Organization & Management Page 3 of 6 FSM 1000 - ORGANIZATION & MANAGEMENT CHAPTER 1010 – LAWS, REGULATIONS, AND ORDERS Zero Code 1010 – LAWS, REGULATIONS, AND ORDERS Authority to sign Special Closure Orders or amendments to existing Special Closure Orders is limited to the Forest Supervisor. District Rangers will initiate draft closure orders or amendments, including a map depicting the affected area, using the enclosed format in Exhibit 01. (36 CFR 261.50). Each proposed order or amendment will be accompanied by a statement addressing the following: 1. Intent of Order. What is the order intending to accomplish? Why is this order necessary? 2. Alternative methods considered. What else could work besides a closure order? 3. Method of enforcement. Who will be responsible for what, when, and how is this funded? 4. Address problems, sensitive areas or issues. What are anticipated reactions to the order and how do we mitigate adverse affects? eg: exclusions, exemptions, etc. 5. Information and education planned prior to implementation. How will the public and employees know of the closure order? Eg: website. 6. Signing implementation. How will applicable signing standards be met? 7. Draft Closure Order. Use the established format in Exhibit 01 available electronically. 8. Map of Proposed Closure Order Area. Appropriate map of closure area and boundaries is included with item 7. 9. Termination of Order. Shall be included with draft closure order. Shall be in effect no longer than one year, from date of issue, without an annual review by original staff. See Exhibit 02. The affected Forest Staff Officer will, in consultation with the appropriate District Ranger(s), initiate draft orders or amendments and maps for Forest-wide or multi-District coverage. Each of these orders must address the items above. Proposed closure orders or amendments will be submitted to Office Services in the Supervisor’s Office. Office Services will place the proposed order into a control log to track the order through final disposition. The responsible Forest Staff Officer will review orders submitted from the Districts, and coordinate review with Law Enforcement and any other S.O. Staff Officers whose programs may be affected. Once the review process is complete (fully staffed) the responsible Forest Staff Officer will obtain signature from Forest Supervisor. The original order will then be returned to Office Services. The master book containing the orders will be maintained by Office Services in the Supervisor’s Office. Each closure order, in force at the end of the calendar year, will be reviewed by the applicable S.O. Staff Officer, in consultation with the appropriate District Ranger(s), to determine if the order should be continued, amended, or terminated.
