The State University of New York College of Environmental Science and Forestry (SUNY ESF) and the New York
State Department of Environmental Conservation (NYS DEC) offer the second year of the 2005 and 2006
Stormwater Management Program series.
Donald W. Lake, Jr., P.E., CPESC, CPSWQ, Engineering Specialist with the NYS Soil and Water Conservation
Committee will teach this important professional development workshop series for a second year. All courses
provide professional development hours (PDHs) that count toward the NYS continuing education requirement for
engineers and land surveyors and continuing education units (CEUs).

On January 8, 2003, New York State issued new regulations on
stormwater management as a result of US-EPA mandates. You
and other professionals involved in water resource issues need
to understand these new Phase II regulations for construction
activities and designated municipalities in order to maintain
compliance. These Stormwater Management courses review
and explain the new regulations, teach technical and
compliance techniques, and prepare you for your CPESC/

COURSE DESCRIPTIONS
BUF-001: Site Planning and Design for Erosion & Sediment
Control
Properly prepared erosion and sediment control plans are one of
the most critical components of a Stormwater Pollution Prevention
Plan (SWPPP). This two-day course will teach consulting
engineers, landscape architects, resource specialists, code
enforcement officers, and others who prepare or review these
plans to: know the rules & regulations, evaluate the site for water
quality risk, compute soil loss and runoff volumes, select and
design appropriate practices, and learn how to install and inspect
E&S control measures.
A field exercise is planned for the course and participants will
receive the New York Standards and Specifications for Erosion and
Sediment Control. A calculator and engineer’s scale is needed
for the course.

BUF-002: Stormwater Pollution Prevention Plan Design and
Review
Stormwater Pollution Prevention Plans are required to be prepared
for all construction activities that disturb more than an acre of
ground. In this course consulting engineers, landscape architects,
resource specialists, planning board members, code enforcement
officers, and others who review plans will learn to:

The tuition for each one-day course in Syracuse: $175; Fishkill:
$195; for each two-day course in Syracuse and Buffalo: $350;
Fishkill: $395. Fees include materials distributed in class, morning
and afternoon breaks, lunch and parking. Team passes (one
registration per course) are available to any organization, firm or
governmental unit for $1,995 each for Syracuse and $2,246 for

Don Lake served in the USDA Natural Resource Conservation
Service for 27 years and is the principal
author of “New York Guidelines for Urban
Erosion and Sediment Control” and the “New
York Contractors Erosion and Sediment Control
Field Notebook.” He received the International
Erosion Control Association’s Sustained
Contributor Award for 1996, honoring
excellence in the advancement of erosion control, knowledge
and education. Don is an adjunct faculty member at SUNY-ESF
where he teaches graduate courses and supports graduate
student research on Stormwater Management.
COURSE DESCRIPTIONS (BUF-002 CONTINUED):
evaluate the hydrologic impacts of the project, understand basic
functions of computer models for stormwater, compute water
quality treatment volumes, determine the appropriate
stormwater management practice for the site, prepare operation
and maintenance components for the SWPPP.

BUF-003: Stormwater Management Practice (SMP) Design
In order to achieve new New York State Standards for water quality
protection and stormwater discharge control from development
sites, it is necessary that all practices be properly designed. In
this course, consulting engineers, landscape architects, resource
specialists, and others who design or review SWPPPs will learn:
the role of the five major SMP categories, the specific attributes
required for each SMP, to design specific SMPs such as ponds,
bioretention, sand filters, swales and infiltration practices to
provide construction specifications, inspection, and O&M
requirements for the designs.
Course materials include the New York Stormwater Design Manual
and course handouts and problems. A scale and calculator are
necessary for the course.

Stormwater Ponds and Wetlands are two important practices
utilized to remove pollutants from stormwater runoff. In this
