facts. Intellectual capital products are derived from: research publications, the Directive System, FOIA/PA programs, records programs, Office of Federal Register program, staff and public files, webpages, videos, photos, art work, databases, e-mail, and new product types and formats that emerge from information technology regardless of physical form or characteristics. Knowledge Management. Knowledge management involves the business value of information and the processes for making information available and useful for decision-makers. Knowledge management is collaboration powered by technology. Collaboration involves sharing knowledge, and technology provides the means to add value to knowledge management. The knowledge process is different in every organization, shaped by its core competencies and business goals. There are many types of knowledge – such as – explicit, tacit, cultural – and each plays a distinct role in every organization’s management of knowledge.
