Consult with each State that has FSM 2580.12 delegated authority for the prevention of significant deterioration of air quality (PSD), visibility, air quality maintenance plan requirements and non-attainment responsibility. Forest Land Managers have an FSM 2580.12 affirmative responsibility to protect AQRV's on any lands managed by them within a class I area.
