In addition to the directions provided in the handbook the following guidelines will apply when
issuing simple low value sales. Even though these are considered low value sales the same high
degree of accuracy and thoroughness must apply.
All information continued in the contract is designated to be implemented by the computerized
Timber Information Manager system (TIM). Much of the data entry will be automatically
entered by TIM. The TIM system will be used when made available.
For all forest product sales the Program Manager will sign off agreeing to the terms and
conditions of the contract.
For the small permits 2400-4 a sale folder will be established for each permit clearly identifying
on the outside of the folder the Purchaser, permit number and effective date. On the inside flap of
the folder, a copy will be kept of the NEPA decision allowing for the authorization of the permit.
Opposite the inside flap will be the permit and all the conditions pertaining to the permit. In
addition a sale area map is required for each permit. The map will be clearly labelled and
accurate. The map must be readily understandable by designated representatives of the purchaser
and the Forest Service. Indicate on the map existing roads and roads that should be closed
following harvest.
The legal description of the permit area should correspond to the sale area map and should be
described down to the closest unit possible and when possible should include compartment and
stand number.
If a Knutson-Vandenberg (KV) plan is included with the permit, insure that all necessary
signatures are attached. Only the individual authorized to sign the NEPA document is authorized
to approve the KV plan.
Tally sheets and associated volume determination sheets will be attached to each permit. Often
with small permits it will not be cost efficient to run the cruise information contained on the tally
sheet R9-2400-50 in the National Cruise Program. When volume determination is derived using
volume tables, clearly label how the volume was determined. In all cases the use of the tally
sheet R9-2400-50 is required and must be clearly marked showing the responsible individuals,
data, paint type and sale name.
