PAYETTE NATIONAL FOREST SUPPLEMENT EFFECTIVE DATE: DURATION: This supplement is effective until superseded or removed. r4_payette_1830 Page 2 of 2 FSM 1800 – SENIOR, YOUTH AND VOLUNTEER PROGRAMS CHAPTER 30 – VOLUNTEERS PROGRAM 1833.1 - The Forest Senior, Youth, and Volunteer Program Manager of the Public Services Branch is the Volunteer Program Coordinator. Per authority 1830.43, R-4 supplement 1800-92-1, effective 7/22/92 (now superseded by r4_1800_2003-1 effective 3/07/2003), District Rangers and Staff Officers, have authority to sign volunteer agreements (Form FS-1800-7, Agreement for Individual Voluntary Services, or Form FS-1800-8, Agreement for Sponsored Voluntary Service). Send a copy of the signed FS-1800-7 or FS-1800-8 to the Volunteer Program Coordinator in the Supervisor’s Office. Upon completion, record accomplishment section on back of form to be used in preparing the Annual Volunteer Accomplishment Report. Forms will be specific as to the description of the work being performed and include any additional information pertaining to the individual agreement (i.e., hours of work, duration of work, driving requirements, working independently or supervised, working conditions). This can be a very important form of communication for the volunteer(s). If a volunteer uses personal property, equipment, etc. for their services and liability may be an issue, write into the Volunteer Agreement that they will use and be the sole operator of their equipment/property, etc. and the USDA/FS is not responsible for damage due to their negligence. Use of liability terms will be at the discretion of the approving officer. Equipment Rental Agreements can also be used if value and/or risk may warrant it. The Volunteer Agreement will specify what compensation, if any, the volunteer will receive. Compensation will be based on a cost analysis of reasonable out of pocket expenses for food, mileage, and incidental expenses. Reimbursement for mileage should be documented in the agreement. (i.e., mileage from residence to duty station and return, not to exceed --- miles @ $0.00). The Volunteer Agreement will not be used to circumvent any other regulated process.
