Kunz, Director, Western Region, Aviation Management DirectorateJAMD) Subject: Cooperator Aircraft—Cal Fire This memorandum serves as approval for use of other Government Agerfcy aircraft by Department of Interior personnel in accordance with 351 DM 4 and the 2010 National Association of State Foresters Cooperator Aviation Standards for Interagency Fire. Only the aircraft and pilot personnel listed on this memorandum are approved for use. Cal Fire, DOI State Aviation Managers and the appropriate dispatch center(s) will ensure all flights are required, properly coordinated, and all appropriate documentation is completed in full compliance with U.S. Public Law 103-411, and the 2011 California Interagency Mobilization Guide. Approved uses are internal/external cargo transport, low level reconnaissance, direct fire protection support including water/retardant bucket operations, and initial attack. The transport of DOI personnel shall be limited strictly to qualified non-crew members as defined by 49 USC Sec. 40125(a) (3) (b). The following procedures will be adhered to regardless of protection responsibility when transporting DOI personnel: 1. Both parties will conduct a pre-and post-mission briefing. Objective of the flight, mission planning, aviation safety and risk assessment must be included. 2. Applicable demonstrated weight and balance and performance planning procedures must be complied with. 3. Flight personnel will brief DOI personnel on the location and operation of safety equipment, crash and emergency egress procedures. 4. All firefighter-carrying flights must be conducted at or above 500 ft. Above Ground Level (AGL) except for landing and takeoff. If an occasion arises that requires a descent below 500 ft. AGL, a thorough high and low level recon must be conducted. Prudent low-level flying techniques must be maintained at all times. This will include the wearing of appropriate PPE during all flight operations and complete passenger safety briefings prior to flight operations commencing. Direct payment between DOI Bureaus and Cal Fire is approved. Flight time is to be documented on an AMD 23E with the notation "flight time only-Not for payment purposes".
