TITLE 2600 - WILDLIFE MANAGEMENT 6/64 R-1 SUPPLEMENT 62 ZERO CODE 2603 - POLICY. National Forests in Region 1 make a major contribution to fishery resources in Idaho, Montana, and North Dakota. The contribution is direct in terms of onsite fish habitat, and indirect in terms of supplying high quality water to fish habitat downstream. Goals for managing fish habitat in the Northern Region National Forests are: 1. Protect the existing habitat from degradation. 2. Restore areas in which existing habitat has been degraded as a result of management activities. 3. Enhance, where feasible, areas in which natural forces and development projects have caused habitat degradation. 2606.11 - Range Management. (See FSM 2203.3) Where there is a direct known competition for forage between domestic stock and big game, the objective will be to arrive at a reasonable balance by cooperation with the States and permittees. If the area of conflict is a major portion of the game winter range, big game may be allotted the major share of the forage. If the area is primary cattle range and not a large factor in the winter game range, cattle use may be favored. Under some conditions, it may be desirable to allocate forage on a 50-50 basis. Forage allocations in any case will be within the limits of proper use of key forage plants.
