BACKGROUND
On June 21, 2012, Trustees approved the King George PS JK-8 FI Boundary Review Report #1, which
initiated the boundary review process to establish the JK-8 FI boundary for King George PS, effective
September 2014.
Trustees received Report #2 on October 16, 2012. The Board hosted a Public Information Session on
October 23, 2012. Additional feedback was received via the Board’s website, through delegations to the
Board and in communications with Board staff and Trustees.
ISSUE
In accordance with the School Boundary Review Procedures Manual (320-A), Report #3 is to provide:
a) A summary of information contained in the First and Second Boundary Review Reports;
b) A summary of input received from the public;
c) Final staff recommendation(s) and justification for the recommended Boundary Change(s);
d) A critical path resolution of the identified accommodation issue; and
e) A communication plan
RECOMMENDATIONS
1) THAT the report attached to memo PLN: 12-32 “King George PS JK-8 FI Boundary Review – Report
#3”, dated December 11, 2012 be received.
2) a) THAT the Board approves Scenario 1 as described in Section 4.1 in the report attached to memo
PLN: 12-32, which assigns the Victory PS Grades 4, 5 and 6 FI students to King George PS, effective
September 2014, and
b) THAT the FI boundaries for Victory PS and King George PS outlined in Appendix I, Maps 1-3
attached to memo PLN:12-32 “King George PS JK-8 FI Boundary Review – Report #3”, effective
September 2014 be approved, and
3) THAT effective September 2014, the implementation timelines applicable to Scenario 1 be approved
as follows, and that notations on Maps 2 and 3 be amended to reflect the Board’s decision:
a) All Victory PS Grade 4, 5 and 6 FI students will attend King George PS.
Or
b) i) All Victory PS Grade 5&6 FI students will attend King George PS, and all Victory PS Grade 4 FI
students will remain at Victory PS subject to annual monitoring.
ii) Staff be directed to implement the transition of the Grade 4 FI students from Victory PS to
King George PS in 2014/15 or any year thereafter, if the enrolment projections indicate that
greater than three (3) portables are required at Victory PS. Further, Staff be directed to inform
the parents of the Victory PS Grade 4 FI students of the transition to King George PS by the end
of February for the change to be in effect for the coming school year.
4) THAT 7/8 FI attendance area boundary for King George PS as outlined on Map 4 attached to memo
PLN: 12-32 be approved with an implementation date of September 2014.
5) THAT Grade 7 FI students who graduate from Grade 6 FI at Edward Johnson PS, Victory PS and King
George PS in June 2014 will attend King George PS.
6) THAT Grade 8 FI students be grandparented at John McCrae PS for the 2014/15 school year.

1.0
INTRODUCTION
On June 21, 2012, Trustees approved the King George PS JK-8 FI Boundary Review Report #1, which initiated the
boundary review process to establish the JK-8 FI boundary for King George PS, effective September 2014.
Trustees received Report #2 on October 16, 2012. The Board hosted a Public Information Session on October
23, 2012. The Board received additional feedback via its website, through delegations to the Board and in
communications with Board staff and Trustees.
1.1
Background
Report #1 outlined the Goals, Objectives and Constraints of this boundary review which shaped the Boundary
Review Committees’ discussions on alternative scenarios. The Goals, Objectives and Constraints are:

2.0
ENROLMENT BACKGROUND
2.1
King George PS
The current On the Ground Capacity (OTG) of King George PS is 504 pupil places. The school implemented Full
Day Kindergarten (FDK) in September 2012 and as of October 31, 2012 had an enrolment of 428 students. King
George PS is currently operating as a dual track school – accommodating 150 JK-5 FI students reassigned from
Edward Johnson PS in 2012, and holding 248 JK-6 RT students from Laurine Ave PS while that school is under
construction. In addition, approximately 30 East Wellington FI students have been grandparented at King
George PS for the 2012/13 and 2013/14 school years.
In 2013/14, King George PS will no longer hold the Laurine Ave PS students but will hold JK-6 RT students
destined for the new Lee St. PS (approx. 300 students).
By September 2014, King George PS is to become a JK-8 FI centre as identified in the Full Day Kindergarten (FDK)
Capital Plan. The establishment of JK-8 FI school in North Guelph is consistent with previous Board decisions in
the Centre Guelph FI Accommodation Review (August 2010). Chart 1 displays the current and projected
enrolment at King George PS. By 2014, the enrolment reflects only the JK-6 FI students who were formerly part
of the Edward Johnson PS JK-6 FI boundary and reflects the end of any grandparenting options in place until
September 2014.

2.2
Victory PS
Victory PS is a JK-6 school offering both RT and FI programming. The current enrolment at Victory PS is 284
students (84 RT, 200 FI). The current On the Ground (OTG) capacity at Victory PS is 317 pupil places. Interior
renovations that will convert three (3) regular size classrooms into two (2) FDK rooms will reduce the school’s
capacity to 294 pupil places. Chart 2 indicates that Victory PS is projected to experience enrolment pressure in
2014 once it receives FDK. In 2014, enrolment is projected to be approximately 100 students over the school’s
capacity. Accommodating both RT and FI programming reduces the efficiency in the use of classroom space.
The enrolment pressure projected at Victory PS is due to the introduction of FDK in 2014 and continued growth
in the FI program. The size of the FI program has grown over the past 5 years due to the graduation of smaller
class sizes relative to the larger cohorts of FI students coming into the program. Available French Immersion
capacity at King George PS can relieve the enrolment pressure expected at Victory PS.
Previous consultation with the Victory PS community in the Centre Guelph FI Accommodation Review
established the value of maintaining a dual track program at Victory PS. The Boundary Review Committee did
not consider changes to the Regular Track program at Victory PS, given the values expressed in the Centre
Guelph FI Accommodation and review and the focus of this boundary review was on the French Immersion
program.
Chart 2 indicates the historical and projected status quo enrolment at Victory PS for both the RT and FI
programs. The FI boundary change indicated on the chart is the reassignment of JK-6 FI students residing west
of the Hanlon Expressway as an outcome of the Centre Guelph FI Accommodation Review.

3.0
INPUT RECEIVED
The Board’s website received submissions from interested parents between June 2012 and November 30, 2012.
Approximately 100 people attended a Public Information Session on October 23, 2012 at King George PS.
Several delegations shared comments and concerns about the two scenarios at this session. Subsequently,
Victory PS FI parents delegated at three (3) different meetings of Trustees (October Board meeting, November
Business Operations Committee, November Board meeting) as of the date of this report.
A Frequently Asked Questions (FAQ) summary was posted on the Board’s website to address the concerns heard
from parents. Staff revised the FAQ in response to ongoing feedback. Due to the volume of public
correspondence received during the review, a link is provided in Appendix II to the FAQ and all feedback.
Several themes emerged from the feedback received both at the Public Information Session, through online
submissions and presentations to the Board. Table 2 below is a summary of consistent concerns expressed in
this feedback but is not inclusive of all the concerns expressed by parents. The table demonstrates that the
majority of the feedback came from Victory PS FI parents who were extremely committed to finding an alternate
solution to the enrolment pressure issue at their school.

A renovation/expansion to accommodate the projected number of
students at Victory PS is beyond the scope of this boundary review.
Furthermore, funding is not available to expand Victory PS and Staff have
identified that an addition is not ideal at Victory PS due to structural and
site constraints.

Need for Long-term Planning

PS
Importance of a
walkable/community School
STAFF COMMENT
Several boundary reviews are required to implement FDK prior to
September 2014. Following this, Staff intends to take a longer view of
accommodation throughout the district through a revision to the Long
Term Accommodation Plan.
The province has not provided any funding for accessibility retrofits.
Although the Board does not have the money to remove all of the physical
barriers to accessibility that exist in the district, the principles of
accessibility are a high priority for the Board. Renovations to address
accessibility are managed on an as needed, case by case basis and may be
done in conjunction with or exclusive of any other renovation plans within
facilities.
Maintaining a dual track program at Victory PS enables both RT and FI
students to access their local school.
Distance and safety concerns
walking to King George PS
Service de transport de Wellington-Dufferin Student Transportation
Services (STWDSTS) has reviewed the walking distances and routes to King
George PS. An assessment has identified a safe walking route for students
who reside within the 2.4 km walking distance to King George PS.
STWDSTS monitors increased traffic volumes or other issues that may
affect student safety.
Reassigning only Grade 6 FI
from Victory
Moving only the Grade 6 FI students to King George PS would not go far
enough in relieving the projected enrolment pressure at Victory PS.
Utilizing the maximum capacity at Victory PS (including the portables) is
not a responsible way to plan. There would be no buffer for potential
enrolment fluctuations.
The focus of this review is on the FI program. The growth in the FI
program is creating enrolment pressure at Victory PS.
Consideration of reassigning RT
program (Gr 6)
The Boundary Review Committee reviewed and considered all of the public comments in the formulation of the
final scenario recommendation.
It is important to note that the Victory PS RT parents were not in attendance at the Public Information Session
and have not been as actively engaged by the Board in this review process. The Board clearly articulated to the
RT parents from the outset of this Boundary Review that changes to the RT program were not under
consideration. Following the Public Information Session and in response to FI parent suggestions that the RT
program should also be reviewed, RT parents provided feedback that supported maintaining the dual track
program at Victory PS.
4.0
EXAMINATION OF BOUNDARY SCENARIOS
Staff presented Scenarios 1 and 2 in Report #2 and identified Scenario 1 as the preferred option. Scenario 1
involved the reassignment of Grades 4, 5 and 6 FI to King George PS in 2014. Scenario 2 contemplated the
reassignment of a portion of the Victory PS JK-6 FI boundary. Both scenarios were presented at the Public
Information Session on October 23, 2012 for information and input.

In response to concerns voiced specifically from the Victory PS FI parents the Boundary Review Committee reevaluated the original scenarios and considered suggestions from the public.
Three (3) of the Boundary Review Committee’s initial scenarios contemplated a geographic change to the
Victory PS FI boundary. Some Victory PS FI parents also suggested a scenario that would involve the move of JK6 FI students from the area north of Speedvale Avenue and all the Grade 6 FI students to King George PS.
After thorough consideration, the Committee determined that maintaining the current size of Victory’s FI
boundary would ensure a more stable population, thereby making the school less susceptible to future
fluctuations in the student enrolment.
Another scenario suggested by some Victory FI parents and discussed by the Boundary Review Committee was
the reassignment of the Grade 6 students in both programs – RT and FI. The parameters that established this FI
Boundary Review were set out in Report #1 and approved by the Board. The Committee reaffirmed that
involving the RT students in any scenario was beyond the scope of this boundary review.
The remaining scenario was the Boundary Review Committee’s preferred Scenario 1. The reassignment of
entire grades to King George PS was still determined to be the preferred option of the Committee. The
Committee recognized that there remains a need to address the immediate enrolment pressure at Victory PS in
2014, due to FI growth and FDK implementation. Consideration was not given to a renovation/expansion of
Victory PS as this was beyond the scope of the Committee’s work.
Victory PS FI parents asked about the feasibility of reassigning only the Grade 6 FI students to King George PS in
2014/15. Staff evaluated the feasibility of assigning fewer grades of FI students, however, determined that
moving only Grade 6 FI students would not relieve enough pressure at Victory PS.
Staff analyzed the feasibility of moving the Grade 5 and 6 FI students to King George PS and provisionally
accommodating the Grade 4 FI students at Victory PS in September 2014. Staff concluded that reassigning
Grade 5 and 6 FI to King George PS effective September 2014 and retaining the Grade 4 FI at Victory PS, subject
to confirmation that no more than three (3) portables are required to serve the enrolment in 2014/15, is a
workable alternative.
As a result, the Boundary Review Committee is prepared to recommend Scenario 1 with a choice of two (2)
implementation options.
4.1
Scenario 1
Scenario 1 assigns Grades 4, 5 and 6 FI students to King George PS effective September 2014.
Scenario 1 achieves the goals established for this boundary review as it creates a viable JK-8 FI program at King
George PS, accommodates the Grade 7 FI students graduating from Edward Johnson PS, Victory PS and King
George PS and relieves the enrolment pressure projected at Victory PS.
The maps for Scenario 1 are located in Appendix I, Maps 1-4.

Provisional Accommodation of Grade 4 FI at Victory PS
The Boundary Review Committee discussed at length the concerns of the Victory PS community. Consideration
of moving only the Victory PS Grades 5 and 6 FI students in September 2014 responds to parent concerns about
moving younger students out of Victory PS. It also recognizes parent requests to make use of current portable
capacity on the Victory PS site.
The net impact of accommodating the Grade 4 FI students at Victory PS in 2014/15 is an increase in the
enrolment at Victory PS of approximately 20-30 students in comparison to Scenario 1. Conversely, there is
decrease of approximately 20-30 students at King George PS.
The provisional accommodation of the Grade 4 FI students at Victory PS in 2014/15 offers a reasonable
compromise to the Victory PS FI parents and still accomplishes the objectives established at the outset of the
boundary review process.
A boundary for King George PS is established which supports a viable JK-8 FI program and the accommodation of
Grade 7/8 FI students from Victory PS, Edward Johnson PS and King George PS is achieved. The enrolment
pressure at Victory PS is relieved and consideration is given to minimizing impacts on students where changes
are proposed.
The move of only Grades 5 and 6 FI is projected to reduce the enrolment pressure at Victory PS in 2014/15.

However, staff recognizes that there may still be a need to transition the Grade 4 FI to King George PS for the
2014/15 school year or in the future should Victory’s enrolment breach the three (3) portable limit.
A drawback of this implementation option is that the Victory PS community would receive less notification
about the transition of the Grade 4 FI students from Victory PS to King George PS. It is recommended that each
February during the Board’s staffing process, the following year’s enrolment will be examined and a
determination made whether it will breach the three (3) portable limit. If it is necessary to transition the Grade
4 FI students to King George PS, confirmation of the change would be communicated to parents by the end of
February for the coming school year.
If the Board decides to adopt the implementation option which retains the Victory PS Grade 4 FI students at
Victory PS in 2014/15, it will be necessary for a notation to be added to the maps located in Appendix I, Maps 2
and 3 to reflect this decision.
5.0
CLASS ORGANIZATION
Staff modeled a hypothetical class organization for Scenario 1 under both implementation options to determine
the number of classrooms required. This is especially important at Victory PS given that a dual track program
reduces the efficiency in the use of the school and since Victory PS is limited to a maximum three (3) portables
on site.
As a result of this analysis, it was determined that:
The classroom requirement for Scenario 1 indicates that one (1) portable may be necessary to
accommodate all the JK-3 FI and JK-6 RT students at Victory PS during the years 2014-2021.
A class organization for the implementation option that accommodates the Grade 4 FI students at
Victory PS, indicated two (2) portables may be necessary to accommodate all the JK-4 FI and JK-6 RT
students at Victory PS during the same time period.
6.0
PORTABLE USAGE
One of the objectives of the Boundary Review Committee was to balance Victory PS’s enrolment to its OTG
capacity (294 pupil places). Currently there are three (3) portables on the Victory PS site (1 currently in use, 2
decommissioned). A second service to the site, which previously supplied power to additional portables, is no
longer allowed.
Despite concerns about the limited size of the playground and site supervision limitations inherent with the
existing portables in place, the Boundary Review Committee has reconsidered the use of the existing portables
at Victory PS.
Both scenarios are considered feasible assuming that the schools’ remaining enrolment does not require more
than three (3) portables.

7.0
FUTURE STEPS
The implementation option that provisionally accommodates the Grade 4 FI students at Victory PS in 2014/15
will require annual monitoring of enrolment at Victory PS given the three (3) portable limit on the site.
Enrolment projections are prepared each February for staffing for the next school year. This is an appropriate
time for Staff to review the enrolment at Victory PS. If the forecasted enrolment for the coming school year will
surpass the portable cap, staff will be required to transfer the Grade 4 FI students provisionally accommodated
at Victory PS to King George PS for the coming school year. The move will be communicated to the Victory PS FI
parents by the end of February prior to the next school year.
8.0
IMPLEMENTATION TIMELINES
8.1
Scenario 1
Effective September 2014, the implementation timelines applicable to Scenario 1 are:
1) All Victory PS Grade 4, 5 and 6 FI students will attend King George PS.
2) Grade 7 FI students who graduate from Grade 6 FI at Edward Johnson PS, Victory PS and King George PS
in June 2014 will attend King George PS.
3) Grade 8 FI students will be grandparented at John McCrae PS for the 2014/15 school year.
OR
1) All Victory PS Grade 5&6 FI students will attend King George PS.
2) All Victory PS Grade 4 FI students will remain at Victory PS, subject to annual monitoring.
3) Grade 7 FI students who graduate from Grade 6 FI at Edward Johnson PS, Victory PS and King George PS
in June 2014 will attend King George PS.
4) Grade 8 FI students will be grandparented at John McCrae PS for the 2014/15 school year.

STUDENT TRANSPORTATION
STWDSTS reviewed the walking routes for the Victory PS Grades 4, 5 & 6 FI students to King George PS. The
review indicates that some of the affected Victory PS Grades 4, 5 & 6 FI students live within walking distance to
King George PS (less than 2.4 km). STWDSTS has identified a preliminary walking route for these students from
the Victory PS area to King George PS that takes into consideration safe road and river crossings and the location
of sidewalks. The preliminary walking route is attached as Appendix I, Map 5.

It is Staff’s expectation that should the Grade 4 FI students receive provisional accommodation at Victory PS in
2014/15, those who reside north of Speedvale Avenue and who currently receive transportation to Victory PS,
will continue to receive transportation.
A more detailed analysis of who may qualify for transportation to King George PS, according to the walking
distance criteria, will be determined by STWDSTS in Spring 2014. Transportation of the affected Victory PS
Grade 4, 5 and 6 FI students will be reviewed in the context of established bus routes in order to ensure routes
are designed efficiently. At that time, STWDSTS will also confirm a final walking route.
10.0
COMMUNICATION PLAN
Written comments received by the Boundary Review Committee up to and including November 30, 2012 are on
the Board’s web page for the King George JK-8 FI Boundary Review, and are reflected in FAQ updates and in
Report #3.
After November 30, 2012, written comments received through communication to Board Staff and Trustees or
presentations made by delegations were posted under the King George JK-8 FI Boundary Review web page, but
are not reflected in Report #3.
Community members are still able to subscribe to and receive email alerts for updates to the boundary review
web pages.
Further action:
December 3, 2012: Information on the final delegation opportunity (December 18, 2012 Board Meeting) will
be provided on the King George PS JK-8 FI Boundary Review web page.
December 7, 2012: A letter to parents and guardians of the Victory PS, Edward Johnson PS and King George
PS communities will provide information on Report #3, the final delegation opportunity and the date for the
final Board decision (both on December 18, 2012).
December 7, 2012: A media release regarding Report #3 will be sent to local newspapers and radio and TV
outlets.
December 11, 2012: Board Planning staff will present Report #3 at the meeting of the Business Operations
Committee.
December 19, 2012: The Board’s final decision will be posted on the Board’s web pages and included in the
monthly Board Highlights and in a news release.
December 20, 2012: A letter will be sent to the Victory PS, Edward Johnson PS and King George PS parents
and guardians to explain the decision with approved boundary maps.
