As per FSM, R3 Supplement No. 47,December 1970 Forest Officers must take special care to insure that each unit of motorized equipment used on National Forest Land meets requirements for fire safety and that equipment owners and operations take precautions toprevent fires. It is important that we set a good example for the public and forest users. Forest Officers in charge will inspect Forest Service and other Federal vehicles and equipment, including GSA and keased items, as presctibed in 5113.3--1 and 5513.3--2, No 6. record of this inspection need be made on form R3 5100--4; however, the appropriate sticker will be displayed. TITLE 5100 - FIRE MANAGEMENT CHAPTER 5140 -PRESCRIBED FIRE 5140.2 - Objective. To insure that all prescribed burning in the Forest is being conducted in a consistent manner in terms of planning, approval, and personnel qualifications. 5140.3 - Policy. Regional policy in FSM 5140, R-3 Supplement 158, will be followed. 5140.4 - Responsibility. I District Rangers ai!e delegated the authority to approve prescribed burn plans far intermediate and basic burns. A copy of all prescribed burn plans will be submitted to the Supervisor's Office. Complex burns will be reviewed and approved by the Forest Supervisor. Categories of complexity are defined in FSM 5140, R-3 Supplement 158. 2. Approval of the prescribed burning plans shall constitute approval of skill, knowledge levels, personal. qualifications, and physical requirements of individuals involved with the prescribed burn. District Rangers have the option of submitting all burn plans for review by the Forest Supervisor before approving. 3.Section B and C, burn objectives and speciai considerations, mustbe given, enough attention and specificity to insure that coordination with all functions have been accomplished and appropriate complete objectives obtainable for all functions are documented. 4.District Rangers are delegated the authority the certify skill knowledge levels of District personnel for intermediate and basic Level burns. District Rangers shall document the skill/knowledge levels, of District personnel for complex burns and recommend certification by the Forest Supervisor. Forms R-3 FS-5100-a and b will be used as certification documents. Certification documents will be part of all burning plans. TITLE 5100 - FIRE MANAGEMENT 5142 - PRESCRIBED FIRE REQUIREMENTS 1. Air Quality. A State burning permit will be requested from the New Mexico Environmental Improvement Division-Air Quality Bureau annually. By April 1 annually. Districts will submit the following information to the Supervisor's Office. This includes any prescribed burn that will take place within the Forest boundary including contractors, cooperators, etc. a.Name of burn.Approximate dates the burn will start.Legal Description b.Approximate dates the burn will start. c..Legal Description. d.Location of burn area on 7.5 minute quad with name of burn on upper right-hand corner. e.Approximate elevations involved. f.Aspect of silopes invoived. g.Description of fuels. h.Prescribed conditions for the fire. Districts will notify the Forest Dispatcher 24 hours in advance of burning operations. The Dispatcher notify the New Mexico Environmental Improvement Division.
