R-10 SUPPLEMENT CHUGACH 2700-2013-1 EFFECTIVE DATE: 12/23/2013 DURATION: This supplement is effective until superseded or removed. 2700_Zero_Code Page 2 of 2 FSM 2700 – SPECIAL USES MANAGEMENT CHAPTER 2700 - ZERO CODE 2704.34 – District Rangers Except as provided in section FSM 2704.32, FSM 2704.33, and FSM 2704.34, and consistent with the parent text, District Rangers may issue special-use authorizations for the following types of uses as delegated by the Forest Supervisor: 1. Uses of a short-term nature (occupancy not to exceed five years), having no known or identified significant environmental impacts. 2. Standardized authorizations for uses having no known or identified significant environmental impacts for: a. Uses approved in the forest land and resource management plan. b. Communication uses on a designated site with an approved communication site plan. c. Ten-year permits for outfitting and guiding. Issue inter-district special-use authorizations, using the lead District approach, when the authorization is at the District level and when all District Rangers concur. The lead District will normally be the unit where the applicant is headquartered or the unit where the majority of the permit use is scheduled to occur. 3. When issuing permits in the Nellie Juan-College Fiord Wilderness Study Area (WSA), consult direction in R10 Supplement to FSM 2320. In the environmental analysis, consider impacts from the proposed use to wilderness character of the affected area, and potential for inclusion into the National Wilderness Preservation System. Identify appropriate design features and mitigation measures to maintain wilderness character and potential for inclusion into the National Wilderness Preservation System. District Rangers do not have the authority to authorize uses in the WSA that are prohibited by section 4(c) of the Wilderness Act. A minimum requirements analysis will be conducted when considering prohibited uses, and approval must be given by the appropriate authorized officer prior to issuance of an authorization within the WSA. See FSM 2320, and R10 Supplement to FSM 2320. 4. Consult current agency direction when considering issuing a permit within a roadless area.
