respondent, using a semi-structured questionnaire – CAPI

Conclusions
Residents are still satisfied with the performance of the
municipality in providing services (80%+), though the “top
box” scores have come down slightly
Low levels of dissatisfaction with the issues relating to water –
only a few complaints about water pressure
Residents are not convinced that water in Cape Town cost less
than anywhere else in SA – there seems to be a growing
believe that it is expensive

There is an increased awareness about water
restrictions being in place (10h00 – 16h00 – no
watering) and this could be influenced by the media
campaign that was run

effective and efficient communication received –

Residents
Conclusions
Among upper income residents, those who have changed their
behaviour have mainly done so because of water restrictions –
other groups have done it because of an increase in price
Awareness of Water week is rather low; participation is at an
encouraging 8%
Most residents receive water and sewer accounts, and mostly
believe that this is accurate, though not every time
There is still a lack of follow-up as far as dealings with the
municipality is concerned

Conclusions
Residents in informal settlements are rather dissatisfied with
services received – and have complaints about water pressure
Less than a third claim that they have been consulted when
decisions were taken about the provision of basic water and
sanitation
On a spontaneous level, 75% of residents in informal areas
believe that it is their right to have an own tap, whilst 66%
regard a flush toilet as part of their rights
Mostly use water from a communal tap

Areas to concentrate on…
1.
Ensure that water services are affordable – seems to be a growing
number of residents who perceive water in Cape Town to cost the same
or more than in the rest of South Africa
2.
Provide informative, accurate billings based on monthly meter readings –
whilst most never calculate the amounts on the accounts, almost 1 in
every 2 people who receive an account, believe that it is accurate almost
always, but not every time
3.
Ensure that people adhere to legislation regulating the use/misuse of
water – increased awareness of water restrictions that are in place
4.
Lack of follow-up to see if problems that have been reported, were
resolved
