The second round of workshops related to the Metropolis Initiative “Integrated Strategic Planning and Public Private Partnerships” will be convened during 2526 July 2013, at the India Habitat Centre in New Delhi. The event will be hosted by the National Institute of Urban Affairs – India (NIUA) andwill be conducted over two days. In line with the objectives of this Initiative the workshop is directed primarily to Indian government and municipal staff engaged in planning the provision and maintenance of basic infrastructure. Whilst this Initiative is focused on Indian cities, other interested Metropolis members are welcome. The workshop will be conducted in English only. The first day will provide decision makers from all levels of government, the private sector and professional peak bodies with an opportunity to explore specific issues and compare experiences. This will be followed by a training workshop on the following day during which the ‘Circles of Sustainability’ methodology will be tested against a number of the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) projects. The project is led by the Victorian State Government Department of Transport Planning and Local Infrastructure (for Melbourne) in partnership with the UN Global Compact Cities Program, and the National Institute of Urban Affairs – India (NIUA). The Mayor of Seoul, Park Won-soon, and the Secretary-General of Metropolis, Alain Le Saux, signed the document in the presence of several officials from the Seoul Metropolitan Government. The event was also attended by a Metropolis delegation comprising three of the four regional centres belonging to the Metropolis International Institute, a representative from the Île-de-France region, the Metropolis Country Director for India and the head of development strategy in Barcelona. The signing comes after a decision taken at the Board of Directors meeting in Guangzhou to transfer the Metropolis International Institute from Montreal to Seoul. The headquarters of said institute will be located in the Seoul Human Resource Development Centre (SHRDC), which is accountable to the City Council and which, thus far, had run the programmes in the Asia branch. Its mission is to provide Metropolis members with training that capitalises on the expertise of Metropolis, while taking the cultural and regional specificities of its members into account. The meeting fostered enriching dialogue between the team in charge of managing the Metropolis International Institute in Seoul (SHRDC), the three regional centres present* – the School of Public Administration in Mexico City (EAPDF), the Île-de-France Paris Institute for Urban Planning and Development (IAU), and the ISCO centre in Mashhad – and representatives from Île-de-France, Barcelona and the Metropolis Country Director for India. Number 3 • 2013 English version Newsletter Metropolis • July 2013 Urban resilience, theme of debate at ICLEI ICLEI, the global movement of cities and local governments dedicated to sustainable development, organized the forum “Resilient Cities 2013”, in Bonn, between May 31st and June 2nd. The presence of decision makers and experts from around the world facilitated the exchangeof innovative ideas, resilient urban planning strategies and current knowledge and practices about these issues. Metropolis joined the the meeting and took part in the debates about urban resilience and the adaptation and mitigation to climate change. For the first time, it was held in the framework of the conference, the forum “Resilient Urban Food Systems”, in which examples of food innovations worldwide were presented. Another parallel meeting was the Young Researchers Forum, where young researchers from various universities discussed their knowledge, views and difficulties of how to integrate their proposals with the decisions taken by political leaders. If the youth of today will be the leaders in twenty years, their vision of urban resilience must be taken into account. The congress was attended by 528 participants, from which 117 were representatives from local governments coming from 60 different countries. They explored responses to the challengesof climate change, and came to the conclusion that in most of the cases it is crucial to consider integrated solutions. However, the big question remains: how should cities move towards adaptation and resilience to climate change? More information at the website of the forum. www.metropolis.org Newsletter Metropolis • July 2013 Number 3 • 2013 English version The Indian International Certification Programme in Urban Management meets Metropolis An Indian government delegation comprising 30 city and public administrators from 20 different cities across India visited Barcelona from 27 to 30 April 2013. Metropolis coordinated and took part in the event, where Indian city stakeholders participated in four day-long interactive sessions with stakeholders from the city of Barcelona. During the course of the visit, the delegation had the opportunity to exchange views on policies and urban activities with representatives from the city of Barcelona, where they learnt about the City Protocol project (part of one of the Metropolis Initiatives). The group also had the chance to discover Barcelona’s 22@ district, while a presentation by the company Urbiotica provided them with an overview on how to bring the most innovative technology to bear in society, through its application on urban spaces. Clabsa (the Barcelona sewerage company) provided an interesting underground visit to the city’s sewerage system; Agbar (the Barcelona water company) also drew the participants’ interest not only because its headquarters are a reference point in contemporary architecture in the city (designed by Jean Nouvel) but also because of its innovative water-management solutions. A talk by the urban development agency Barcelona Regional, along with Barcelona City Council’s presentation at Urban Habitat, helped improve the visitors’ understanding of the way Barcelona is planned and organized. The delegation was also invited to a comprehensive visit around the Council premises. The delegation was led by Prof Chary from the Administrative Staff College, India. Metropolis, together with ASCI and the NIUA (National Institute of Urban Affairs), are promoting capacity-building and partnerships to establish smarter cities and sustainable urban infrastructures in India, working at the international level to engage Indian cities and public forums in the run-up to the 11th Metropolis World Congress to be held in Hyderabad from 6 to 10 October, 2014. As India continues on its urban journey and addresses the challenging issues of urbanization, the Metropolis World Association is committed to assisting states and cities across the country in capacity-building, partnerships and international knowledge-sharing. United Cities and Local Governments (UCLG) has launched the ‘Rabat 2013’ web platform for its World Summit of Local and Regional Leaders, to be held in Rabat, Morocco, this October. The platform www.uclg.org/Rabat2013 will provide information on the strategic and thematic debates of the Summit, and will function as a resource for the exchange of good practices. It will also allow representatives and partners of local and regional governments to follow the Summit live from 1-4 October 2013, and to participate in the activities of the global network. You will be able to directly access information on registration and your stay in Rabat during the Congress. The UCLG World Summit 2013 in Rabat will be inspired by the lema: “Imagine Society, Build Democracy”, the central theme of the Summit. It will include an extended and on-going dialogue between local and regional authorities and their key partners - international organisations, development agencies, experts, practitioners, and civil society organizations - in order to analyse and evaluate the extent to which development goals have been met, and to define new priorities. are implementing to meet the challenges they face. As such, the plenaries and workshops will be a unique occasion, not only for reflection, but for interaction. The key strategic debates of the Summit will centre on the possible goals and targets of Post-2015 Development and on the preparation of the path towards Habitat III, with the aim of developing a set of concrete proposals to represent local and regional governments in these international negotiations. The web platform, ‘Rabat 2013’, will be a space for online discussion and exchange on the thematic issues of the Summit: Fostering wellbeing, strengthening solidarity among territories, supporting new governance and the dynamics of change, promoting diversity. It will focus on access to basic services, the construction of societies that are diverse, open, and innovative, the promotion of tolerance, solidarity and exchange, gender equality, and the reinforcement of the role of culture in society. www.uclg.org/Rabat2013 Twitter: @uclg_org Hashtag: #Rabat2013 Facebook: /UnitedCitiesandLocalGovernments The Summit will be an opportunity for participants to share and exchange experiences, highlighting the innovative policies and programmes that local and regional governments www.metropolis.org Newsletter Metropolis • July 2013 Number 3 • 2013 English version Metropolis Initiative on Metropolitan Governance convenes leaders in São Paulo to discuss public-private partnerships The Comparative Study on Metropolitan Governance, the Metropolis Initiative led by the Secretariat for Metropolitan Development in the State of São Paulo, with technical support from Empresa Paulista de Planejamento Metropolitano SA (Emplasa), had its last meeting in the city of São Paulo, Brazil, from April 25 to 26. São Paulo welcomed leaders from various metropolitan regions, such as Belo Horizonte, Brasilia, Buenos Aires, Gauteng and Rosario, to present and discuss cases of different arrangements for financing public services and infrastructure projects. Specialists shared their experiences in public projects that count on some type of funding from private enterprises, in the fields of transportation, healthcare, waste management, social housing and urban renewal. One of the main conclusions of the event is that the reality of public-private partnerships is very complex, and their specificities vary according to the context of each metropolitan region and to the type of service or infrastructure that is being provided. Still, it is possible to find common threads, especially regarding investment and operation efficiency. This shall be the goals of the upcoming steps of this Metropolis Initiative, whose next meeting is scheduled for the Metropolis Annual Annual meeting in July in Johannesburg.
