5121.2 – This supplement changes date that Fire Management Plan must be submitted to
Director, Fire, Aviation and Air Management to April 1 annually.
5126.1 - Adds requirements to attain core competencies for line officers and adds the
requirement for Fire Program Management training for Forest Fire Staffs and Forest Fire
Management Officers to comply with the Hazard Abatement Items of the South Canyon,
Thirtymile and Cramer wildland fires.

5121.13 - Preparedness Actions
Forest Supervisors shall conduct fire preparedness reviews on each District by July 15, annually.
The Regional Fire Staff shall assist in preparedness checks if requested by the Forest. Document
preparedness reviews and submit a copy of review to the Regional Director, Fire, Aviation and
Air Management.
Regional Foresters will schedule preparedness visits annually to selected Forests on a rotating
basis.
5121.2 - Fire Management Plan
Forest Supervisors are responsible for preparing a Fire Management Plan. This plan is the
vehicle for implementing Forest Land and Resource Management Plans (LRMP) direction.
Update Fire Management Plans annually to reflect current LRMP Plan direction and the latest
National direction and terminology. Submit updated Fire Management Plan to Director, Fire,
Aviation and Air Management by April 1 annually.
5125 - FIRE WEATHER FORECASTING AND MONITORING
5125.1 - Fire Weather Stations
Forest Supervisors shall maintain and operate fire weather stations in accordance with
Geographic Area plans and operating guides.
5126 - PREPAREDNESS TRAINING AND QUALIFICATIONS
5126.04a - Field Units
Forest Supervisors are responsible for completing a training needs assessment and training
program in cooperation with other agencies and cooperators.
5126.1 – Minimum Training Requirements
Line officers that have fire program management responsibilities shall have or attain the
following Training and Core Competencies within two years of their appointment:
1. Attend a regional or national Fire Management for Agency Administrators training.
2. Demonstrate experience as an Agency Administrator or complete a shadow
assignment with a fully qualified Agency Administrator on a wildland fire.

3. Receive training or experience in Wildland Fire Situation Analysis and Wildland Fire
Implementation Plan development.
4. Provide a Delegation of Authority to an Incident Commander.
Line officers that have not attained these core competencies may not serve as Agency
Administrators for wildland fire incidents.
Forest Fire Staff Officers, Forest Fire Management Officers and Forest Fire Program Managers
should attend the training Fire Program Management as soon as practical and shall attend the
training within two years of their appointment.
