2310.4 - Responsibilities and Delegations. See Regional Supplements to FSM 7310.41 Responsibility, and 7310.42 - Delegations, for responsibility for designs and related activity in
the fields of architecture and structural, electrical, mechanical, and sanitary engineering.
2314.34 - Preparation and Review of Programs. Each Forest Supervisor is responsible for
developing a Recreation Construction Project list which will form the basis for the Regional
Program. This list of projects will reflect current Forest Plan and RPA direction, and should be
developed for at least a 3-year period. However, it is not realistic to expect funding beyond the
top one or two projects.
A list of projects, from the Forest's previous year's request, will be sent to the Forest Supervisors
annually showing projects not yet funded. Forest Supervisors will update this list and return it
to the RO, Director, Recreation of Wilderness and Lands, by November 1.
The Recreation Construction Project (ADP printout) list will include the following (see Exhibit I):

For each project shown on the listing, the Forest Supervisor shall submit a detailed Project

Regional emphasis, RPA, etc.
Forest Supervisors should also consider funding needed to phase out unneeded developments. It
may not be economically practical to continue operating certain developed recreation sites in
view of budget. Forest Supervisors should consider replacing flush toilets with pit or vault
toilets, capping wells, or removing facilities and closing sites. Such projects will entail costs
and will receive high Regional priority.
All recreation construction owrk must be coordinated with Engineering for the planned FR&T
needs. Surfacing, spur improvement, and road relocation are important items in existing sites
and often overlooked.
Combine small projects to form a minimum "project" of $25 M. Projects included will be
detailed in the Description and Justification Statement.
