Forest Supervisors are delegated the responsibility for administering the Department Procurement Preference Program for procurements accomplished for their unit. 4G19-201-71 OSDBU Coordinators. Forest Supervisors shall assign OSDBU coordinators at each Zone or Forest contracting office in accordance with FSAR 4G19.201-71. Assignment shall be made to individuals preferably in the procurement unit who are knowledgeable of OSDBU coordinator responsibilities. OSDBU coordinators shall be provided adequate training to carry out procurement preference programs on their unit(s). The Senior Contracting Officer in the Acquisition Management Staff, shall be the OSDBU Coordinator to carry out the procurement preference program in the Regional Office. Each OSDBU Coordinator shall review each proposed acquisition expected to exceed the simplified acquisition threshold prior to its solicitation. This review and subsequent Contracting Officer’s determination shall be documented using a format similar to Exhibits 19-1 and 19-2.
