This involves extensive data analysis of patient utilization and costs as well as assessments of access and health outcomes (morbidity and mortality rates by disease). The study pays particular attention to managed care versus fee-for-service in terms of costs, access and outcomes. The findings from this study are being delivered to the Michigan State legislature to help gauge past Medicaid expenditures and outcomes as well as future liability (or savings) under the Patient Protection and Affordable Care Act. Responsibilities include gathering quantitative data from grantees, following up for additional data and clarifications, analyzing the data, providing technical assistance to grantees and synthesizing the outcomes and overall impact for presentation to the Governing Council. Several of the programs are health care related and call for evaluation of hospital-based and community-based health care interventions. Major achievements include conceptualizing a complex evaluation framework with macroeconomic and grant-specific indicators. Evaluation results were effectively used to hone in-process grant activities as well as track improvements and challenges in economic development within the region. Evaluation results have also used to successfully solidify five years of additional funding. University of Michigan Dearborn (Dearborn, MI) 2009 - present Walsh College (Troy, MI) Adjunct Faculty in Health Economics/Policy and Economics Develop and teach a course to MBA and undergraduate students entitled, “Health Economics.” The course focuses upon the supply and demand factors driving the health care industry in the United States and health care reform. This includes the financing of health care, quality of care, access to care, policy changes and the (lack) of preventive care in the U.S. The class also teaches the evaluation of health care programs including cost benefit and cost effectiveness analyses. Position at Walsh College includes teaching micro and macroeconomics. Major achievements include highest student evaluation (faculty) rankings and various speaking engagements as a content expert on the U.S. health care industry and on health care reform. Corporation for a Skilled Workforce (Ann Arbor, MI) 2004 - 2008 Consultant Conducted economic and health care analyses for various community projects across the country. Projects had a focus on low-income populations with the specific overarching goal(s) of promoting economic development and/or improving access to quality health care. Responsibilities also included proposal writing, project development, project management and outcome evaluation with high-level statistical analyses. Major achievements include writing and obtaining various large grants including one via the Blue Cross Blue Shield of Michigan Foundation for a worksite wellness program. As Principal Investigator for this two-year grant, I implemented a new health intervention at a large, automotive employer, which significantly reduced the rates of hypertention and overweight/obesity. NIDCR/NIH (Ann Arbor, MI) 2003 – 2004 Consultant Conducted a systematic review of the literature that focused upon health behavior change in lowincome populations. Assisted in the creation of a tailored intervention for women and children. Major achievements include formulation of a large-scale health intervention in inner-city Detroit and publication of a peer-reviewed journal article in December 2005 (first author). University of Michigan, School of Public Health (Ann Arbor, MI) 2000 – 2003 Director of Evaluation Developed the evaluation framework and conducted the tailored evaluation for a three-year grant funded by the Robert Wood Johnson (RWJ) Foundation. This grant aimed to improve pediatric asthma health outcomes for low-income children through community-based interventions. Five of the seven sites were in Latin American communities and guidance was provided with respect to cultural and language barrier (access) issues. Major achievements include the development of an evaluation framework for a seven-city pediatric asthma intervention as well as implementation of the evaluation and technical assistance to grantees at all sites. Findings from the study were presented at various national conferences. Non-traditional curricula were developed and are now utilized by the University of Michigan Medical School. University of Michigan Medical Center (Ann Arbor, MI) 1994 - 1998 Division Administrator of Pulmonary and Critical Care Medicine Budgeted and managed various research and clinical accounts. Analytical models were formulated to assess the cost effectiveness of certain procedures and was also part of a small team that developed a physician tracking and incentive program. Marketing of new programs and off-site clinics was also an integral task. Oversaw the clinical trial process for new drugs being tested within the division. The position involved managing approximately thirty employees. Major achievements include the transformation of the division from a loss leader (deficit budget) to a revenue generator (surplus budget) within two years. University of Michigan, School of Public Health (Ann Arbor, MI) 1993 - 1994 Teaching Assistant Assisted in the preparation of lectures for a Master’s level course, “Foundations of Health Administration.” Responsibilities included searching and extracting relevant and recent articles for class presentation. Also held office hours to tutor students on a one-to-one level, graded weekly assignments, mid-terms and final examinations. University of Michigan Hospitals (Ann Arbor, MI) 1991 – 1993 Research Associate Organized and analyzed statistical data for a (two-year) world-wide cardiology study, which called for statistical and econometric fluency as well as the ability to correspond with other statisticians and with study coordinators across North America.
