NOTIFICATION
`
In pursuance of the Resolution No. AC:19:4(4) adopted at the 19 th
Meeting of Academic Council held on 1.7.2011 and in accordance with Rule 13
of the Breeding of and Experiments on Animals (Control and Supervision) Rules
1998, The Vice-Chancellor, Mizoram University is pleased to constitute Mizoram
University Animal Ethics Committee (MZUAEC) for a term of 3 years consisting of
the following members :
1. A Biological Scientist.
i)
Prof. G.C. Jagetia, Dean, School of Life Sciences
Chairperson
2. Two Scientists from different Biological disciplines.
i)
Dr. G.S. Solanki, Department of Zoology, MZU.
ii)
Dr. N. Senthil Kumar, Department of Biotechnology, MZU.
3. A Veterinarian involved in the care of Animals.
i)
Dr. G. Das, Associate Professor of Veterinary Medical, Central
Agriculture University, Selesih.
4. The Scientist in charge of Animal facility of the Institution.
i)
H.T. Lalremsanga, Department of Zoology, MZU.
5. A Scientist from outside the Institute. (To be nominated by the Vice
Chancellor)
i)
Dr. R. Kapthuama, Khatla, Aizawl.
6. A Non-Scientific Animal Aware Member.
i)
Ms. C. Luri, Govt. Chaltlang Higher Secondary School.
7. A nominee of CPCSEA.
i)
To be nominated.

CONSTITUTION OF MIZORAM UNIVERSITY ANIMAL ETHICS
COMMITTEE (MZUAEC)
Experimentation on animals in course of medical research and education is
covered by provisions of the Prevention of Cruelty to Animals Act, 1960 as
amended in 1982 and the Rules under the Act of 1998, 2001 and 2006. This is
enforced by the Committee for the Purpose of Control and Supervision of
Experiments on Animals (CPCSEA), a statutory body under the Prevention of
Cruelty to Animals Act, 1960.
Under these provisions, the concerned
institution is required to constitute IAEC and get it registered with CPCSEA, get
their animal house inspected and also set their specific projects for research
cleared by CPCSEA etc. As per Rule 13 of the Breeding of and Experiments
on Animals (Control and Supervision) Rules, 1998 every institution engaged in
Research activities involving experiments on animals, is required to constitute
an Institutional Animal Ethics Committee (IAEC).
Accordingly, Mizoram University Animal Ethics Committee (MZUAEC) has
been constituted vide Notification No. MZU/Acad-6/24/11/3469, Dt. 11th
August, 2011.
II. Functions of MZUAEC.
1. The primary duty of MZUAEC is to work for achievement of the
objectives as defined in “Breeding of and Experiments on Animals
(Control and Supervision) Rules, 1998”, and as amended from time to
time.
2. MZUAEC will review and approve all types of research proposals
involving animal experimentation before the start of the study. In case
of small animals, it will give the final approval. For experimentation on
large animals, the case is required to be forwarded to CPCSEA in
prescribed manner with recommendation of MZUAEC.
3. MZUAEC is required to monitor the research throughout the study and
after completion of study through periodic reports and visit to animal
house and laboratory where the experiments are conducted.
The
committee has to ensure compliance with all regulatory requirements,
applicable rules, guidelines and laws.
4. MZUAEC will also monitor, review and prepare compliance report of
Institutional Animal Ethics Committees of affiliated colleges of University
where ever applicable.
III. MZUAEC Terms of office, Conduct of Business and Quorum.
1) The term of office of the committee is for a period of 3 years.
2) The committee shall meet at least once in every calendar year.
3) A member can be replaced in the event of death or long-term nonavailability
or
for
any
action
not
commensurate
with
the
responsibilities laid down in the guidelines deemed unfit for a
member.
4) A member can tender resignation from the committee with proper
reasons to do so.
5) All members should maintain absolute confidentiality of all
discussions during the meeting and sign a confidentiality form.
6) Conflict of interest should be declared by members of the MZUAEC.
7) MZUAEC is required to formulate a SOP (Standard Operating
Procedure) for its working requirements and follow it in all the
meetings.
8) The Chairperson will conduct all meetings of the MZUAEC.
If for
reasons beyond control, the Chairperson is not available, or has
conflict of interest an alternate Chairperson will be elected from the
members by the members present, who will conduct the meeting.
The member Secretary is responsible for organizing the meetings,
maintaining the records and communicating with all concerned.
He/she will prepare the minutes of the meetings and get it
approved by the Chairperson before communicating to the
researchers with the approval of the appropriate authority. A copy
of minutes is required to be sent to Member Secretary CPCSEA
within 15 days of the meeting, otherwise, the meeting will not be
considered valid.
9) The minimum of 6 members are required to compose a quorum. All
decisions should be taken in meetings and not by circulation of
project proposals.
