Idaho Wind Working Group May 20, 2011 China Mountain Wind Project: Overview RES Americas/NV Energy joint development Up to 400 MW capacity Enough power to serve approx. 100,000 homes Up to 200, 2-3 MW wind turbines Two phase (each phase is 200 MW) proposed construction Located in Twin Falls and Elko counties Approx. 30,000 acre project area on BLM, Idaho State and private land Approx. 900 acre footprint (700 acres will be restored post-construction). Permanent footprint is 200 acres, or 0.6% of the total project area. Phase I (200 MW) will serve NV Energy customers and interconnect to existing NV Energy 345 kV transmission line A power sale agreement is not yet in place for Phase II China Mountain Wind Project Update-DEIS China Mountain Wind Project DEIS Released April 8, 2011 Major Milestone ROW Grant Application Submitted in 2007 Comprehensive Surveys and Analysis Net Benefit to Economy and Environment BLM’s DOI Renewable Energy Goals for Public Lands Hackberry Wind 10,000 MW Non-Hydro Renewable Energy Environmentally and Responsible Energy FLMPA-Multiple Use and Future Generations RES and NV Energy’s Voluntary Sage Grouse Conservation Plan Alternative B1 Can be applied to other Action Alternatives Photo courtesy of NREL China Mountain Wind Project Update-DEIS 9 DEIS Alternatives 8 Action Alternatives All 8 DEIS Action Alternatives allow for Phase I (200 MW) of project and Phase II to varying degrees Alternative B1 is RES and NV Energy’s Proposed Alternative w/full build- out Does not identify a Preferred Alternative Preferred 1987 RMP Amendments China Mountain Wind Project Update-Sage Grouse Collaborative National Wind Coordinating Collaborative “NWCC Sage-Grouse Research Collaborative issued a press release announcing funding for three sagegrouse research projects to examine the potential impacts of wind energy development on sagegrouse. One of the three projects is Idaho Department of Fish and Game (IDFG) pre and postconstruction research to monitor the potential impacts of the China Mountain Wind Project on sagegrouse. RES Americas partnered with IDFG to submit the proposal and is funding the research along with to the Collaborative and IDFG. We are excited to work with the diverse group of stakeholders involved in the Collaborative and its pursuit of wind power development and sage-grouse management strategies.” Suzanne Leta Liou, Project Manager, RES Americas Research Potential Wind Energy Impacts to Sage Grouse Build on existing Sage Grouse Research at Research Sites Neutral Forum w/ variety of stakeholders State and Federal Agencies Private Industry Academic Institutions Non-Governmental Organizations China Mountain Wind Project Update-What’s Next Expected Timeline July 6, 2011: BLM CMW DEIS Comment Period Ends Summer and Fall 2011: BLM Reads DEIS Comments Spring 2012: BLM Final EIS Release Summer 2012: BLM Record of Decision (ROD); ROW Grant Issued Summer 2012: Project Geotech and Construction Begins 4th Quarter 2013: Phase I Complete/Operations China Mountain Wind Project Update-Get Involved Get Involved See the DEIS online: http://www.blm.gov/id/st/en/prog/planning/china_mountain_wind.html. RES Americas and NV Energy have been coordinating with the BLM to produce the DEIS, including conducting comprehensive surveys and analysis, since the Right of Way grant application for the project was submitted to the BLM in 2007. We firmly believe that the China Mountain Wind Project will provide a net benefit to the economy and the environment in Idaho and Nevada, while at the same time creating jobs in achieving greater energy independence.
