301-10.310 – What will I be reimbursed if I am authorized to use a Government automobile
and I use a privately owned automobile instead?

The Hoosier National Forest Reimbursement Policy for the use of a Privately Owned
Vehicle (POV) on official Government business is:
o When directed to use air transportation on official Government business and the
employee chooses to use their POV, they must complete a FS-6500-5 to
determine whether it’s more advantageous to the Government.
 The FS-6500-5 must be completed by the employee and approved by the
Program Manager prior to performing official Government business.
o A Government Vehicle (GOV) is the first resource when official travel is required
locally or within commuting distance of your official duty station.
 When directed to use a GOV on official Government business and the
employee chooses to use their POV, the Program Manager must determine
whether it’s more advantageous to the Government prior to travel.
 Some factors to consider when determining advantageous to the
Government are:
 Total cost to the Government, per diem, overtime, lost work time,
actual transportation cost, total distance of travel, number of points
visited, number of travelers, energy conservation, unmarked
vehicle required, and most expeditious means of transportation.
o In the absence of the Program Manager the Forest Supervisor and District Ranger
will be authorized to approve or disapprove the use of a POV on official
Government business for all Programs identified in Workplan. This includes
geographically separated units such as the ORB, Law Enforcement (LE), etc.
 The Hoosier Forest Supervisor and District Ranger have the authority to
override any decision by the Program Manager.
