For signature of Forest Supervisor and/or Deputy Forest Supervisor. The following items are reserved for the Forest Supervisor and/or Deputy Forest Supervisor to sign: a. Correspondence involving establishment of, interpretation of or change of policies. b. Correspondence involving critical external relations. c. Correspondence with members of Congress, State Legislators, and other prominent individuals. d. Out-service correspondence committing money or personnel. e. Correspondence with key individuals and heads of cooperating agencies f. Correspondence regarding personnel, adverse actions, letters of condolence, special commendation and retirement. g. EA’s and EIS’s, falling within delegated authority. h. “Non significant” amendments to the Forest Plan. i. Correspondence needing “Power of the Position”. 2. For Signature of the Designated Acting Forest Supervisor. In the absence of the Forest Supervisor and Deputy Forest Supervisor, the designated Acting has the authority to sign all correspondence reserved for the signature of the Forest Supervisor and/or Deputy Forest Supervisor, which in the judgment of the Acting, should not be delayed until the return of the Forest Supervisor or Deputy. The Acting will sign “for” the Forest Supervisor. 3. Staff Officers. Within their area of responsibility, Staff Officers will sign technical, procedural and instructional correspondence over their name and title, “__________” Staff Officer. 4. Acting Staff Officers. In the absence of a Staff Officer, the designated Acting Staff Officer has authority to sign all correspondence normally signed by the Staff Officer. The Acting will sign “for” over the name of the Staff Officer and title “__________” Staff Officer as specified in paragraph 3 above. 5. S.O. Employees. Staff Officers may delegate by memorandum signing authority to sign certain self-authored correspondence and/or documents. Special Authorities. Authorities assigned to individuals will be signed only by the designated individual and not signed by an Acting, i.e. Contracting Officer, Employment Officer, Certifying Officer, Property Management Officer, etc. 7. Special Provisions. Public Services Staff Officer for Engineering and Lands is delegated the authority to: a. Approve and issue all Special Use permits within the delegated authority of the Forest Supervisor. b. Issue National Forest Roads and Trails Act of 10/13/64 (FRTA), Public Roads easements (USDA Easements); Federal Land Policy and Management Act of 10/21/76, Forest and Private Road Easements; and Department of Transportation (DOT) Letters of Consent. c. Sign the “Acknowledgement” for Mineral Character Determinations prepared by the Bureau of Land Management for lands transactions. d. Sign Certificates of Use and Consent concerning conditions of title to lands or interests in lands being acquired or exchanged. e. Statements of Status on land for land exchange. All such documents will be signed “for” over the Forest Supervisor’s name and title. In the absence of the designated individual, redelegation to an assistant will not apply. In those instances, signing authority is retained by the Forest Supervisor, Deputy Forest Supervisor, or designated Acting. Acting Approval and Signing Authorities. In the absence of the Forest Supervisor, the Deputy Forest Supervisor will serve as “Acting” Forest Supervisor. When he/she, too, is absent, the “Acting” responsibilities will fall to the Staff Officer. The rotation schedule will be updated annually. The person assuming the duties of “Acting” on the first day of the Deputy Forest Supervisor’s absence will continue to serve in that capacity until the Supervisor or Deputy returns. If absence or extenuation circumstances prevent the person who assumes “Acting” duties from continuing, then the responsibility falls on the next person in the order scheduled for subsequent months. If all of the above are to be absent, a Staff Specialist will be designated in writing to serve as “Acting”.
