This plan is designed with the objective of encouraging the participation of minorities, women and nontraditional public participation in all Forest Service programs for which the Forest is primarily responsible. Inputs from the Ranger Districts of the Tonto National Forest have been incorporated into the formulation of this plan. Annual reviews and supplementation will be accomplished to ensure this plan is maintained in a current status in consideration of actual programs and activities which will benefit, or in any way affect, the public served by this Forest. Specific objectives and action items implementing this plan are enumerated in Exhibit 1, which also designates responsible officials. The Tonto National Forest will make every effort to ensure that special action be taken to advise minorities, women, and nontraditional publics of the availability of benefits and programs and the requirements for nondiscrimination in all program activities, as contained in USDA regulations. *-The Forest will inform all concerned of new programs, or program changes as they occur, by mailing information via news releases, or by making special announcements or fully utilizing available mailing lists to ensure proper dissemination of all available information. Individual mailings, as well as personal contacts and, when appropriate, public meetings will be used to ensure effective distribution of information. The assistance of the Director of Public Affairs will also be secured when a wider scope of public notification than that identified on the Arizona mailing list is required.-* The Tonto National Forest will continue to ensure equal access to all Forest Service program benefits without regard to race, color, religion, national origin, sex, age, or handicapping condition. The Supervisor's Office and all its functional areas with obvious public visibility, including each of the six Ranger Districts, will prominently display the nondiscrimination poster "And Justice for All." Additionally, a notice of nondiscrimination will be included in all job vacancy announcements and in other documents or publications when appropriate. Implement and monitor the minorities, women, senior Public Notification Plan. citizens, underprivileged, non-English speaking people, the handicapped, and nontraditional public about Forest Service programs and benefits so that equal opportunity and access is provided to encourage their participation RESPONSIBLE OFFICIAL(S) Public Information Officer and Special Emphasis Program Managers with assistance from Forest Supervisor, SO Staff, District Rangers, and Contracting and Procurement Officers. 2. Review and as necessary expand media, organization and land management planning mailing lists to ensure that minority and women's organizations, veterans, senior citizens, the handicapped and other identifiable nontraditional public groups receive public announcements and news releases. Public Information Officer with assistance from Land Management Planner, Contracting Officer, District Rangers and any other Forest Personnel with maintain mailing lists in the performance of their duties. 3. Review Forest printed publications and news releases and sign program to determine the need for bilingual announcements. Also give consideration to recorded PSA's in Public Information Officer and Forest Civil Rights Committee Special Emphasis Program Manager. Review audiovisual programs to eliminate sexist language or any visual appearance of discriminatory practices. 4. Prominently display "And Justice For All" posters in all appropriate Forest Service offices, work centers and facilities where public visibility is assured. Forest Supervisor and District Rangers. 5. Provide public notification in areas of Forest employment opportunities, including human resource programs like YCC and SCSEP, volunteer opportunities, and Civil Service employment opportunities by personal contacts, news releases and public announcements provided to organizations serving minorities, women, handicapped, veterans, aged and other specialized audiences. Forest Supervisor, District Rangers, Personnel Officer, Administrative Officer, Special Emphasis Program Managers, Public Information Officer and others presenting career programs at schools, etc. 6. Provide public notification of current and new programs that offer services, goods or facilities that can be used and/or enjoyed by minorities, women, aged, Public Information Officer, Forest Supervisor, District Rangers and SO Staff. Serve on the Minority Business Opportunity Subcommittee of the Federal Executive Association as a vehicle to identify and notify minority, handicapped and women owned business of opportunities to participate in Forest procurement and contracting programs. Make periodic news releases announcing future contract opportunities. Update bidders lists to access the widest scope of potential minority business owners. Continue conducting speeches, environmental education programs, career day programs, special tours of District area and special work projects, designed to expose a wide range of Forest Supervisor, District Rangers, SO Staff, Personnel Officer, and Special Emphasis Program Managers.
