• Over 50% of the world’s population lives in cities.
• 1,300 million people live in cities with more than one million inhabitants.
• 19 of the world’s cities have populations of over 10 million inhabitants.
• Cities generate between 50% and 80% of national GDP.
• Between 1970 and 1995, urban population in the less-developed countries
grew at an annual rate of 5.1%, whilst in the industrialised nations, the urban
population increased 1.1%.

We, the representatives of municipal governments of metropolises around
the world, commit ourselves to making metropolitan regions productive,
livable, safe, ecologically sustainable, tolerant, and caring places for all
human beings. To this end, we will:
– Strive toward poverty reduction through exploring innovative options for
income generation and efficient means to finance poverty reduction programs, further relating them to environmental conservation and cultural
promotion;
– Create new institutional structures of governance in order to bring citizens, especially the poor, women, youth, and minorities into the formulation and implementation of urban policies and programs in accordance with the principles of democracy and good governance;
– Promote and implement policies and programs for restructuring the metropolitan economy so as to strengthen economic resilience and vitality;
– Encourage the participation of non-governmental organizations and
community-based organizations in promoting the equitable, safe, and
sustainable development of metropolitan regions;
– Reform the public sector in order to make it more transparent and
accountable to their citizens, while effectively delivering necessary
urban services to the residents of metropolitan communities;
– Implement creative policies to support pluralism and cultural diversity
in metropolitan areas, while nurturing a sense of regional identity;

regions by removing institutional constraints that foster and sustain inequalities;
– Strengthen innovative and effective systems through mutual cooperation and learning to ensure urban safety including ways to induce the

At a time when changes are taking place at unprecedented speed,
the cities are showing up the state of the world. Three elements
will serve to illustrate the scope of globalisation:

Economic differences and armed conflicts are forcing millions of
people to other cities in search of new opportunities. The new element is the speed at which this process is taking place. The arrival of immigrants of different origins can significantly alter the

universities, study centres, NGOs and companies interested in the
commissions’ issues.
The work and results of the commissions will be submitted at the
Board meetings in Istanbul-2003, Mexico-2004 and at the Berlin
Congress in 2005.

As a result of decentralisation, cities have become legal, political and
social spaces where their inhabitants’ needs, both basic and complex, are
expressed. Many urban areas have spread beyond the city limits to become metropolitan areas, multi-nuclear and multi-functional urban regions.
The impact of poverty on the environment in urban areas is a well-known
and exhaustively studied phenomenon. The informal housing conditions
suffered by the poor frequently engender deforestation, water pollution
and improper domestic waste disposal, which is a consequence of the
intense pace of urban growth over the last 30 years. Along with the informal economy the informal city has grown, too. Local governments should
learn to combine legalisation of past irregularities with efficient repression
of present and future ones, which is, by no means, an easy task. As the
consequences of these environmental aggressions resulting from poverty
become dramatic, repressive policies begin to be considered
and implemented. In fact, protecting and recovering the
environment can also be a way of combating poverty and
unemployment, and a way improving the quality of life in
degraded areas.
The cities’ governments and administrations must now be seen within the
wider concept of metropolitan governance. In practice, that requires a
more complex system of roles some and different forms of action based flexibility and the voluntary cooperation of political, economic and social
players, as well as of citizens. Gradually, classical methods of managing
local groups give way to participatory, responsible metropolitan governance, which entails, at the same time, democracy and transparency in city
management.
The Commission’s aims are the following:
– To deal with the challenges inposed by globalisation and governance,
giving particular emphasis to the importance of action undertaken by
cities and its influence on world governance.
– To identify innovative, constructive solutions, capable of generating
more democratic local governance.
– To formulate proposals aimed at helping cities to improve their relations
with states, citizens and civil society at the sight of forthcoming progress of local and metropolitan governance.
The Commission’s aims are the following:
– To organise seminars to identify methods for reducing
poverty combined with environmental recovery or improvement.
– To produce training materials and promote regular training of local
government, NGO and international agency personnel.
– To work with UN-Habitat to combine these projects with others concerned with housing.

The lines of action to be followed by Commission 3 were drawn up in accordance with the conclusions drawn at the international seminar on “Urban
Waste Management Strategies in the African Context” held in December
2001 in Mali. These conclusions were that: the situation of inequality and
poverty in the world increase year by year; the poor countries have to
faced serious difficulties to promoting their own development; it is essential for the developed countries and large world organisations to provide
aid; environmental problems are crucial aspects; the problem of waste has
grown into an enormous challenge regarding all societies; this problem
becomes particularly relevant in the poor countries; lines
of action must be put in place to help these countries
achieve more environmentally-friendly waste management.
In the future, one of the most important conditions for sustainable development and quality of life in metropolitan areas will be a broad urban mobility management, that integrates the requirements of urban planning, economic development and environmental protection into traffic and transport.
The Commission’s aims are the following:
– To formulate and develop lines of action towards better
urban waste management in cities
– To consolidate a line of action within the Metropolis association devoted
to sharing member cities’ experience in urban waste management and promoting development and the eradication of poverty
- To organise and stage education and training seminars and courses aimed
at improving waste management, training operators and creating new
sources of employment
Therefore, urban mobility policies should integrate all local players - politicians, residents, shop-keepers, entrepreneurs, railway and public transport companies -, with a view to modifying existing strategies of urban
mobility and defining new integrated concepts.
Commission 4 will deal with the following objectives and issues:
– Debate on the possibilities of structural changes in urban areas to reduce traffic volume.
- Prevent an uncontrolled sub-urbanisation process.
– Launch suggestions on how the quality of public transport and cyclepaths can be accelerated, improved and integrated in the city’s traffic
and transport network.
– Develop strategies to reduce private car traffic in city-centres.
– Improve parking space organisation and management.
– Define a new approach in the goods transport sector (transport by rail
and/or waterways).
– Improve organisational and logistic management of road transport.
– Evaluate whether decentralised goods distribution centres should be
established in peripheral areas.
– Improve traffic and parking management for tourist buses in central
areas.
– Rehabilitate areas degraded by traffic and transport.

Metropolis, UN-Habitat’s Global Urban Observatory and the World Bank are
currently undertaking a joint survey to assess the extent and nature of
demand for assistance in performance measurement among member cities.
The findings will form the basis for developing informational tools and
resources to assist city managers in building performance management systems and capabilities; to collect related guidelines, case studies, tools, and
web-based resources that can be provided to member cities; and to put all
these resources onto a unified web-based platform. These tools and resources will need to be tailored to reflect the wide variations in capabilities,
resources and data amongst cities.
The benefits of performance measurement systems include: increased
effectiveness of strategic plans; improvement in the quality of projects and
service provision; increased public accountability and transparency; and
pressure for improvements and reform.
The Commission’s aims are the following:
– To encourage and assist the development of performance measurement
systems in Metropolis member cities by disseminating information
resources.
– To facilitate the provision of technical assistance, capacity building and
establishment of Local Global Observatories.
– To provide decision-takers with a concise guide to best practices.
– To develop processes for knowledge-sharing, networking and reviewing
existing indicator systems and performance measurement tools.

With a rapidly growing world population and ever increasing global urbanisation, ensuring accessible drinking water supplies of acceptable quality
is becoming of critical importance to metropolitan authorities. Apart from
reflecting their water source, the systems used by differen countries detail
their different economic, geographic, climatic, cultural and social circumstances.
As agriculture, forestry management and industry affect river systems, authorities must find new ways of managing and conserving valuable water
resources, and water policy becomes increasingly important in environmental programmes.
Commission 6 will study water management from several sustainable urban
development viewpoints such as availability and management, water as
economic good, compensation for transfer of resources, modernisation of
the legal framework and technological innovation.
