2710.44 - Authority Delegated to Forest Supervisors. Each District Ranger of the Tonto
National Forest is hereby authorized to issue Special Use Permits within his/her district's
boundary, and to approve the corresponding National Environmental Policy Act documentation
(where needed) for the following types of activities and uses:
1. RECREATION USE (2721)
a. Appropriate uses of recreation residence (123) when located within one of the
following designated Summer Homes Areas: Pinal Mountain, Crabtree Wash, Camp
Creek (upper and lower), Ellison Creek, Diamond Point, and Thompson Draw.
Excluded from this delegation are cases where the living (heated) space would be
increased.
b. Appropriate uses of temporary nature (one year or less). Excluded from this
delegation are activities that would involve:
(1) Off-road land travel by motor vehicles.
(2) Use by groups of 200 or more people for land-based activities, or use by
groups of 500 or more people for reservoir/lake-based activities.
(3) Use of any Wilderness by a group or more than 25 people at one time.
2. AGRICULTURE (2722)
a. Appropriate apiary-type uses (214) for a period not to exceed five years.
b. Appropriate uses of a temporary nature (one year or less) by all other use codes.
3. COMMUNITY AND PUBLIC INFORMATION (2723)
a. Appropriate uses of a temporary nature (one year or less) for Group Events for
Public Expression of Views ( 311), Native American Traditional Religious Activity
(312), and Other Religious Meeting (313). Excluded from this delegation are:
(1) Use by groups of 200 or more people.
(2) Activities that would exceed the Forest stay limit of 14 days, or
(3) Use of any Wilderness by a group of more than 25 people at one time.
b. Appropriate uses of temporary (one year or less) nature for signs (333), after prior
consultation with the Forest Landscape Architect and Sign Coordinator.

Appropriate uses of a temporary nature (one year or less) for all use codes within this
category. Excluded from this delegation are activities that would involve:
a. Designated Wilderness Areas
b. 1906 Act Permits (441)
c. Nondisturbing Use Permits (442)
d. Disturbing Use Permits (443)
6. INDUSTRY (2725)
Appropriate uses of a temporary nature (one year or less) for all use codes within this
category, except Processing Plants (531)
7. TRANSPORTATION (2727)
Appropriate uses of a temporary nature (one year or less) for the following activities:
a. Helicopter landing site (715)
b. Mooring point (721)
c. Boat dock (722)
d. FLPMA permit (753)
e. Conveyor (771)
Excluded from this delegation are activities that would involve:
a. Designated Wilderness Areas
b. Construction or reconstruction of roads
8. COMMUNICATIONS (2728)
a. Appropriate uses of communications installations when located within a
designated Electronics Site.

c. Appropriate activities as delegated under the Arizona Public Service Company's
Master Special Use Permit, dated May 25, 1976. Excluded from this delegation are
activities where the proposed project would exceed the intent of the Master Permit
due to major multiple-use complexities or impacts, and/or due to the size or nature of
the proposal.
d. Appropriate uses of a temporary nature (one year or less) for the following
activities: Resource Monitoring Sites (814), Telephone lines (821), and other
Communication Improvements (831).
