ISSUE In accordance with the School Boundary Review Procedures Manual (320‐A), Report #2 is to provide: a) Alternative scenarios to address the accommodation issues; b) Staff analysis of the alternative scenarios developed; c) A list of recommended options including justification for the recommendations; d) The proposed timeline for implementation of the boundary changes; and e) A communication plan. King George PS JK‐8 FI Boundary Review – Report #2 2 King George PS JK‐8 FI Boundary Review – Report #2 KING GEORGE PS JK‐8 FI BOUNDARY REVIEW REPORT #2 Presented to the Business Operations Committee Upper Grand District School Board October 16, 2012 3 King George PS JK‐8 FI Boundary Review – Report #2 1.0 INTRODUCTION Background 1.1 The Staff Committee has followed the goals, objectives and constraints of the review (Appendix A) which were contained in Report #1 and discussed possible school boundary scenarios. The Staff Committee has made a link available on the Boards’ website to receive correspondence from the public. The goals of this review are to establish a JK‐8 French Immersion (FI) boundary for King George PS, relieve FI enrolment pressure at Victory PS and accommodate 7/8 FI students feeding from Edward Johnson PS, King George PS and Victory PS. As such, this review does not consider changes to the Regular Track (RT) program at Victory PS. 1.2 Purpose of this Report In accordance with the School Boundary Review Procedures Manual (320‐A), Report #2 is to provide: a) Alternative scenarios to address the accommodation issues; b) Staff analysis of the alternative scenarios developed; c) A list of recommended options including justification for the recommendations; d) The proposed timeline for implementation of the boundary changes; and e) A communication plan. 2.0 ENROLMENT BACKGROUND 2.1 King George PS The current On the Ground Capacity (OTG) of King George PS is 504 pupil places. The school implemented Full Day Kindergarten (FDK) in September 2012 and has an enrolment of 428 students. King George PS is currently accommodating JK‐5 FI students as a result of the Edward Johnson Boundary Review (150 students) and temporarily holding JK‐5 FI students from East Wellington who formerly attended Edward Johnson PS (30 students). King George PS is also holding JK‐8 Regular Track (RT) students from Laurine Ave. PS in 2012/13 while that school is under construction (248 students). Beyond the implement ation of FDK,, the enrolmeent of the school is projected to remain aat approximattely 600 stude ents. Althouggh the school has 3 portab bles on site currentlyy, the site is n not ideal for aaccommodating additionall portables. SSince the scho ool accommo odates both RT and FI prograams, this redu uces the efficiiency in the uuse of the school. As indicaated in Section 2.1, the spaace constraints at Paisley R Rd PS will nott be resolved through the King George P PS Boundary R Review. 6 King George PS JK‐8 FI Boundary Review – Report #2 3.0 SHORTLISTED SCENARIOS Since the presentation of Report #1 in June 2012 (PLN: 12‐17), the Boundary Review Staff Committee has met on three occasions and has been engaged in scenario development. The committee discussions considered relevant factors and concluded that there were two (2) viable King George JK‐8 FI school boundary scenarios to be included in Report #2 and presented to the public. In both Scenarios 1 and 2 there is a consistent element. The 7/8 FI students from Edward Johnson, King George and Victory PS would attend the King George PS JK‐8 FI centre. This assignment of some of the North Guelph 7/8 FI students holding at John McCrae PS to a JK‐8 FI program in North Guelph is consistent with decisions from the Centre Guelph FI Accommodation Review. The difference between Scenarios 1 and 2 is how the FI enrolment pressure at Victory PS is resolved. Scenario 1 contemplates grade level shifts from Victory PS to King George PS and Scenario 2 contemplates an adjustment to the Victory PS JK‐6 FI boundary. 3.1 Staff’s Preferred Scenario Scenario 1 – Grades 4‐6 FI Reassignment Scenario 1 involves the move of entire grades of FI students from Victory PS to King George PS as a way to reduce the enrolment pressure at Victory PS. The Staff Committee considered this approach given the already limited area of the Victory JK‐6 FI boundary. The maps for Scenario 1 are located in Appendix B, Maps 1‐3. The enrolment pressure at Victory PS is relieved through the reassignment of Grades 4‐6 FI to King George PS. A viable JK‐8 FI program is created at King George PS during the period 2014‐2017. Beyond 2017, Staff acknowledges that future enrolment pressure projected at King George PS will have to be addressed. Although the King George PS site was designed to accommodate 6 portables, projections indicate that future enrolment could surpass the maximum site capacity as 2021 approaches. Staff will need to continue to monitor the enrolment at King George PS. According to the King George PS walking distances outlined in Map 5, Appendix C, approximately half of the Victory PS FI geographic boundary falls within the Grade 2‐6 walking distance boundary of 2.4 km. A more complete analysis of the walking route by Staff at Wellington Dufferin Student Transportation Services will be necessary prior to January 2014 to determine how many students will be eligible for bussing to King George PS. 3.2 Scenario 2 – Victory JK‐6 FI Boundary Change Scenario 2 reflects a boundary adjustment which reassigns a portion of the current Victory JK‐6 FI attendance area to King George PS as a way to relieve FI enrolment pressure. After considering several boundary adjustment options, the area identified to be reassigned to King George PS was the area on the north side of Division St and Clarence St. The maps for Scenario 2 are located in Appendix B, Maps 3 & 4. Grade 6 FI students would be grandparented at Victory PS for 2014/15. Scenario 2 achieves the goals established for this review for Victory PS. The enrolment pressure at Victory PS is relieved through the reassignment of JK‐6 FI students from its current boundary to King George PS. A viable JK‐8 FI program is created at King George PS during the period 2014‐2017. As with Scenario 1, future enrolment pressure at King George PS beyond 2017 will need to be monitored by Staff. According to the walking distances from King George PS as shown on Map 5 in Appendix C, the majority of the students within the area to be reassigned to King George PS from the Victory FI boundary would be eligible for transportation. As with Scenario 1, the final determination of which students receive bussing will be made by Wellington Dufferin Student Transportation Services prior to January 2014. 3.3 Comparison of Shortlisted Scenarios The Staff Committee discussed at length the benefits and drawbacks of the two shortlisted scenarios and determined that either scenario will create a viable JK‐8 FI program at King George PS. Both scenarios help to relieve enrolment pressure at Victory PS in order that FDK can be accommodated at this school. The accommodation of some 7/8 FI students from John McCrae PS to King George PS is only the first part of the solution for John McCrae PS as a new JK‐8 FI school in South Guelph is also necessary. Taking into consideration the various points outlined in Table 3, the enrolment forecasts and class size/structure the Staff Committee has determined that Scenario 1 is preferred. Accommodating younger students at their local school was an important factor in the Committee’s preference. Also, maintaining the current size of the Victory PS FI boundary ensures a more stable population making the school less susceptible to future fluctuations in student enrolment. 5.0 IMPLEMENTATION TIMELINES In September 2014, King George PS will no longer be holding RT students from the Lee St. PS. King George PS is anticipated to operate as a JK‐7 FI school in 2014/15. By 2015/16, the school will have a full JK‐8 FI program. The Staff Committee discussed the boundary change implementation timelines and proposes the following: Scenario 1 – Staff’s Preferred Scenario In September 2014, all Victory PS Grade 4‐6 FI students will attend King George PS. Grade 7 FI students feeding from Edward Johnson PS, Victory PS and King George PS will attend King George PS in 2014/15. Grade 8 FI students feeding from Edward Johnson PS and Victory PS be grandparented at John McCrae PS in 2014/15. 10 King George PS JK‐8 FI Boundary Review – Report #2 Scenario 2 JK‐5 FI students within the Victory FI boundary to be reassigned to King George PS will attend King George PS in 2014/15. Grade 6 FI students within the Victory FI boundary to be reassigned to King George PS be grandparented at Victory PS in 2014/15. Grade 7 FI students feeding from Edward Johnson PS, Victory PS and King George PS will attend King George PS in 2014/15. Grade 8 FI students feeding from Edward Johnson PS and Victory PS be grandparented at John McCrae PS in 2014/15. 6.0 COMMUNICATION PLAN This Communications Plan focuses on giving the public an opportunity to be fully informed of the scenarios, and to continue to provide input to the Staff Committee. Report #2 will be presented to the Business Operations Committee on October 16, 2012. A Public Information Session will be held for the community on October 23, 2012 (NEW DATE) A letter will be sent home to parents and guardians, informing them of the report and to solicit attendance at the Public Information Session. Newspaper ads for the Public Information Session will be developed and booked. A media release will be sent to local newspapers, radio and TV stations. A news brief will be sent targeted towards newspapers that serve the Guelph area. Report #2 will be posted on the Board’s website on October 12, 2012. Web pages in the Planning Department section of the Board website will be updated to include the contents of the report, links to Report 1&2, memos and other documents as required. Information on delegation opportunities will be included with a link to the web page containing delegation requirements. The Boundary Review pages will be promoted on the home page of the Board’s website, the Victory PS, King George PS, Edward Johnson PS and John McCrae PS web pages and other school web pages as appropriate, with links to the Planning Department web pages. The Planning Department web page will include a form that gives community members the opportunity to sign up and receive email alerts when significant new content is added to the site. The submission form for receiving community input will be included on the website with the response deadline. o This feedback will be shared on the website without attribution. Due to time constraints and staff resources, individual responses cannot be provided. This information will be posted with the form. A PDF version of the comment form which can be printed and dropped off at John McCrae PS, Victory PS, King George PS, Edward Johnson PS or the Board office will be available. The Public Information Session will provide another vehicle for communication to the community, and an opportunity for the public to provide comments (comment sheets), discuss the scenarios 11 King George PS JK‐8 FI Boundary Review – Report #2 with staff and meet the trustees in attendance.
