Follow the steps outlined below prior to filling any permanent or term positions or proposing any changes to the Coconino National Forest’s organizational chart (e.g., upgrades). Creating a new position, changing an existing position, or filling an existing vacant position: 1. Provide an opportunity for Coconino Leadership Team (CLT) input (minimum 2 weeks) on proposed new positions by sending the Coconino Request for Personnel Action Form to the CLT describing the following: a. If a new position is proposed, explain the reasons for needing to add to the organization. If a modification to an existing position is proposed, explain the reasons for wanting to modify an existing position. b. Assess if the work can be done another way (by sharing skills with adjacent Forests, using term position, details, contracting, etc.). c. Address how the position will be funded (including transfer of station costs) and impacts on existing positions. 2. Provide concerns raised by CLT members to the Forest Supervisor. If serious concerns emerge, discussion and decision to fill, or not fill, may take place at a CLT meeting. 3. The Line/Staff Officer will provide the required notification to the Union with a courtesy copy to the Administrative Officer. This is not required for the following existing fire positions: Engine Captain, Assistant Engine Captain, Engine Operator, Hotshot Superintendent, Assistant Hotshot Superintendent, Hotshot Squad Leader, and Senior firefighter. These can be filled when they become vacant after checking with the Forest Fire Staff to ensure funding is available for the salary and TOS. In accordance with Article 16 of the Master Agreement between the Forest Service and National Federation of Federal Employees: Management recognizes the benefit to promoting from within the Bargaining Unit whenever appropriate. Selection officials will consider the rated and ranked list of internal applicants concurrently with external applicants.
