Trustees received Report #2 on January 15, 2013 which presented Scenario options developed by the Boundary Review Committee. The Board hosted a Public Information Session on January 16, 2013. Additional feedback was received via the Board’s website and in communications with Board staff and Trustees. ISSUE In accordance with the School Boundary Review Procedures Manual (320‐A), Report #3 is to provide: a) A summary of information contained in the First and Second Boundary Review Reports; b) A summary of input received from the public; c) Final staff recommendation(s) and justification for the recommended Boundary Change(s); d) A critical path resolution of the identified accommodation issue; and e) A communication plan RECOMMENDATIONS 1) THAT the report attached to memo PLN: 13‐04 “New South Guelph JK‐8 FI Centre Boundary Review ‐ Report #3”, dated March 19, 2013 be received. 2) a) THAT the Board approves Scenario 2 as described in Section 4.1 in the report attached to memo PLN: 13‐04, and b) THAT the FI boundaries for the New South Guelph FI Centre, John McCrae PS, F.A. Hamilton PS and Paisley Road PS outlined in Appendix I, Maps 1 to 6 attached to memo PLN:13‐04 “New South Guelph JK‐8 FI Centre Boundary Review ‐ Report #3”, effective September 2014 be approved, and 3) THAT effective September 2014, the implementation timelines applicable to Scenario 2 be approved as follows: a)
F.A. Hamilton PS JK‐6 FI students who reside within the New South Guelph FI Centre boundary will attend the New South Guelph FI Centre. b) F.A. Hamilton PS JK‐6 FI students who reside within new John McCrae PS JK‐6 FI boundary will attend John McCrae PS. c)

All Grade 8 FI students will be grandparented at John McCrae PS. RATIONALE See the attached report “New South Guelph JK‐8 FI Centre Boundary Review – Report #3”. NEW SOUTH GUELPH JK‐8 FI CENTRE BOUNDARY REVIEW REPORT #3 Presented to the Business Operations Committee Upper Grand District School Board March 19, 2013 New South Guelph JK‐8 FI Centre Boundary Review – Report #3 1.0 INTRODUCTION On September 26, 2012, Trustees approved the New South Guelph JK‐8 FI Centre Boundary Review Report #1, which initiated the boundary review process to establish the JK‐8 FI boundary for the new South Guelph school, effective September 2014. Trustees received Report #2 on January 15, 2013. The Board hosted a Public Information Session on January 16, 2013. The Board received additional feedback via its website and in communications with Board staff and Trustees. 1.1 Background Report #1 outlined the Goals, Objectives and Constraints of this boundary review which shaped the Boundary Review Committee’s discussions on alternative scenarios. The Goals, Objectives and Constraints are: Table 1 ‐ Goals, Objectives and Constraints GOALS: 1. Create a viable and sustainable JK‐8 FI program at the new South Guelph JK‐
8 FI Centre. 2. Relieve French Immersion enrolment pressure at Paisley Road PS. 3. Relieve enrolment pressure at John McCrae PS and F.A. Hamilton PS. OBJECTIVES:
1. Develop an attendance area for the new South Guelph FI Centre that establishes a viable and sustainable JK‐8 FI program. 1. The Paisley Road PS should not house more than three (3) portables. 2. Alter the boundary or program at Paisley Road PS to ensure enrolment is sustainable and balanced to the capacity of the school. 2. The attendance area boundary needs to be established and communicated to affected families in time for staffing for the 2014/15 school year. 3. Maximize the number of students within a safe walking distance to schools. 4. Minimize the number of students transported by bus. 5. Minimize the impact on students where transitions are proposed. 1.2 CONSTRAINTS: 3. The King George JK‐8 FI boundary decision will impact South Guelph boundary review considerations. Purpose of this Report In accordance with the School Boundary Review Procedures Manual (320‐A), Report #3 is to provide: a) A summary of information contained in the First and Second Boundary Review Reports; b) A summary of input received from the public; c) Final staff recommendation(s) and justification for the recommended boundary change(s); d) A critical path resolution of the identified accommodation issue; and e) A communication plan Page | 1 New South Guelph JK‐8 FI Centre Boundary Review – Report #3 2.0 ENROLMENT BACKGROUND 2.1 John McCrae PS The current On the Ground Capacity (OTG) of John McCrae PS is 475 pupil places. Full Day Kindergarten (FDK) is scheduled to be implemented at the school in September 2014 at which time it is projected to have an enrolment of approximately 650 students and an OTG capacity of 495 pupil places. King George PS will start to offer a 7/8 program in 2014 (grade 7 in 2014, 7 & 8 in 2015) to be fed by lower grades coming from its own boundary as well as Edward Johnson PS and Victory PS. This will relieve some enrolment pressure by accommodating some north Guelph 7/8 FI students at King George in 2014 who have been holding at John McCrae PS since 2011. Additional enrolment pressure will be resolved at John McCrae PS through the opening of the New South Guelph JK‐8 FI Centre in September of 2014. Hamilton PS F.A. Hamilton PS has a current OTG capacity of 294 pupil places. This capacity does not include the eight (8) room portapak on site which is near the end of its lifespan. Full Day Kindergarten was implemented at F.A. Hamilton PS in 2012/13. The current enrolment is 353 students. There is a significant amount of enrolment growth projected at F.A. Hamilton PS over the projection period. Chart 2 – F.A. Hamilton PS Historical and Projected Enrolment Note: Historic enrolments not shown as F.A. Hamilton PS became a FI Centre in 2011 following Centre Guelph FI Accommodation Review. 2.3 Paisley Road PS The current OTG of Paisley Road PS is 490 pupil places. With FDK in 2014, the school’s OTG capacity will be 493 pupil places and the enrolment is projected to be approximately 600 students. Following the implementation of FDK, the enrolment of the school is projected to remain stable at approximately 600 students. Although the school currently has 3 portables, the site is not ideal for accommodating additional portables due to grading and other sightline challenges. Since the school accommodates both RT and FI programs, this also reduces the efficiency in the use of the school. As an example, the enrolment this year is slightly less than the OTG capacity and three portables are still being used. After accounting for the average class sizes that can occur at JK‐6 dual track schools the effective capacity of Paisley Road PS is approximately 440 pupil places. Note: Boundary changes occurred in 2011 as a result of the Centre Guelph FI Accommodation Review. 3.0 INPUT RECEIVED The Board’s website received submissions from interested parents between September 2012 and March 1, 2013. Approximately 50 people attended a Public Information Session on January 16, 2013 at John McCrae PS. Several parents shared comments and concerns about the two scenarios at this session. As of the date of this report, there have been no presentations by delegations at any Board or Standing Committee meeting. A Frequently Asked Questions (FAQ) summary was posted on the Board’s website to address the concerns heard from parents. Appendix II contains the FAQ and all feedback. Several themes emerged from the feedback received both at the Public Information Session and through online submissions. Table 2 below is a summary of common concerns expressed in this feedback but is not inclusive of all the issues expressed by parents. The table demonstrates that the majority of the feedback came from Paisley PS FI parents. Table 2 – Summary of Public Feedback PUBLIC FEEDBACK Safety concerns walking to John McCrae PS (crossing roads such as Wellington St and Edinburgh Rd) STAFF COMMENT Service de transport de Wellington‐Dufferin Student Transportation Services (STWDSTS) will be reviewing any safety issues and will determine transportation eligibility and recommended walking routes by January 2014. Page | 4 New South Guelph JK‐8 FI Centre Boundary Review – Report #3 PUBLIC FEEDBACK STAFF COMMENT Paisley Road PS should become a French Immersion centre (by moving the entire Regular Track program) The reassignment of a full program (ie. RT program at Paisley) would require the Board to undertake an Accommodation Review. The boundary review process is being used to address the immediate pressures resulting from the implementation of Full Day Kindergarten by 2014. Maintaining the school as a dual track also ensures a neighbourhood school is provided for the community. The new FI school should be located further south (past Arkell Road) The new JK‐8 FI school site on Zaduk Place is located in an area where a significant amount of new housing development is proposed. There are 4 existing elementary schools (two public, two separate) accommodating the residential communities south of Arkell Rd. Both public schools accommodate Regular Track students and are well utilized. French Immersion students residing south of Arkell Rd are in closer proximity to the Zaduk school site in comparison to both John McCrae PS and FA Hamilton PS.
Will the future size of the 7/8 FI Within our Board, we have other schools in the system with similar program have a negative effect enrolments in the 7/8 program that are able to provide appropriate rotary on programming? programs, extra‐curricular activities, and an overall good experience for students. Why are there so many disruptions occurring in the French Immersion program? Extreme growth in FI enrolment in Guelph in recent years due to increased participation and retention in the program and FDK implementation created the need for both accommodation and boundary reviews. At the conclusion of the Centre Guelph (FI) Accommodation Review there was a recommendation for an additional FI location in South Guelph before 2017. Boundary changes are necessary in order to establish the attendance area of the new school. School administrators work closely with their communities to ensure smooth transitions for students whenever boundary changes are implemented. The Boundary Review Committee reviewed all of the public comments in the consideration of the final scenario recommendation. In response to suggestions about moving the Paisley Road PS regular track program, it is important to note that the Paisley Road PS RT parents did not appear to be in attendance at the Public Information Session and have not been actively engaged by the Board in this review process. The Board clearly articulated to the RT parents from the outset of this Boundary Review that changes to the RT program were not under consideration. 4.0 EXAMINATION OF BOUNDARY SCENARIOS Staff presented Scenarios 1 and 2 in Report #2 and identified Scenario 2 as the preferred option. After thorough consideration, the Committee has decided to recommend only Scenario 2 for the following reasons: Page | 5 New South Guelph JK‐8 FI Centre Boundary Review – Report #3 
The JK‐6 and 7/8 boundaries for the new South Guelph FI Centre, F.A. Hamilton PS and John McCrae PS are more rational geographically. 
The long‐term enrolment projection for Paisley Road PS is more closely aligned with the effective capacity of the building. 
A viable and sustainable JK‐8 FI program will be created at the new South Guelph FI Centre. 
Enrolment pressure at Paisley Road PS, John McCrae PS and F.A. Hamilton PS will be relieved. 4.1 Scenario 2 The JK‐6 boundary for the new South Guelph FI Centre includes the area bounded by Stone Rd East, Gordon St and Clair Rd East within the City of Guelph limits. The boundary also includes a small area of the Township of Puslinch to the east of Guelph in the Arkell area. The 7/8 boundary includes the JK‐6 boundary for F.A. Hamilton PS which extends west to the Hanlon Expressway and includes the majority of Puslinch. Maps 1 and 2 in Appendix I illustrate both boundaries for this school. The JK‐6 boundary for F.A. Hamilton PS is shown on Map 3 and differs from its existing boundary in the following ways: 
The areas around Westminster Woods PS along Clair Road East and the Developments Areas between Stone Road East and Arkell Road along Victoria Road South have been reassigned to the new South Guelph FI Centre. 
The areas around Rickson Ridge PS and the Conservation Estates subdivision (south of the Rickson Ridge area along Gordon Street) have been reassigned from John McCrae PS to F.A. Hamilton PS. 
The area west of the Hanlon Expressway (the Kortright Hills PS and University Village area) has been reassigned from F.A. Hamilton PS to John McCrae PS. Scenario 2 reflects both a grade 4‐6 shift from Paisley Road PS to John McCrae PS and also a boundary adjustment which reassigns a portion of the Paisley Road PS FI attendance area to John McCrae PS. The Committee considered this solution in an effort to further resolve pressure at Paisley Road PS to an enrolment more aligned to its effective capacity. The proposed JK‐3 and Grade 4‐8 FI boundaries for John McCrae can be found on Maps 4 and 5. The new JK‐3 FI boundary for Paisley Road PS is outlined on Map 6. The area to be reassigned from Paisley Road PS to John McCrae PS is the area east of Edinburgh Rd North and is identified as the Transition Area on Map 4. In order to minimize the impact on existing students, students living in the Transition Area who attended Paisley Road PS in the 2013/14 school year may remain at Paisley Road PS until the end of Grade 3 or have the option of attending John McCrae PS. Commencing September 2014, any students who did not attend Paisley Road PS in the 2013/14 school year will attend John McCrae PS. The following list summarizes the recommended Scenario: 

This scenario achieves the goals established for this review for Paisley Road PS. The enrolment pressure at Paisley Road PS is relieved through the combination of the reassignment of Grades 4‐6 FI to John McCrae PS along with a boundary shift. The projected enrolments at F.A. Hamilton PS and John McCrae PS are also above their school capacities, but both schools are able to accommodate portables if required. 5.0 IMPLEMENTATION TIMELINES Effective September 2014, the implementation timelines applicable to Scenario 2 are: Page | 7 New South Guelph JK‐8 FI Centre Boundary Review – Report #3 6.0 

The www.findmyschool.ca website will be updated in March 2014 to include transportation eligibility information for the revised boundaries and recommended walking routes. 7.0 COMMUNICATION PLAN Written comments received by the Boundary Review Committee up to and including March 1, 2013 are on the Board’s web page for the New South Guelph JK‐8 FI Centre Boundary Review, and are reflected in the FAQ and in Report #3. After March 1, 2013, written comments received through communication to Board Staff and Trustees are posted under the New South Guelph JK‐8 FI Centre Boundary Review web page, but are not reflected in Report #3. Community members are still able to subscribe to and receive email alerts for updates to the boundary review web pages. Further action: 
March 1, 2013: Information on the final delegation opportunities (March 19, 2013 Business Operations Committee Meeting and March 26, 2013 Board Meeting) will be provided on the New South Guelph JK‐8 FI Centre Boundary Review web page. 

March 19, 2013: Board Planning staff will present Report #3 at the meeting of the Business Operations Committee. 
March 27, 2013: The Board’s final decision will be posted on the Board’s web pages and included in the monthly Board Highlights and in a news release. 
March 28, 2013: A letter will be sent to the John McCrae PS, F.A. This document provides additional information to the public in response to feedback received via the Board’s
website and at the January 16, 2013 Public Information Session.
Which students will receive busing to school?
Eligibility for bussing is primarily based on the walking distance to a school from the student’s residence, and the
student’s grade level. Bussing is provided to students who must walk:
over 1.6 km (JK to Gr 1)
over 2.4 km (Gr 2 to 6)
over 3.2 km (Gr 7 to 8)
Appendix C in Report #2 shows the approximate walking limits from the new South Guelph school, John McCrae
PS, FA Hamilton PS and Paisley Rd PS. These maps do not consider safety/hazard issues. Walking routes are
assessed by the Service de transport de Wellington-Dufferin Student Transportation Services (STWDSTS) to
ensure that the safest route for students. STWDSTS will complete this review prior to the 2014/15 school year.

Will the Paisley FI students who have to cross Wellington St. be bused to school?
The concerns raised by Paisley FI parents about the crossing of Wellington St. have been noted by Staff from
STWDSTS. Other parents may also have similar concerns about alternate road crossings. A review and analysis
of walking route(s) is completed by the STWDSTS to establish safe walking routes for students. In January 2014,
the STWDSTS will determine transportation eligibility for the Paisley FI students. Parents can access
transportation information under the Find my school link at the end of March 2014.
Why is the new South Guelph school not being constructed further south in Guelph (past Arkell
Road)?
The new JK-8 FI school site on Zaduk Place is located in an area where a significant amount of new housing
development is proposed. The Board had previously reserved a site in the Kortright East plan of subdivision in
anticipation that there will be many new families moving into this area.
There are 4 existing elementary schools (two public, two separate) accommodating the residential communities
south of Arkell Rd. Both public schools accommodate Regular Track students and are well utilized. French
Immersion students residing south of Arkell Rd are in closer proximity to the Zaduk school site in comparison to
both John McCrae PS and FA Hamilton PS.
Why is the French Immersion program at Paisley being affected again?
This review was initiated to establish a boundary for a new JK-8 FI centre in South Guelph. The opening of a new
FI centre presents an opportunity to relieve FI enrolment pressures at FA Hamilton PS, John McCrae PS and
Paisley Rd PS. The scope of this review does not consider changes to Regular Track programs.

Why can’t the Regular Track program at Paisley Rd be moved?
The reassignment of a full program (ie. RT program at Paisley) would require the Board to undertake an
Accommodation Review. The boundary review process is being used to address the immediate pressures
resulting from the implementation of Full Day Kindergarten by 2014.
Why are there so many disruptions occurring in the French Immersion program? Do you take into
consideration the impact of multiple transitions on students?
Accommodation and boundary reviews happen when there is a need. In the last three years, French Immersion
enrolment in Guelph elementary schools has grown from 1,654 students to 2,186 students – approximately 33%.
The numbers have been trending upward since 2001, and there’s no sign FI numbers in the City of Guelph are
leveling off or will decline. The implementation of Full Day Kindergarten has added to this issue.
At the conclusion of the Centre Guelph (FI) Accommodation Review it was known that there would be continued
French Immersion enrolment pressures in South Guelph. The scenario approved by Trustees included the
opening of a new school in South Guelph before 2017. Boundary changes are necessary in order to establish the
attendance area of the new school.
Educators and school communities have resources at their disposal to minimize social impacts and facilitate
transition. John McCrae PS, FA Hamilton PS and Paisley Rd PS have each worked closely with their communities
to ensure smooth transitions for students as a result of changes from the Centre Guelph review. As we move
closer to any future changes there will be many opportunities to get involved by assisting in the creation of a
plan ensuring a smooth transition.
Will the split of 7/8 FI between 3 schools have a negative effect on the programming?
The experience of the Board is that the number of 7/8 FI students that would be at each of the three FI schools
in the scenarios is enough to provide viable programming. We have other schools in the system with similar
enrolments in the 7/8 program that are able to provide appropriate rotary programs, extra-curricular activities,
and an overall good experience for students. By 2017, it is projected that the three 7/8 FI programs in the City
of Guelph will be relatively balanced at approximately 120-140 students each.
What is the availability of Extended Day programs?
Extended Day programs in the Upper Grand District School Board are run by third-party child care providers and
are currently offered at several schools where FDK has been implemented. Each year, during Kindergarten
registration, parents/guardians of SK-Grade 2 students are surveyed to determine their interest in an Extended
Day program. The Board annually requests proposals from interested third party child care providers to offer
Extended Day programs in schools where viability has been determined. More information will be available on

Good Afternoon, I would like to better understand the long term impact and planning of the
future of the Aberfoyle School Property.
With substantle growth in the south end of Guelph and the growing inequities of services
(including the close proximty of more FI offering) for new schools versus older historic
schools, we would like to better understand the long term planning of ensuring equal
representation from non-guelph core schools.

My daughter started school at Westwood for JK when I realized her abilities with language
and made a mid year switch to Victory. She fell in love with the french program staff and kids
when we learned she would be switched to Paisley. In grade one she made new friends and
became a Paisley Panther with school pride instilled by the teachers. Grade two has begun
and her excitement to join the choir again and one day be a graduate of Paisley Road has
been dreamed about. I fear to mention the possibility that she may by grade three be yet
again moved again. If this happens we need to be assured no more moves will happen to our
west end kids and they will be allowed to have a school culture mascots and all! These west
end kids are transients devoid of a secure base to thrive.

I feel there is a ever growing need to put a FL school in the south end. I, and many of my
neighbors are driving their children to other schools creating unnecessary traffic congestion
only because the bus schedules are much too long.

i am resident of the Zaduk Place neighborhood and find it surprising that the GRDSB is
planning to develop the land purchased in this neighborhood as a french immersion school
September 11th to October 5th for kids from another neighborhood and socioeconomic background only to have to bus
them in to this area to be school when the kids of this neighborhood are primarily english
speaking children who are being bused to neighboring schools. To me it would make more
sense to keep the school english and allow the children from this neighborhood to attend
school close to home.

As I see the board moving toward K-8 schools wherever possible, I think that Paisley Rd PS
should become a K-8 immersion hub, and the English program moved to elsewhere.

Not even sure where to start. Being from Guelph and going through the French Immersion program
myself I understand how beneficial it is. We are very lucky to have such a great program. My
concern lies in how long Guelph and its surrounding areas are taking to understand the growing need
for FI Schools. My children are in Grade 5 and Kindergarden. My eldest has attended 4 schools.
Yes, we moved once from Fergus to Guelph, (already going through one Boundary Review in Fergus).
Upon Moving to Guelph, went through an accomodation review. I'm keeping my fingers crossed this
next Boundary review will not tear apart my kids friends yet again. Yes, French Immersion is growing,
but I believe the reason a child can really excel in such a program let alone any School is by keeping
their environment the same. Changing schools & friends every 2 years is tough on a kid and I would
hate to see it happen again.

I am very lucky to live a 15 minute walk away from my daughter's school. I value the fact that she
attends a walkable, communinty school. I appreciate my ability to feel a part of that community as I
chat with teachers and other parents. I do not want that to change.
I also appreciate the dual-track education at our school - a replica of our bilingual country. I do not
support the move to FI centres.
I do recognize that the increase in French Immersion enrolments, and the introduction of FDK in
2014, will put enrolment pressure on our school. I hope, however, that as the board discusses
options during the boundary review process, that they will consider options other than bussing our kids
to a school outside of this community. If that was the only option, I would have to seriously consider
withdrawing my child from the FI program.

November 18, 2012 We live in Clairfields in the south end of Guelph, and are among many families situated
within a 6 minute drive from FAH (which translates to a 40 minute bus-commute each
direction for our little ones, or over 200 hours per school year spent in transit). I was
disappointed to learn in the Sept/12 newsletter that the new proposed south end FI site would
be at Zaduk Place which is even further geographically from us. The area at Zaduk place is
not as densely populated with children as are the neighborhood Clairfields and Westminster
Woods. I had understood at the previous year's public information session that there was
some land available near the South End Community Park (Bishop MacDonnell HS) for a
possible new FI site. I am saddened to be among many south-end Guelphites with the
situation of having been re-zoned from John McCrae to FAH in 2011, being re-considered
for re-zoning from FAH in 2014, only to then attend John McCrae again in grades 7-8, all
the while never being within walking distance to school. Would it not be simpler to build
closer to where this large, growing FI cohort actually resides? Thank you kindly for all your

I am a resident in the Zaduk Place neighbourhood and a parent of a John McCrae student currently
in J/K with a second child set to enter J/K in 2016.
Our family recently moved back to Guelph after having lived in Toronto for the past 7 years. Both my
husband and I were raised in Guelph and knew that this was both a safe and wonderful city to raise a
family. We were confident that, regardless of what neighbourhood we lived in, our children would
have access to a safe and wonderful school.
Although we love the John McCrae environment and all of the teachers and staff, we are disappointed
with the fact that I have to "commute" in order to get my 4 yr. old son to school.
One of the reasons for moving back to Guelph was being able to provide my son with the opportunity
to walk to school, and all of the benefits that go along with that.
Instead, I spend a minimum of 15 minutes in the car, each way, driving my son to and from school. If
I chose to send him on the school bus, the ride would be longer.
The residents in the south end of Guelph are in need of a French Immersion option that is closer to
home. The land on Zaduk Place is an ideal location and would be a welcome addition to the
neighbourhood.
I look forward to attending the public information session scheduled for January 16, 2013.

I have just read the scenarios and have to say for my family both scenarios effect us the same way.
We are an FI family with two boys, who in Sept 2014, will be in grades 3 and 4. Which by these
scenarios, means we will be dealing with 2 different schools. My boys are currently bussed and this
will not change. My question is this, will they both ride the same bus that will make two stops or will
they be on seperate busses? If they will be on seperate busses I will have some issues. Since they are
only 1 grade apart and John MCrae is a FI 7/8 centre, could an exception be granted for the year to
allow my younger son to move to John Mcrae for grade three in 2014 to keep them on the same
bus? I will be interested to see the outcome of this review.

I would like to indicate my opposition to Scenario 2. As a resident of the Kortright Hills area, our
children will now be faced with a SECOND re-assignment, and a transition back to MUCH LONGER
bus rides to John McCrae.
Our preference is to remain at the local school (Fred A. Hamilton).
Can a re-assignment of residents west of the Hanlon and North of College Rd to John McCrae
accomodate numbers? I wonder if that scenario was reviewed.

Relocating Kortright Hills residents to John McCrae in Scenario 2 is NOT consistent with the "rational
geographic boundaries" objective. We hope that their "home school" of Fred. A Hamilton would be
reconsidered as the best alternative for these residents.

I have an 8 year old daughter currently in grade 3, and a 3 year old daughter who will be starting JK
at Paisley Road School this September. The current boundary review, and the impact that it will have
on my family is of great concern to me.
None of the recommendations currently under consideration seem like workable solutions, from my
perspective. The reasons are as follows:
I will no longer be able to walk my older child to and from school (and if she becomes ill at school I
will have no way of getting her home)
I do not feel comfortable allowing my daughter to walk to John McCrae school on her own - on, and
crossing, some very busy streets (and I have not heard any consideration of bussing students)
I will have children in two separate schools - this is a problem for me both logistically (how to get
them both to and from school) and philosophically (I like the idea of my kids being at school together)
I fear that the quality of FI education for the students remaining at PRS will suffer
While I recognize that there are enrolment pressures, and that solutions must be found, I do NOT
believe that taking children out of their communities, separating siblings, and dividing FI programs by
grade, is the right approach. I will be attending the meeting on Wednesday night, but I am taking
this opportunity to state formally, in writing, my vehement opposition to the current recommendations

My daughter will start FI JK Sept 2014. The proposed Scenario 2 makes sense as we are part of the
new boundary area that will send my child to John McCrae right from JK all the way up. Since Paisley
Rd school isn't "our neighborhood" anyways, it's just as well. (Victory is part of my neighbourhood,
however the neighbors 3 ft from my back fence are in that boundary, but not us!)

Given these scenarios, starting September 2014 we will have a daughter entering grade 5 at John
MacRae and a son entering grade 1 at Paisley. This will be the third school our daughter will have
November 27, 2012 to January 22, 2013 attended in 7 years despite the fact that we have maintained the same address since she began
school.
We are dead set against splitting our children up in this manner and desire the option to send our
younger child to John MacRae at the same time as his sister despite the fact that we live west of the
Hanlon and are thus outside the transition zone.

While I have many comments and concerns about this boundary review, my main question is to why
you would reduce Paisley Road to a JK-3 school in the middle of a high-volume French Immersion
area? This makes little sense to me nor does it help to make 'walkable' schools for families in the area
nor provide a continuous K-8 option for FI families local to Paisley or for families in the West end. My
main concern is that, in effect, this particular boundary review puts FI walkable schools ONLY within
SAFE walking distance (or short busing distance) of the upscale university and South end
neighbourhoods while robbing decent middle class neighbourhoods (Paisley corridor and the west
end) of viable, walkable, easily accessible FI options. Asking a Grade 4 student from the Paisley Road
area to cross four busy roads (Paisley, Edinburgh, Waterloo, and Wellington) to walk 'out of area' is
unsafe and impractical. IN effect, your boundary review is discriminatory and unjustly favours the
upper class in Guelph while forcing all other children to walk longer distances, crossing many busy
intersections, in order to get to school. By looking at the review maps, it is obvious that there is a
LACK of focus on the huge FI growth population coming out of the west end. Instead of working to
also satisfy that population and the FI population overall, you continue to focus on satisfying the
needs in certain upper-class 'pockets' while disrupting families in middle class areas (splitting many of
these children between 2 schools - Paisley and John McCrae - how is this reasonable). Your Victory
and King George boudaries also betray this socio-economic bias. You need to realize that French
Immersion is more than simply an 'upper class' issue and the needs of many decent, middle-class
Guelph families must be considered before you push this through.

There should be only 2 7/8 schools for FI in guelph. Anything less is unacceptable compromises
because of arbitrary deadlines.

The school should be bigger – why build when you know it will be inadequate in size? How is that
planning other than planning to fail?

Please consider the dangers of crossing College Ave W for kids from University housing (McGilvray
St). There is no pedestrian crossing close by, high traffic in the morning and afternoon peak periods!
The walking route also not fully covered with walkways.

Question: Why were the projections from 2010 so inaccurate that a mere 2 years later the schools
are all over capacity and it all needs to be reopened? Why could this all not have been done when
JMPS was rebuild to have one shift?
Question: How do you determine walking distance? As the crow flies? Along what routes?
Concern: Many people I’ve spoken to have huge concerns about our kids walking down Edinburgh or
Gordon for the better part of 2-3 kilometers!

As a parent of a future student at Fred A Hamilton (Sept.2013), I would like to suggest that
the boundary for JK-6 at the new South End School be extended further south. We live on
Watson Rd S near Wellington 34 and it would seem to me that it would be a better fit for our
son to attend the new school for several reasons including : a) shorter commute, b) closer for
the option of driving my child to and from school, and c) safer commute by avoiding major
traffic roads such as Gordon St and Wellington 34 and Hwy 6. Seeing that Puslinch has a
small population and many of these children attend Aberfoyle PS, it would not open up a
large influx of JK-6 children at the new school and would help families living in this area
tremendously. Again, since there are minimal children in this area, perhaps it could be an
option for residents to send their child to either school.

Our son currently attends John McCrae and is presently in Grade 1. I wanted to express my concern
over the Boundary Review as it relates to our family's situation. Our son absolutely adores John
McCrae and has been eager to attend and learn french ever since we joined in SK. We moved him to
John McCrae from Montessori and we are now in the unfortunate position of being one of the families
having to deal with the boundary review for the south end. As it stands right now, it looks like we will
be moving to F.A. Hamilton in 2014 and then on to the new school on Zaduk for 7/8. This is a huge
problem for us. This will be 3 schools he will have to adjust to with within his short years of elementary
November 27, 2012 to January 22, 2013 school life. I am both saddened and worried this will greatly affect his learning and self esteem during
his young years at school. He will have lost all friends made at John McCrae, will not know anyone at
F.A. Hamilton as all his friends are either staying at John McCrae or moving to the new school. He
will then will be plucked from F.A. Hamilton after 4 short years and again re-routed to yet another
school. I do NOT support the preferred scenario #2 as this is going to negatively affect my family.

My daughter is currently in FI at FA Hamilton and I have another daughter that will be in JK in 2 years.
My oldest daugher who is now in grade 3 has gone to 3 different schools since starting in the school
system in Guelph and I am hoping she can stay where she is until at least grade 7. My main concern
with the new school to be built off of Kortright is before and after school care. My daughter currently
attends after school care and before school care at the attached YMCA daycare at FA Hamilton. I
would require this no matter what school she attends so I hope the new school that will be built by
Sept. 2014 will have an attached daycare (YMCA or other) so that children can go there for before
and after school care. Thank you.

I attended the meeting Jan 16th, 2013 at John McCrae PS. I am still having difficulty understanding
why more consideration has not been given to improving the centrally located schools to
accommodate the growing enrolment issues. It seems to me that our neighborhood schools are being
ripped apart to accommodate the new school's agenda in the south end. Why is this? To suggest we
move 3 FI whole grades out of Paisley, when it was promoted to our family as a FI school in the first
place, sounds crazy to me. If it is a dual track school, have it be one, not a partial French, but full
English. May I also remind you that friendships are also made between the French and English
students that you will also be losing. To have all these student crossing Wellington Road is very
dangerous. Who thought that would be ok? It would be awful if someone gets hurt because of this.
Do you really think it is ok for our kids to be walking across a highway, and along Edinburgh RD, and
Waterloo Ave? If busing is the answer, is it really cheaper to bus these students? Also, I am having a
hard time believing that our neighborhood will be getting lesser enrolment over the next few years.

Having attended the meeting at John MacRae and listening to the two proposals, I must say that
neither one works for our family.
We have 2 children currently attending Paisley, one in JK and the other in grade 3. Either of the
proposals places our eldest in Grade 5 at John MacRae and our youngest in grade 1 at Paisely ensuring they will be separated for 3 years. Not only that, but when they are reunited at John MacRae,
they will be so for only 1 year as our eldest will have at that time completed grade 8 and will be
moving on to another school.
We are very unhappy about the separation and feel it will have a negative effect on our younger
child. He is very shy and timid and looks to his elder sister for reassurance and support both on the
bus and within the school. She, in turn, seeks him out in the play yard at recess and makes every effort
November 27, 2012 to January 22, 2013 to comfort him. She is a sweet, thoughtful and loving girl and is very close to her younger brother, and
the thought of separating them is repellent to us.
We also have great concerns about Paisley being a JK-3 school, with no support from the older
grades both in the classroom and in the hallways. The early grades are populated with the shyest and
most timid. Isolating them from the upper french grades wil hardly enhance a supportive and nurturing
french environment. Can you assure me that the JK-3 FI students will not simply become an island of
those with the smallest, shyest voices, surrounded by older and physically larger kids outside the FI
stream?
We have already endured the transfer of our daughter from Victory to Paisley and though it was
difficult at times, we were at least comforted by the fact that when our youngest started school, he
would be with his older sister. Now we are facing their separation and are very displeased by this turn
of events.
We are also concerned that the two scenarios feel "reactionary" and patch-like in nature and will
lead to yet another boundary review within a few years, with yet more uncertainty and upheaval.
Our prime concern is our children's education and that they have a stable, supportive environment to
learn and grow in these most critical and formative years. We feel that the two proposed scenarios,
and the resultant extended separation of our children, are completely unacceptable.
We are seeking the option to move both of our children to John MacRae in September 2014. We
feel this is a just and reasonable request and trust that great consideration will be given to our
concerns. As parents, we dedicate our lives to our children and we will vigorously pursue what we feel
is best for them.

It is our hope that our two children will be able to continue their frech immersion education at John
McCrae PS. It is our belief that it is best for continuity to remain in the same school. Both children
have had an excellent start at John McCrae and we do not wish to interupt their learning by having to
adjust to a new school. We also have safety concerns if the children will be required to walk 2.7
kilmoeters to get to school.

When I look at enrolment projections and see all the schools predicted to be OVER capacity within the
next few years, these scenarios are NOT sustainable.
I am troubled by the contradictions involved – namely “Increased opportunity for some FI students to
walk to school”, “establishes a local FI school”.
This is happening AT THE EXPENSE of the Paisley Road community.
I will NOT allow my child to walk along Edinburgh, across Wellington – buses MUST be provided (if
the move goes ahead).
I would like to state, clearly, I DO NOT WANT MY CHILD/CHILDREN to be moved from Paisley Rd. I
DO NOT want my kids to attend a school outside my neighbourhood.
I WANT MY KIDS TO STAY AT PAISLEY ROAD.
I know you spoke of ‘domino effect’. But it seems LUDICROUS to me that in order to attain goal #3
– relieving enrolment pressure at McCrae PS – you are pursing goal #2 – moving student from Paisley
into McCrae. It is irrational.
Just how many students (& their parents, & their siblings) are being affected by this?
PLEASE leave Paisley Road out of this review.
And look at West of the Hanlon Parental involvement (referred to a number of times tonight) is
increased when parents are part of the school community – and I think geographical proximity to the
school increases that involvement.

I am a west side parent who has just come through the Accommodation Review that resulted in my
children being transferred from Victory PS to Paisley Road PS. Having lived through the sometimes
fractious ARC process, I must say this review is much more palatable.
I have reviewed the options presented for this Boundary Review and discussed other possibilities with a
number of parents. I can confidently give my support to the staff-preferred option. You will, no
doubt, receive comments from Paisley parents who will be upset about not being able to walk their
children to school but, while I understand their concerns, moving Paisley students en masse to John
McRae seems to be the best solution to the overcrowding soon to exist at Paisley.
1 January 23rd to February 5, 2013 I am pleased that you will be moving full grades. My daughter in particular has already had to
endure having a very tight knit group of friends being split up - to have to do this again with her new
Paisley friends would, no doubt, have been very difficult. Although both of my children would move to
McRae in 2014 under the proposed scenario, I wonder about the wisdom of having a JK-3 FI track
embedded with a JK-6 regular track when there is already some tension between the English and
French students. Perhaps it would be better, in the long run, to consider having a FI centre north I'd
the river. Frankly we already feel a bit like second class citizens when the south side is going to have
two FI centres. I also wonder about the long term viability of the regular track in both Victory and
Paisley schools when they are so out numbered by the FI students. But that is a discussion for another
day.
I am also pleased that Paisley will now feed the 7/8 program at McRae, eliminating yet another
school transfer. Had King George been the 7/8 school, I would have had a much greater difficulty
supporting any scenario that involved transferring the west side FI students in the middle of their
primary years. My one concern is that there will be another review in two years changing the 7/8
boundaries, necessitating yet another move. It would be nice to have some longer term stability for all
FI students, especially those on the west side who seem to be seen as more "portable" than those who
live east of the Hanlon.
I would like to address a concern that the parents of walking students will have - that of crossing
Wellington Road. This is a very busy and very wide street with few safe locations to cross. Sometimes
it is difficult even for adults to make it across in the time it takes for the lights to change. Furthermore,
I am concerned that children will try to cross between the lights because it shortens the walking
distance. Please consider providing bussing for all of the grades 4-6 students who will be coming
from Paisley.
Although my children will be in grades 4 and 6 in 2014, I do have a number of friends with younger
children. Please consider giving them the option of sending their younger children to McRae with their
older siblings to keep families together. One of my friends has a son who is not comfortable with the
school experience and derives much comfort from being able to go to school with his older sister and
see her during the day. It would be very distressing for him to be separated from her.
Thank you for the opportunity to attend the public information meeting and provide comments. The
meeting was well organized and I appreciated that you had representatives that could address a
wide variety of concerns, including transportation. If you have any questions or would like further

Buses in Guelph are cancelled today. Under your proposed plan, my child would not be able to get
to school today. As it is we will walk, as usual. The walk may take us 25 minutes instead of the usual
15, but my daughter will go to school.
Yet another reason why we should keep our kids in local, walkable schools. Yet another reason why
you should remove Paisley Road from this plan.

Enrollment in the English stream at Paisley has remained relatively stable according to the UGDSB
data. Using this evidence, it is in the communities best interest to keep the English stream at Paisley
and look at shifting the FI boundaries (with increasing enrollment pressures largely resulting from
previously shifing FI boundaries). French Immersion is a trend in Guelph and enrollment is unlikely to
continue growing at its current rate. With this in mind, supporting Guelph's schools that have stable
English enrollment (like Paisley)- is less likely to result in major boundary shifts in future. It also allows
parents living a walkable distance to a school with an English stream to make an informed decision
about educating their children in an inclusive, community-based education system or opting for FI at a
greater distance from their home.

To whom it may concern,
I have just read the proposed changes affecting my children at Paisley Rd. School. I have one child in
Grade 3 currently, that has already been moved once and another child starting school in 2014, as
well as an infant.
I would be willing to move AGAIN only if my younger children could go to John McCrae with their
older sister on the same bus, starting in kindergarten.
Surely you must realize how inconvenient it would be to have my children all going to multiple
schools, on different buses and possibly different bus stops.
As well as inconvenient, I have some safety concerns regarding my eldest daughter having to walk
home by herself, if I am to be picking up my younger children. She would have to cross some busy
streets at a time where crossing guards have already left and there are no other students around to
walk with her. I am just not comfortable with this.
Plus, on days where buses are canceled, it would be next to impossible taking my three children to
different schools.
My girls are very close. I feel it is important they stick together through their elementary years. The
eldest knows the system and culture at her school and can help the younger ones along.
School is difficult enough for these children. Why make it more difficult due to improper planning.
I put my child in french immersion to give her a head start in life, by having her be able to speak
multiple languages. Had I known all of this was going to take place I would have never even
considered the program.
This is definitely not in the best interest of the children. Please if you are going to move them again, let
all of my children at least go to the same school.

I am generally happy with the scenarios presented. My older son will be in Grade 4 when it is
implemented and I appreciate that he will be able to stay with his friends and all move to John Mccrae
together. I think that being at a French Immersion Centre for the later grades will be beneficial to the
students. My only concern with the scenarios is whether the students who have to cross Wellington
3 January 23rd to February 5, 2013 would be bussed. Although there seems to be a group of parents at Paisley who are forming a group
against the scenarios, I know there are other parents who are happy with the scenarios and I hope
they will be heard as well.

To whom it may concern,
I am writing to express my great concern about the boundary review from January 15th 2013.
We live less than two blocks from Paisley Road PS and we have three children that under the
suggested new boundaries would never attend the same school at any given time. I would have to
choose who I walk to school and find somebody else to take the other(s). I am sure it can be done,
but it is a less than satisfactory situation for our family. I almost prefer that all my children starting in
Kindergarten can attend John McCrae PS.
I also do not think that it is safe for a nine year old to walk from the Paisley/Edinburgh neighbourhood
to John McCrae PS; the distance is not the problem, but the busy roads that need to be crossed. If I
knew my child could take the bus, I would feel a bit more optimistic about the new boundaries.
Additionally, I think there will be a great loss of the FI program at Paisley Road PS without the grades
4-6. There will not be any more reading or lunch buddies or older “French” children in extracurricular activities. So whereas children in a FI centre are fully immersed in the French language from
Kindergarten to Grade 6, children in Paisley Road PS are not.
It seems like this boundary review as well as the boundary change at Victory PS are a quick-fix, “easy”
solution. Have there been any considerations about creating either school as a FI centre? Have there
been any thoughts about keeping JK-Grade 6 at Paisley Road PS but with less classes per grade? And
what about bussing students instead of to Paisley Road PS to John McCrae PS and giving the people
who live close to the school the chance to walk their kids to school?

I am in favour of Scenario 1. We currently live 1.5km from Fred A Hamilton. Your staff preferred
scenario suggests moving both my kids to John McCrae (5km away). Sure at some point it would be
beneficial to have both my kids at the same school but given my eldest has changed schools 4 times
because of Accomodation and Bounday Reviews enough is enough. I hope some long term studies
are being done in Guelph to find out the impact this will have on our kids. A child's confidence, selfperception and student achievement are guaranteed to suffer.

My children currently attend John McCrae. From looking at your maps it seems to me that the new
south Guelph school boundary excludes students that live south of Clair Road. Why would those
students be excluded when the new south Guelph school is closer, and I would suspect larger (since it
goes to jk - gr 8)?
I realize that the students that are excluded are only the jk - gr6 but why exclude them and make them
change school when as I stated previously the new school should be better equipped to accommodate
the large number of students?
Obviously this decision will affect my students and where they go and if they will have to switch school
after gr6 so I am curious to the reasoning. Thank you for your time.

I am a parent in the transition zone. I accept that this sort of shifting of school boundaries is
necessary and in the long term probably beneficial.
I do not accept that splitting families by transportation requirement is in any way just.
As I understand the busing policy, my younger children (aged 3 years and grade 1 at the time this
change occurs) will qualify for busing, the older (grade 3 at the time of change) will not.
This places me in the situation of sending one kid on the bus and having to walk the older child. This
while bringing my pre-school aged child along--a child who by the board's policy should not be
walking that distance for ability/safety reasons once they turn school age.
This walk goes down Edinburgh road crossing Paisley Road, the train tracks, Waterloo and Wellington
streets and the Speed River. For much of that stretch there is no boulevard separating road traffic
from pedestrians. I cannot fathom how this would be considered an acceptable level of risk.
It is also unnacceptable to expect families to take a longer but less busy route to school--we are not
asking cars to detour off of the same road to reduce their impact on families trying to walk.
Grant families who qualify for any level of busing the ability to put all of their kids on the bus and this
concept becomes tenable. To do otherwise breeds resentment and inequality among families
affected.
Lastly, it would be worth exploring an option where parents in the Transition zone have the opportunity
to attend Victory. This French Language school is the closer to my house than any other.

Ideally, my child would attend a neighborhood school--there are three within walking distance of our
home. But I understand that numbers might require some FI families to accept change and move
away from Paisley Road. Keeping the grades (and possibly siblings) together makes the proposed
move to McCrae a bit more acceptable. However, I have two primary concerns.
First: If FI Paisley Road students must moved in 2014, I’d like assurances that our children will NOT
be forced to move again. McCrae should remain their school until grade nine. Many Paisley Rd
families have already endured numerous moves. It’s completely unfair and harmful to ask them to
move again. Please be absolutely confident of each scenario’s long term sustainability before
proceeding.
Second: Paisley Road students should be bused to McCrae. The distance is too far and the traffic too
congested for a child under grade 7 to walk. Busing would also relieve increased morning and
afternoon traffic in the residential area surrounding McCrae.
I understand that numbers will determine this boundary review. Please remember that these numbers
are actually children.
