District Rangers are delegated the authority for all plans and projects not specifically reserved for higher level approval (See FSM 2404.13 for limitations on timber sales). This delegation includes the responsibilities of conducting appropriate public participation activities, meeting all legal and regulatory requirements (e.g., NFMA, ESA and NHPA), preparing environmental analyses, preparing appropriate National Environmental Policy Act (NEPA) documentation, and approving the projects via appropriate decision documents. Corrections, supplements, or revisions to a plan or project will be approved by the same level approving the original plan or project. Development and implementation of all projects must include adequate scoping, public participation activities, environmental analysis, design, review, approval, monitoring, and evaluation. This requirement applies whether the project is planned for contract, force account, partnerships or other methods of accomplishment. See FSM 1950 and FSH 1909.15 for information on NEPA procedures for analysis and required documentation. District Rangers are responsible for scheduling the various steps of the project planning process to ensure all necessary actions are completed prior to making a decision on the project. District Rangers will assure that appropriate resource specialists are included in the analysis and planning of the project. Sharing of specialists and collaboration among units may be necessary and is encouraged to ensure appropriate skill are applied on each project. Line and Staff Officers will review a reasonable sample of projects to assure projects are completed as planned and designed.
