CHAPTER 30 – GRAZING AND LIVESTOCK PERMIT SYSTEM
2204.3 – Forest Supervisors
The Forest Supervisor has been delegated responsibility and authority to approve grazing applications,
permits, plans and related modifications as indicated by Regional Supplement to this Chapter. District
Rangers are delegated responsibilities and authorities as indicated below.

Program Management and Responsibilities
The Resource Specialist assigned to Range Management is responsible for:
1. Program management and direction.
2. Interpretation of laws, regulation and policy as needed.
3. Training coordination.
4. Review of Supervisor authority new permits and modifications for compliance with laws,
regulations and policy.
5. Permit issuance and modifications
6. Non-use authorizations
7. Administration and coordination of data for the I-Web Range Module.
8. Maintenance of grazing permit files.
9. Providing technical assistance to Districts.

CHAPTER – ZERO CODE
2230 – Permit Preparation
Steps in processing a new Grazing Permit:
1. Pre-application consultation between district and prospective applicant. Discuss proposed use
and conformity with Forest Plan standards, laws, regulations and policy.
2. Proponent submits a completed application (FS-2200-16). District will assist applicant as
needed, but applicant has the primary responsibility for preparing the application.
3. District completes application in Section B. If the request is for Term Use (10 years), District
Ranger recommends approval in item 1. (Forest Supervisor approves.)
4. District prepares the Term Permit and submits along with completed application to the Forest
Supervisor for review and approval.
5. Permit is forwarded to permittee for signature. Permit is returned to SO for Forest Supervisor
signature.
6. Issuing district forwards signed permits to permittee and administers permit.
The process above represents a Forest Supervisor authority permit; Districts should follow the same
procedure (with minor adjustments) for District Ranger authority permits.
