TITLE 2300 - RECREATION MANAGEMENT 4/84 R-1 SUPPLEMENT 82 CHAPTER 2310 - PLANNING AND DATA MANAGEMENT 2310.4 - Responsibilities and Delegations. See Regional Supplements to FSM 7310.41 Responsibility, and 7310.42 - Delegations, for responsibility for designs and related activity in the fields of architecture and structural, electrical, mechanical, and sanitary engineering. 2314.34 - Preparation and Review of Programs. Each Forest Supervisor is responsible for developing a Recreation Construction Project list which will form the basis for the Regional Program. This list of projects will reflect current Forest Plan and RPA direction, and should be developed for at least a 3-year period. However, it is not realistic to expect funding beyond the top one or two projects. A list of projects, from the Forest's previous year's request, will be sent to the Forest Supervisors annually showing projects not yet funded. Forest Supervisors will update this list and return it to the RO, Director, Recreation of Wilderness and Lands, by November 1. The Recreation Construction Project (ADP printout) list will include the following (see Exhibit I): Item Description ADP Code 1. Regional priority. (RP) 2. Fiscal year when the project is planned. (FY) 3. RIM number. (RIM N) 4. Project name and kind of development. (RIM N) (Project name) 5. Type of construction; i.e., (C): a. Rehabilitation b. Expansion c. New construction (R) (E) (N) 6. Development scale. (S) 7. Existing PAOT's. (EP) 8. New PAOT's (after expansion or proposed for new developments). (NP) 9. Fee area (F): a. Existing charge site b. Not a charge site c. Proposed charge site (Y) (N) (P) TITLE 2300 - RECREATION MANAGEMENT 10. Design and narrative, approved, yes or no. (See FSM 2330.43.) (D & N) 11. Year design and narrative approved (YR) 12. Forest priority (FP) 13. Recreation construction cost (M$REC) 14. Forest road and trail cost (M$R&T) 15. RO project file number (assigned by RO) 16. Cost per PAOT = Rec. $ + FR&T $ : Esisting PAOT's + Proposed PAOT's) (NO) (COST PER PAO) For each project shown on the listing, the Forest Supervisor shall submit a detailed Project Description and Justification Statement following the format shown in Exhibits II and IIa. Determination of Regional priorities for recreation construction projects will be based on the following: 1. Priority I - Rehabilitation Selection Criteria: a. b. c. d. Charge sites Cost/benefit Narrative description Regional perspective 2. Priority II - Expansion of Existing Development Selection Criteria: a. b. c. d. e. f. g. h. Charge sites Cost/benefit Identify need to fill gap between predicted need and present use Opportunity for private development Destination sites v. day use Narrative description Project design and narrative Regional perspective 4/84 R-1 SUPPLEMENT 82 TITLE 2300 - RECREATION MANAGEMENT 3. Priority III - New Site Construction Selection Criteria: a. b. c. d. e. f. g. h. Proposed charge site Proposed PAOT/Cost benefit Identify need to fill gap between predicted need and present use Opportunity for private development Destination sites v. day use Narrative description Project design Regional emphasis, RPA, etc. Forest Supervisors should also consider funding needed to phase out unneeded developments. It may not be economically practical to continue operating certain developed recreation sites in view of budget. Forest Supervisors should consider replacing flush toilets with pit or vault toilets, capping wells, or removing facilities and closing sites. Such projects will entail costs and will receive high Regional priority. All recreation construction owrk must be coordinated with Engineering for the planned FR&T needs. Surfacing, spur improvement, and road relocation are important items in existing sites and often overlooked. Combine small projects to form a minimum "project" of $25 M. Projects included will be detailed in the Description and Justification Statement. SEE EXHIBIT I, II AND III IN PAPER COPY. 4/84 R-1 SUPPLEMENT 82
