All letters or memoranda involving major changes in policy, programs, sensitive issues, closure orders, Congressional correspondence, and disciplinary actions will be approved and signed by the Forest Supervisor. Cooperative, collection, employment, training, interagency agreements, and memorandums of understanding (with restrictions) will be approved and signed by the Forest Supervisor. See FSM 1239 for specific FSM reference. Staff Officers have signing authority, over their own title, for all correspondence within their functional areas except for correspondence reserved for Forest Supervisor as identified in FSM 1239 or in Forest Service Manuals or by R.O. direction. This authority includes approval for in-Regional training up to 40 hours and scheduled overtime. MBS SUPPLEMENT 1200-2000-3 EFFECTIVE 05/17/2000 1236.42 Page 4 of 4 Other employees may sign correspondence when the signature of the Forest Supervisor is not specifically required, transmitting: 1) Routine reports of nonsensitive nature; 2) advice and information requested by field units; and, 3) external correspondence when person-to-person contact is involved and policy or Forest Services commitment is not being interpreted or set. If the Staff Officer or Specialist is performing work that carries with it a special job title such as Contracting Officer, Certifying Officer, Employment Officer, or Incident Commander, this title should be used. The outline above is a general guide and does not cover all situations that may arise. For this reason, it is important that the correspondence author use good judgment in deciding who should sign each piece of correspondence he or she nitiates.
