This plan is designed with the goal of encouraging minority, women and nontraditional publics participation in all Forest Service programs for which the Prescott National forest is primarily responsible. Inputs from the three districts and Supervisor's Office of the Prescott National Forest have been used to formulate this plan. Annual reviews and supplementation will be accomplished to ensure this plan is maintained in a current status in regards to actual programs and activities which will benefit, or in any way impact, the public served by the forest. Exhibit I outlines this forest's specific objective/action items, and designation of responsible officials. The Prescott National Forest will ensure that special actions are taken to advise minorities, women and nontraditional publics of program availability and the requirement for nondiscrimination in all program activities, as contained in USDA regulations. This Forest will inform all concerned of new programs, and program changes as they occur, via news releases, special announcements or fully utilizing available mailing lists to ensure proper dissemination of all available information. Individual mailings, as well as personal contacts and public meeting will be used to ensure effective, in-depth distribution of information. In addition, this forest will further provide all available information to the Regional Offices's Office of Information to gain a wider scope of public notification. This forest will continue to ensure equal access to all Forest Service program benefits without regard to race, color, religion, national origin, sex, age or handicapping condition. The Supervisor's Office and Ranger Districts will prominently display the nondiscrimination poster, "And Justice For All". Additionally, a notice of nondiscrimination will be included in written announcements, as well as all job vacancy announcements. PNF SUPPLEMENT: 1600-83-2 EFFECTIVE DATE: October, 1983 DURATION: This supplement is effective until superseded or removed. 1600, 1610.31--1 Page 3 of 5 FSM 1600 – INFORMATION SERVICES EXHIBIT I PUBLIC NOTIFICATION PLAN OBJECTIVE The Forest will notify minorities, women, senior citizens, underprivileged, non-english speaking people, the handicapped and nontraditional public about Forest Service Programs and benefits so that equal opportunity and access is provided to encourage their participation. ACTION 1. Prepare and implement a Civil Rights Public Notification Plan based on the Regional Plan, but supplemented to address local needs. Responsible Official Forest civil Rights committee with input from Forest Supervisor, SO Staff and District Rangers. 2. Reviews existing media, organization and individual mailing lists to ensure that minority media, minority and women's originations, veterans, senior citizens, handicapped and others, such as nontraditional public, receive public announcements and news releases. Forest Civil Rights Committee with assistance from LMP Staff, Contracting Officer, SO Information person, Ranger Districts and RO/OI, as needed. 3. Provide news releases or other announcements of program benefits including Title VI programs. Include a statement of nondiscrimination in all releases. Prominently display "And Justice For All" posters in all Forest Service appropriate offices, work centers and facilities where public visibility is obvious, such as employment offices, contract office, lobbies, public recreation areas, etc. Forest Supervisor and District Rangers. 5. Continue use of Federal Women's Program Newsletter to keep Forest employees informed about ongoing Civil Rights programs and activities. Continue conducting such activities as environmental education (using Smokey Bear & Woodsy Owl material/handouts), career day functions, and conducted tours of District areas for scout groups, etc. Provide appropriate material to enhance public awareness and solicit their participation. Encourage participation in free-use programs by nontraditional public and minorities through personal contacts, public meetings, new releases and any other methods available to disseminate information.
