1311.04 – Responsibility

All levels of management in RMRS are responsible for effective workforce management practices and procedures. In addition, the Workforce Plan Program Manager will work with the Executive

Team to coordinate the Station’s workforce planning process.

1311.1 – Work Force Planning

Annually, an RMRS Workforce Plan will be the formal method for evaluating, planning, developing, approving, and documenting the organization needed to accomplish the Station's objectives and missions. The Plan will (a) describe the organization as it presently is, (b) document changes proposed and approved for the upcoming fiscal year, and (c) provide a basis for subsequent evaluation and adjustment required by program or budget changes.

The Station's Workforce Plan consists of three parts: (1) a workforce plan unit chart, (2) a unit organization chart, and (3) workforce plan summary documents.

Plan Development

The workforce planning process is conducted annually in the fall. The process involves all line officers and managers in the Station.

Following are the steps which will be used in plan development, processing, and approval:

The Executive Team will set a date for the annual workforce planning fall meeting and notify the Workforce Plan Program Manager of the date.

2.

The Workforce Plan Program Manager will prepare and send a reply due letter and a copy of the most current workforce plan unit chart to the Executive Team, Project Leaders, Program

Managers, Group Leaders, and Business Managers in advance of the annual fall meeting.

3.

Project Leaders, Program Managers, Group Leaders, and Business Managers will make pen and ink changes to ensure information on workforce plan unit charts are correct, and return the charts to their Assistant Station Director (with a copy to the

Manager) on or before the due date.

4.

In addition, if new or vacant positions are being proposed to fill during the upcoming fiscal year, form RMRS-1300-1 , “Workforce Planning – Request to Establish / Fill Position,” will be prepared and sent to the appropriate Assistant Station Director (with a copy to the

Workforce Plan

Program Manager). Use form RMRS-1300-1 for all permanent, Student

Career Experience Program (SCEP), post-doctoral, and term positions. This process does not include temporary positions. NOTE: Only emergency requests are to be submitted for consideration outside the annual planning process.

5.

Proposed requests for new and vacant positions will be summarized by the

Workforce Plan

Program Manager and presented to the Executive Team at the annual workforce planning

The Executive Team will evaluate the proposed scientist position requests, considering the Station Strategic Framework, Research Work Unit Descriptions, ceiling allocations, fund projections, and program needs. The Executive Team will address and make decisions relative to scientist, Project Leader, Program Manager, and Group

Leader positions. All other positions are to be cleared through the appropriate Assistant

Station Director and the Deputy Director.

Team member will notify units of approvals and disapprovals after the workforce planning meeting.

Once workforce planning discussions are completed, the

Workforce Plan

Program Manager will update the workforce plan unit charts and organization charts and distribute them to the units for final review and signature. The organization charts will show title, name (or vacant/new), series, grade, and type of appointment if other than permanent full time.

Distribution of Documents

Unit Workforce Plan Charts: a. Individual copies: Project Leaders, Program Managers, Group Leaders, and Business

Processing SF-52 (“Request for Personnel Action”) Forms

All SF-52's will be signed by the appropriate Assistant Station Director and forwarded to Human

Resources. They will then be checked against the approved Workforce Plans. Positions on the approved Plan may be filled without further Executive Team clearance.

SF-52's for positions not on the approved Plan will be held in Human Resources. The unit will be notified that they must submit form RMRS-1300-1 to the Workforce Plan Program Manager for consideration at a regular or special Executive Team meeting. Only emergency requests are to be submitted for consideration outside of the annual planning process. Approved changes will be documented on the workforce plan unit charts and the organization charts.
