R4 SUPPLEMENT 7309.11-2004-1 EFFECTIVE DATE: 3/8/2004 DURATION: This supplement is effective until superseded or removed. 7309.11_30 Page 2 of 3 FSH 7309.11 – BUILDINGS AND RELATED FACILITIES HANDBOOK CHAPTER 30 – DEVELOPMENT 31.3 - Technical Requirements and Practices The Director of Engineering must review and approve all lease proposals for technical requirements and shall assist the leasing officer on preoccupancy inspections. 32 - SITE AND STRUCTURE PURCHASE OR EXCHANGE The Directors of Engineering, Lands, and Acquisition Management shall review and recommend for approval all acquisitions by purchase or exchange. 32.31 - Exchange Development Procedures Refer to Federal Acquisition Regulations, FSH 6309.32, and FSM 5430 for direction on acquisition by exchange. 2. Quality Assurance. a. The Director of Engineering must review and approve all design drawings and shall assist in the final acceptance of facilities constructed for an exchange acquisition. 34.14 - Offices 2. Consider the following when designing Forest Service offices to accommodate public service needs: OFFICE DESIGN AND LOCATION HOST EVALUATION CHECKLIST a. Is office located on a main thoroughfare or intersection where most users can readily find it? b. Is the structure highly visible to the using public? c. Is the facility adequately identified by approach and on-site signing? d. Is the office designed to look like a public Forest Service facility? e. Is there adequate and convenient parking? f. Is there a separation of public and official parking to avoid? (1) Is there confusion as to the nature of the facility? (2) Will public parking space be used by government employees? Is access between the facility and public roads convenient and safe? h. Is access between the public parking area and the public portion of the facility convenient for all users including handicapped? i. Is there a separation between visitor and work areas inside and outside the building, and easy access to public restrooms and water fountain? j. Are the site, vicinity, facility, public entrance, and reception area inviting to the public? k. Is the reception area large enough to serve the anticipated number of visitors (300 square feet minimum)? l. Has the facility been designed to meet the information needs of the public when it is closed (posted office hours, self-dispensing information, and regulations)? m. Can vestibule be located outside rather than inside reception area? n. Are exhibits designed to help answer basic visitor questions, and to draw attention to key Forest Service messages? (Follow interpretive planning process.) o. Is space provided for cooperating interpretive association sales display?
