Federal Excess Property Management Information System (FEPMIS): Contracting Officer, Contracting Officer’s Representative and Program Managers FEPMIS • The Current FAMWEB Operation and Maintenance • • • • (O&M) contract ends on July 31, 2015. We are exercising a six month extension on the contract through January 31, 2016. During the extension basic O&M and high priority changes will be worked on. After the end of September only basic O&M (bug fixes, minor changes) will be worked on. This is to ensure a base program code of FEPMIS can be transitioned. November through January will be the transition period to new contract. FEPMIS/FAMWEB O&M Contract FEPMIS is one of the applications managed by the Fire and Aviation Management (FAM-IT) group. The FAMWEB O&M Contract supports several applications, web sites and other Informational Technology (IT) tasks. The current FAMWEB O&M Contract is being recompeted and the new Contract will also support many applications, web sites and IT tasks. Please note the FAMWEB O&M contract is not exclusively for the FEPMIS application and bug fixes and changes will be prioritized with all of the tasks that fall within the contract. Contracting Officer’s Representative (COR) Program Managers (PM) Contracting Officer Contracting Officer Contracting Officer Only official that has authority to enter and administer contracts May bind the government only to the extent delegated in writing (Warrant Level) Certifies and delegates CORs Prepares Solicitations Negotiates with Vendors Makes award decisions Notifies Congress if awards are over $1M COR Responsibilities COR Responsibilities A member of the Acquisition Team Technical representative of the CO Must advise the CO of any information that affects the contract Functions that a COR performs Correspond directly with the vendor (contractor) gives copies to the CO Conduct on-site visits Facilitates conferences with vendor COR Responsibilities (con’t) Provide technical direction and priority to the vendor as long as the direction is Within scope of the contract Will not affect cost, period of performance or other terms and conditions of the contract All CORs should refer to their designation letters for specific duties and functions per the contract COR Responsibilities (con’t) Limitations on the CORs Authority The COR SHALL NOT direct the vendor to undertake any activity which will change the: Total Price or estimated cost Scope of work Period of performance Administrative provisions of the contract Program Managers Program Managers Secure funding for projects Monitor budget of projects Progress reports on progress and delays Works with the COR and is a technical expert in the field Program Managers Like the COR a program manager may not direct the work of the contractor, make changes, priorities or obligations under the contract. Statement of Work in either the contract or the task order is the parameters for the work assigned. This includes timelines and milestones. Program managers are usually the first to recognize issues and best practices. COR’s and PM’s should communicate often, especially if one is remote. The COR is the only government official that can direct the contractor to perform work. Statement of Work / Contract As a reminder the Statement of Work (SOW) is the parameters for the mission to be accomplished. Contractor, COR, CO, and PM’s all must adhere to what was agreed upon in solicitation and award phase of the contract. If a change is needed only the Contracting Officer can authorize this. All changes must site the contract authority and some require signature from the government and contractor. Processes for the new Contract A Change Control Board (CCB) must be established to address all application problems and changes. The CCB will prioritize problems and changes and relay those to the Project Manager who will then work with the COR to prioritize the work with all of the other tasks under the new Contract. All FEPMIS users will be required to utilize the Help Desk to report any problems or changes. This is to ensure all problems and changes are documented. Problems may be elevated to the Tier 2 level (Subject Matter Experts) which may elevate the problem to the Tier 3 level which is the contractor.
