ELIZABETH ESTILL Regional Forester New (Number of Pages) 4 R2 SUPPLEMENT 3000-92-1 EFFECTIVE 10/31/92 3000 Zero Code Page 2 of 4 CHAPTER 3070 - EXTERNAL COORDINATION REGION 2 AND REGION 4 MEMORANDUM OF UNDERSTANDING FOR FEDERALLY FINANCED STATE AND PRIVATE COOPERATIVE PROGRAMS IN THE STATE OF WYOMING I. General Principles A. This memorandum provides for the administrative responsibilities and correlation of work between the two Regions in the administration of the cooperative programs within the Region 4 area of the State of Wyoming. It is intended to reduce to a minimum the impact on the time of the State Forester and his staff, due to State and private lands being in two Regions. B. Except as noted in specific instances contained in this memorandum, Region 2 will: 1. Have full responsibility for regular Federally financed State and private cooperative program administration - including financial planning, audit, and inspection. 2. Process all program and project correspondence with the Chief. 3. Assemble and submit Statewide statistical and other information requested by the Chief. When information is needed from the National Forests in Region 4, this material will be obtained through the Regional Forester, Region 4. Make available to Region 4 a copy of an correspondence, financial plans, reports, or other correspondence, financial plans, reports, or other material which includes cooperative program activities on State and private lands within the Region 4 area. 4. Arrange for Region 4 participation, to the extent possible and practicable, when cooperative program review involves State and private lands within the Region 4 area. 5. Have responsibility of State-level cooperation program contacts and representation on groups that are Statewide in nature. 6. Provide principal advisor to Federal Disaster Assistance Administration in fire incidents under P.L. 93-288. In major disasters declared by the President, cooperation with FDAA will remain with the concerned Region. C. Changes, mutually agreeable to both Regional Foresters, may be made at any time. II.Additional Points of Agreement for Specific Cooperative Programs A. Agriculture Conservation Program (ACP) Region 2 will provide Forest Service representation on the State Agriculture Conservation Program Development Group. Participation in County Committee ACP activities in Region 4 will be responsibility of Region 4. B. Rural Development Program (RD) 1. Forest Supervisors in Wyoming are responsible for identifying those Forest Service personnel who are members of county and/or Regional rural development committees. State rural development committee information will be sent to all county and/or Regional representatives through their respective Forest Supervisors. 2. Region 2 and Region 4 representatives on county and/or District committees in Wyoming will prepare necessary reports, through their respective Forest Supervisors. C. Conservation Districts (CD) Participation in local CD activities will be the responsibility of the appropriate Forest Supervisors. Their participation will be in accordance with the January 14, 1975, Memorandum of Understanding developed in consultation with the National Association of Conservation Districts. D. Cooperative Fire Control (C-M-2) (RCEP) Region 2 will arrange for participation by Region 4 in the Fire Protection Analysis work in the Region 4 area. E. Cooperative Small Watershed Program (P.L. 566) Region 4 will be responsible for contacting the State Forester concerning participation in and subsequent development of work plans in the Region 4 area of Wyoming. F. Pest Control Program Within the Region 4 portion of Wyoming, Region 4 will provide leadership, guidance, technical assistance, and liaison directly with the State, as established in FSM 3400. G. Resource Conservation and Development Projects (RC&D) R2 SUPPLEMENT 3000-92-1 EFFECTIVE 10/31/92 3000 Zero Code Page 4 of 4 Where RC&S projects are initiated that include lands in Region 4, there will be close correlation between the Regions, and responsibilities, including those of the Regions, and responsibilities, including those of the Forest Supervisors, will be worked out on a case-by-case basis between the two Staff Directors for Area Planning and Development and the appropriate Forest Supervisors. H. Cooperative Area Planning Area Planning Guides, National Forest Management Act, and Resources Planning Act Assessment and Program activities will be coordinated between Research, S&PF, and NFS in both Regions per current "State Representative" arrangements.
