RE: NEW SOUTH GUELPH JK‐8 FI CENTRE BOUNDARY REVIEW – Report #2 Report Classification: INFORMATION BACKGROUND On September 26, 2012, Trustees approved the New South Guelph JK‐8 FI Centre Boundary Review Report #1 which initiated the boundary review process for establishing the JK‐8 FI boundary at the new South Guelph school, effective September 2014. ISSUE In accordance with the School Boundary Review Procedures Manual (320‐A), Report #2 is to provide: a) Alternative scenarios to address the accommodation issues; b) Staff analysis of the alternative scenarios developed; c) A list of recommended options including justification for the recommendations; d) The proposed timeline for implementation of the boundary changes; and e) A communication plan. INTRODUCTION Background 1.1
The Boundary Review Committee has followed the goals, objectives and constraints of the review (Appendix A) which were contained in Report #1 and discussed possible school boundary scenarios. The goals of this review are to establish a viable and sustainable JK‐8 French Immersion (FI) boundary for the new South Guelph FI Centre while also relieving FI enrolment pressure at Paisley Road PS, John McCrae PS and F.A. Hamilton PS. The results of the recently completed King George PS boundary review have had an impact on this review by creating a 7/8 FI boundary for King George PS (effective Sept 2014) that accommodates the majority of north Guelph FI 7/8 students. The students in this area have been part of an “Interim Holding Area” assigned to John McCrae PS since September 2011, as a result of the Centre Guelph Accommodation Review. 1.2
Purpose of this Report In accordance with the School Boundary Review Procedures Manual (320‐A), Report #2 is to provide: a) Alternative scenarios to address the accommodation issues; b) Staff analysis of the alternative scenarios developed; c) A list of recommended options including justification for the recommendations; d) The proposed timeline for implementation of the boundary changes; and e) A communication plan. 2.0 ENROLMENT BACKGROUND 2.1 John McCrae PS The current On the Ground Capacity (OTG) of John McCrae PS is 475 pupil places. Full Day Kindergarten (FDK) is scheduled to be implemented at the school in September 2014 at which time it is expected to have an enrolment of approximately 650 students and an OTG capacity of 495 pupil places. King George PS will start to offer a 7/8 program in 2014 (grade 7 in 2014, 7 & 8 in 2015) to be fed by lower grades coming from its own boundary as well as Edward Johnson PS and Victory PS. This will relieve some enrolment pressure by accommodating some north Guelph 7/8 FI students at King George in 2014 who have been holding at John McCrae PS since 2011. Additional enrolment pressure will be resolved at John McCrae PS through the opening of the New South Guelph JK‐8 FI Centre in September of 2014. 1

Hamilton PS F.A. Hamilton PS has a current OTG capacity of 294 pupil places. This capacity does not include the eight (8) room portapak on site which is near the end of its lifespan. Full Day Kindergarten was implemented at F.A. Hamilton PS this school year (2012/13). The current enrolment is 353 students. There is a significant amount of enrolment growth projected at F.A. Hamilton PS over the projection period. The size of the Kindergarten classes over the last two (2) years have been double the size of the graduating class sizes. Chart 2 – F.A. New South Guelph JK‐8 FI Centre Boundary Review – Report #2 2.3 Paisley Road PS The current OTG of Paisley Road PS is 490 pupil places. With FDK in 2014, the school’s OTG capacity will be 493 pupil places and the enrolment is projected to be approximately 600 students. Following the implementation of FDK, the enrolment of the school is projected to remain stable at approximately 600 students. Although the school has 3 portables on site currently, the site is not ideal for accommodating additional portables due to grading and other sightline challenges. Since the school accommodates both RT and FI programs, this also reduces the efficiency in the use of the school. As an example, the enrolment this year is slightly less than the OTG capacity and three portables are still being used. After accounting for the average class sizes that can occur at JK‐6, dual track schools, the effective capacity of Paisley Road PS is approximately 440 pupil places. New South Guelph JK‐8 FI Centre Boundary Review – Report #2 3.0 SHORTLISTED SCENARIOS Since the presentation of Report #1 in September 2012 (PLN: 12‐21), the Boundary Review Committee has met on four occasions and has been engaged in scenario development. The Committee discussions considered relevant factors and concluded that there were two viable new South Guelph JK‐8 FI school boundary scenarios to be included in Report #2 and presented to the public. In both scenarios the 7/8 FI students from Paisley Road PS and John McCrae PS would attend John McCrae PS; and F.A. Hamilton PS students would graduate to the New South Guelph school to join the 7/8 students from that school. 3.1 Scenario 1 In Scenario 1 the new JK‐6 boundary proposed for the New South Guelph FI Centre results in revised JK‐6 boundaries for both John McCrae PS and F.A. Hamilton PS. This scenario also involves the move of entire grades of FI students from Paisley Road PS to John McCrae PS as a way to reduce the enrolment pressure at Paisley Road PS. The Boundary Review Committee concluded that this approach has merits as it related to the objectives established for the review, and is consistent with the approach approved in the recently completed King George Boundary Review. The maps for Scenario 1 are located in Appendix B, Maps 1 and 2. Scenario 1 reflects the following:  New South Guelph New JK‐6 FI boundary (areas to be reassigned from John McCrae PS and School F.A. New South Guelph JK‐8 FI Centre Boundary Review – Report #2 The enrolment impact of this scenario is as follows: Table 1: Scenario 1 Enrolment Projection Notes: ‐ Enrolment projections have been rounded to the nearest 5 ‐ All grade 8 FI students from Guelph will be grandparented at John McCrae PS in 2014 (the new South Guelph School and King George PS will only offer grades JK‐7 in the 2014/15 school year) Scenario 1 does achieve the first goal established for this review as a viable JK‐8 FI program is created at the new South Guelph school during the period 2014‐2017. Beyond 2017, Staff will need to continue to monitor the enrolment at the New South Guelph FI Centre. The accommodation of students at the new South Guelph school also results in the relief of enrolment pressure at John McCrae PS and F.A. Hamilton PS which is another goal of this review. The JK‐6 boundaries proposed in this Scenario for the New South Guelph FI Centre, John McCrae PS, and F.A. Hamilton were developed with the objective of minimizing reassignment of students who were moved as a result of the Centre Guelph Accommodation Review. There is however a group of students east of Gordon St and north of Clair Rd that currently attend F.A. Hamilton PS who would be reassigned to the New South Guelph FI Centre. It should be noted that the JK‐6 FI boundary for the New South Guelph FI Centre is the same in Scenario 1 and Scenario 2, but the 7/8 FI boundary is not. Since the 7/8 boundary includes the F.A. Hamilton PS JK‐6 boundary, which is different in both scenarios, the 7/8 boundary also varies. The projected enrolments at F.A. Hamilton PS and John McCrae PS are above their school capacities and both sites have historically housed portables. The enrolment pressure at Paisley Road PS is relieved through the reassignment of Grades 4‐6 FI to John McCrae PS. Although it appears that the projected enrolments at Paisley Road PS will be very close to the schools OTG capacity, the enrolment is projected to remain above the effective capacity of 440 pupil places, and therefore at least 1‐2 portables will continue to be required on the site. Maps 5 to 8 in Appendix C outline walking limits based on distances from each school. A more complete analysis of the walking route by Staff at Wellington‐Dufferin Student Transportation Services will be necessary prior to March 2014 to determine more definite transportation eligibility to all the schools involved in the review once the new boundaries are determined. 5
New South Guelph JK‐8 FI Centre Boundary Review – Report #2 3.2 Scenario 2 Staff’s Preferred Scenario Scenario 2 is Staff’s Preferred Scenario and although the JK‐6 boundary for the new South Guelph school is identical to the one proposed in Scenario 1, the JK‐6 boundaries for John McCrae PS and F.A. Hamilton PS are different. Scenario 2 reflects both a grade 4‐6 shift from Paisley Road PS to John McCrae PS and also a boundary adjustment which reassigns a portion of the remaining Paisley Road PS JK‐3 FI attendance area to John McCrae. The Committee considered this solution in an effort to further resolve pressure at Paisley Road PS to an enrolment more aligned to its effective capacity. The area to be reassigned from Paisley Road PS to John McCrae PS is the area east of Edinburgh Rd N. In order to minimize the impact on existing students, this reassignment would be implemented over time starting with any new students in 2014, including JK and new SK students. Any existing Paisley Road PS students who are older siblings of the new JK and SK students would be given the option of staying at Paisley Road PS until Grade 3 or moving to John McCrae PS in 2014. The maps for Scenario 2 are located in Appendix B, Maps 3 & 4. Scenario 2 reflects the following:  New South Guelph New JK‐6 boundary (areas from John McCrae PS and F.A. Hamilton PS) School ‐ New 7&8 boundary (includes its own JK‐6 boundary and F.A. New South Guelph JK‐8 FI Centre Boundary Review – Report #2 The changes in Scenario 2 result in the following enrolment projection: Table 2: Scenario 2 Enrolment Projection Notes: ‐ Enrolment projections have been rounded to the nearest 5 ‐ All grade 8 FI students from Guelph will be grandparented at John McCrae PS in 2014 (the new South Guelph School and King George PS will only offer grades JK‐7) Scenario 2 achieves the goals established for this review for Paisley Road PS. The enrolment pressure at Paisley Road PS is relieved through the combination of the reassignment of Grades 4‐6 FI to John McCrae PS along with a boundary shift. The projections for the New South Guelph FI Centre are very similar in this scenario to those in Scenario 1, therefore, beyond 2017, Staff would again need to monitor the enrolment at this school. As with Scenario 1, the projected enrolments at F.A. Hamilton PS and John McCrae PS are above their school capacities. According to the John McCrae PS walking distances outlined in Map 6, Appendix C, approximately half of the Paisley Road PS JK‐3 area to be reassigned to John McCrae falls within the Grade JK‐1 walking distance boundary of 1.6 km and almost all of the area falls within the Grade 2‐6 walking distance of 2.4 km. As mentioned previously, a more complete analysis of the walking route by Staff at Wellington‐Dufferin Student Transportation Services will be necessary prior to March 2014 to determine more definite transportation eligibility to all the schools involved in the review once the new boundaries are determined. 3.3 Comparison of Shortlisted Scenarios The Boundary Review Committee discussed at length the benefits and drawbacks of the two shortlisted scenarios and determined that both scenarios will create a viable JK‐8 FI boundary for the new South Guelph school and relieve the enrolment pressures at John McCrae PS, Paisley Road PS and F.A. Hamilton PS. 7

Taking into consideration the various points outlined in Table 3 and the enrolment forecasts the Boundary Review Committee has determined that Scenario 2 is preferred. 8
New South Guelph JK‐8 FI Centre Boundary Review – Report #2 4.0 IMPLEMENTATION TIMELINES The new South Guelph JK‐8 FI Centre is planned to open in September 2014. At that time, the following boundary change implementation timelines are proposed by the Boundary Review Committee: Scenario 1 In September 2014: 
F.A. Hamilton PS JK‐6 FI students who reside within the New South Guelph FI Centre boundary will attend the New South Guelph FI Centre. 

New South Guelph JK‐8 FI Centre Boundary Review – Report #2 
All existing Paisley Road PS SK to Grade 3 students living in the Transition Area identified on Map 3 may remain at Paisley Road PS until Grade 3 or have the option of attending John McCrae PS. These are students who attended Paisley Road PS for JK to Grade 2 in the 2013/14 school year. 
All new students who did not attend Paisley Road PS in the 2013/14 school year living in the Transition Area will attend John McCrae PS. Any older siblings of these new students who attended Paisley Road PS in the 2013/14 school year will have the option of remaining there until Grade 3 or attending John McCrae PS. 
All Grade 8 FI students will be grandparented at John McCrae PS. 5.0 COMMUNICATION PLAN This Communications Plan focuses on giving the public an opportunity to be fully informed of the scenarios, and to continue to provide input to the Boundary Review Committee. 
Report #2 will be posted on the Board’s website on January 11, 2013. 
Report #2 will be presented to the Business Operations Committee on January 15, 2013. 
A Public Information Session will be held for the community on January 16, 2013 (NEW DATE) at John McCrae PS starting at 7 pm. 
A letter will be sent home to parents and guardians, informing them of the report and to solicit attendance at the Public Information Session. 
Newspaper ads for the Public Information Session will be developed and booked. 
A media release will be sent to local newspapers, radio and TV stations. 
Web pages in the Planning Department section of the Board website will be updated to include the contents of the report, links to Report 1&2, memos and other documents as required. 
Information on delegation opportunities will be included with a link to the web page containing delegation requirements. 
The Boundary Review pages will be promoted on the home page of the Board’s website, the John McCrae PS, F.A. Hamilton PS, and Paisley Road PS web pages with links to the Planning Department web pages. 
The Planning Department web page will include a form that gives community members the opportunity to sign up and receive email alerts when significant new content is added to the site. 
The submission form for receiving community input will be included on the website with the response deadline. o This feedback will be shared on the website without attribution. Due to time constraints and staff resources, individual responses cannot be provided. This information will be posted with the form. 
The Public Information Session will provide another vehicle for communication to the community, and an opportunity for the public to provide comments (comment sheets), discuss the scenarios with staff and meet the trustees in attendance. 
A Frequently Asked Questions (FAQ) document will be developed based on feedback and questions from the Public Information Session. This document will be added to the boundary review web page approximately one week after the Public Information Session and will be updated as new feedback is received through the webpage, letters and emails. A new or revised communications Plan will be developed for inclusion in the Final Report. 10
