R1 SUPPLEMENT: 6509.33-2007-1 EFFECTIVE DATE: 10/11/2007 DURATION: This supplement is effective until superseded or removed. 6509.33,301-10.310(c) Page 2 of 2 FSH 6509.33 – FEDERAL TRAVEL REGULATIONS CHAPTER 301- TEMPORARY DUTY (TDY) TRAVEL ALLOWANCES PART 301-10 – TRANSPORTATION EXPENSES Subpart D – Privately Owned Vehicle (POV) 301-10.310(c) – Commitment to use available Government-furnished vehicles All Region One employees are considered “committed” to the use of a Government-owned vehicle (GOV) for automobile travel when one is available and suitable for their needs. This includes employees who have been personally assigned to a vehicle and those for who pool vehicles are available. Whenever a privately-owned vehicle (POV) is used for official travel, the employee must document the reason, and the rate claimed, in the remarks section of the travel voucher. Situations where POV use is considered “advantageous to the government” include, but are not limited to, POV use in lieu of a GOV from portal to portal (residence to airport, residence to office to pick up GOV) on overnight travel, POV use in lieu of common carrier (total travel cost not to exceed that of common carrier), and when a suitable GOV is not available. POV use in lieu of an available GOV is considered “personal preference”. Unit policy statements and Local Partnership Agreements must be consistent with the FTR rates and definitions. Forests and Grasslands do have the discretion to allow (in writing) the predetermination that POV use is “advantageous to the government” in some cases. One of these is POV use in winter months due to safety considerations, another is POV use by union representatives where it is often necessary to meet and park at locations not acceptable for GOVs. Even though these situations may basically be “pre-allowed”, this determination still needs to be identified on each travel voucher.
