The board members will elect their officers from among themselves. Each association shall operate within the framework of its bylaws. The objective and purpose of the associations are: 1. To improve and maintain the moral and sense of family within the units. 2. To foster and conduct social and recreation activities for the benefit of the Forest Service employees and their families in the Regional Office, forests, and ranger districts of Region 2. 3. The associations provide a means of: a. Recognizing individual employees at the time of illness, transfer, retirement, or death; b. Maintaining contact with the Forest Service retirees residing in the area; c. Conducting such liaison as may be desirable between the Agricultural Employees' Consumer Association, the Department of Agriculture Welfare and Recreation Association, and the Forest Service employees. 1355.3 – Region, Station, Area, and Forest Committees 1355.3 – Exhibit 01 CHARTER OF THE REGION TWO MEMORIAL GROVE COMMITTEE ARTICLE I ORGANIZATION This committee shall consist of the following: 1. Deputy Regional Forester, Resources - Chairperson 2. Director, Director of Human Resources 3. District Ranger, Pikes Peak Ranger District, Pike & San Isabel National Forests Commanche & Cimarron National Grasslands. 4. Regional Office Employees Association (ROEA) representative 5. Two (2) Region 2 retirees as designated by the Chairperson. 6. Public Affairs will coordinate Historian & publicity. R2 SUPPLEMENT 1300-2006-1 EFFECTIVE DATE: 3/16/2006 DURATION: This supplement is effective until superseded or removed. 1350 Page 3 of 4 FSM 1300 - MANAGEMENT CHAPTER 1350 – COMMITTEE MANAGEMENT 1355.3 – Exhibit 01--Continued ARTICLE II PURPOSE The purpose of the Memorial Grove Committee is to provide for the maintenance and perpetuation of the Region 2 Memorial Grove, located adjacent to the Monument Fire Center on the Pikes Peak Ranger District of the Pike & San Isabel National Forests Comanche and Cimarron National Grasslands. ARTICLE III TERMS OF OFFICE Forest Service employees who are committee members shall serve until replaced by the Deputy Regional Forester, Resources. ARTICLE IV DUTIES 1. The role of the Memorial Grove Committee is to arrange for maintenance and perpetuation of the Memorial Grove, including trees, signs, plaques, trail(s), picnic area, and other related facilities. The committee shall also see that an area development plan is maintained for the grove. 2. Committee members shall have the following areas of responsibility: a. Chairperson: Overall planning & coordination b. Pikes Peak DR: Assessing work to be done and providing materials needed. Maintaining long term plans for the grove c. ROEA Representative: Financing & fund raising d. HR Director: Providing names of deceased employees e. Retirees: Recommendations for perpetuation of Memorial grove and liaison with retirees. f. Public Affairs: Maintaining historical records, documentation and publicity. 3. In February of each year, the Committee shall meet to make arrangements for maintenance activities to be performed at the Memorial Grove during the current year. The Committee shall coordinate an annual Memorial Grove Field Day on the first Saturday of May. All Regional employees (not just the RO), retirees and families will be invited to participate. The field day shall include accomplishing planned maintenance activities, a memorial and a picnic. 5. The memorial planting shall include the following: a. A brass plaque will be installed bearing the name(s) of the person(s) who have passed away during the preceding year and who should be honored at the Memorial Grove. These are persons who passed away while employed in Region 2 or retired from Region 2 and others deemed appropriate by the committee. b. Each year one tree will be planted as a living memorial to all those who passed away the preceding year. 6. The Committee shall keep current records of all those honored at the Memorial Grove. 7. The plaque will be paid for by the Retirees. 8. General expenses for the picnic and memorial tree will be paid for by ROEA. 9. The Pikes Peak Ranger District will furnish all equipment, materials, general maintenance and operation of the facilities.
