CHARTER AND OBJECTIVES A. CHARTER The Santa Fe National Forest Civil Rights Action Group (hereafter referred to in this document as the CRAG) is authorized to organize and function in accordance with the provisions of the Department of Agriculture EEO policies and procedures. In additions to the EEO requirements, the CRAG will assist the Forest Supervisor and Management Team on the Forest-wide implementation of the Department of Agriculture's Civil Rights Policy, and the Workforce Affirmative Action Employment Plan. Within the Forest, the CRAG will function under the overall leadership, direction and guidance of the Forest Supervisor, designated as the Assistant Deputy Equal Employment Opportunity Officer for the Santa Fe National Forest, and the specific direction of the Civil Rights Staff Officer. In fulfilling its role, the CRAG will make such recommendations and suggestions regarding Civil Rights and Excellence within the Forest as it feels appropriate and necessary. The CRAG will also be proactive inn promoting ideas to improve work environment, morale, and employee well-being. The CRAG will assist with project implementation related to Forest multi-culturalism and caring for our own employees, and will promote trust, respect, professionalism, and unity in a diverse workforce. The CRAG will be representative of a cross-section of the Santa Fe National Forest employees and will represent a range of grade levels. The CRAG will be charged with fostering positive communication and ideas among all employees. B. Objectives The objectives of the CRAG will be the following: 1. Disseminate information, monitor activities, and promote the Civil Rights Program and employee successes. 2. Create a forum of employees to bring positive ideas and suggestions for improvements in em-ployee well-being and morale and provide a means of implementing projects to address these ideas. 3. Provide an additional channel of communication between all employees and management. These Action Plans will be consolidated into one plan and approved by the Forest Supervisor. II. OPERATING PROCEDURES A. Membership The CRAG will consist of one Representative and one Alternate from each Ranger District, Two Representatives and one Alternate from the Supervisor's Office, the Special Emphasis Program Managers (SEPMs), one Union Representative, and the Regional Multi-Cultural Leadership Member. Votes will be allocated as follows: one vote per Ranger District, two votes for the Supervisor's Office, one vote per SEPM, one vote for the Union Representative, and one vote for the Regional MultiCultural Leadership Committee Member. B. Representative Selection CRAG Representatives will be selected in the following manner: All upcoming vacancies will be announced by Personnel through an official letter 90 days prior to positions becoming vacant. On the Districts, the Ranger, with advice from the outgoing Representative, will nominate two employees for each position (Representative and Alternate). In the Supervisor's Office, two candidates for each position will be identified by the Supervisor's Office Staff Group and the outgoing Supervisor's Office Representatives. These nominations will be made 60 days prior to the position becoming vacant on the CRAG. With advice from the Civil Rights Staff Officer and the CRAG Chairperson, the Forest Supervisor will either chose Representatives form the nominees or request additional nominations. Should a member leave before the end to his/her term, the same procedure will be used to select a member to complete the original term. Terms of memberships for Representatives and Alternates will be two years. Terms of Representatives and Alternates for Pecos/Las Vegas and Jemez, and one of the Representatives and the Alternate for the Supervisor's Office will expire at the end of odd years. Terms of Representatives and Alternates for Coyote, Cuba, and Espanola, and one of the Representatives for the Supervisor's Office will expire at the end of the even years. C. Representatives' Responsibilities SFNF SUPPLEMENT EFFECTIVE DATE: 10/17/1997 DURATION: This supplement is effective until superseded or removed. 1704.3--1 Page 4 of 4 FSM 1700 CHAPTER 1700-97-1 SANTA FE NATIONAL FOREST CIVIL RIGHTS ACTION GROUP CRAG Representatives are responsible for gathering information, concerns, and issues form their units to share with the CRAG, and for disseminating information for the meeting back to their units. Representatives will meet at least monthly with their unit manager to discuss concerns and responsibilities. Representatives will be assigned additional duties to implement the Action Plan. D. Chairperson and Recorder At the first meeting of each calendar year, the CRAG will elect a Vice Chairperson and a Recorder. Their terms will be for one year from the date of appointment. The Vice Chairperson will assume Chairperson duties the following year. The Chairperson and the Recorder will: 1. Inform membership of all meetings. 2. Coordinate and transmit agenda for all meetings. 3. Maintain a permanent record of all meetings. 4. Distribute copies of the meeting notes to the CRAG members, Forest Supervisor, Personnel Management, and the Management Team. E. Meetings Regular meetings of the CRAG will be held monthly. Special meetings of the CRAG may be called at any time. Any member of the CRAG may recommend to the Chairperson the need for a meeting. Each unit will be asked to host a meeting on a rotating basis.
